Farm Economic Relief: Issues and Options for Congress
This report discusses issues regarding Agriculture funding and subsidies. In response to low prices, natural disasters, and other farm-related problems, Congress has, over 3 successive years, provided a total of about $23 billion in supplemental aid – in addition to funds already programmed through the 1996 farm bill (P.L. 104-127). The most recent aid was attached to a crop insurance reform bill signed into law on June 22, 2000 (P.L. 106-224). This Agriculture Risk Protection Act of 2000 includes $7.113 billion for additional farm income and related assistance, of which $5.5 billion is to be spent in FY2000.

Elementary and Secondary School Teachers: Action by the 106th Congress
The quality and quantity of public elementary and secondary school teachers are of increasing concern to the 106th Congress. Although states and localities are responsible for most aspects of teacher preparation, recruitment, and employment, the federal government supports a wide array of programs for teachers. Several of these programs are being considered for amendment and extension by the 106th Congress including the Eisenhower Professional Development program and the Class Size Reduction program. The 106th Congress has before it a wide array of legislative proposals to address teacher issues. Action has occurred on several proposals. This report tracks such action and will be updated as it occurs.

Fuel Ethanol: Background and Public Policy Issues
In light of a changing regulatory environment, concern has arisen regarding the future prospects for ethanol as a motor fuel. Ethanol is produced from biomass (mainly corn) and is mixed with gasoline to produce cleaner-burning fuel called "gasohol" or "E10."

Timber Harvesting and Forest Fires - Memorandum
This memorandum responds to the request for both quantitative and qualitative assessments of the assertion that the decline in timber harvesting from the national forests over the past 10 years is a significant factor contributing to the current severe fire season in the West. Table 1 and Figure 1, below, present 20 years of national forest timber harvest volumes and acres burned on Forest Service protected areas. (Because of several cooperative agreements, the Forest Service protects some non-federal lands, while other organizations protect some national forest lands. However, the total acres protected by the Forest Service roughly equals the National Forest System acres. Thus, the difference in lands seems likely to be insignificant.)

Aviation Delays
Flight delays and cancellation in the U.S. air transportation system rose to record levels in 2000. The problem costs the airlines an estimated $3 billion annually and causes great inconvenience for shippers and passengers. Billions of federal dollars are being spent to modernize the air traffic control (ATC) system, purchase new equipment and expand airport capacity. But the airlines express little confidence that these efforts will provide near-term relief or be enough in the long-term to accommodate the forecasted growth in air traffic up from about 670 million passengers this year to 1.0 billion forecast by 2010 and 1.5 billion by 2025.

Funeral program for Lt. Colonel (Ret.) James E. McGee, Jr., born September 11, 1917 and died December 18, 2000. The funeral was held Friday, December 22, 2000 at St. Philip's Episcopal Church, officiated by Rev. Fr. Dee Wellington Bright. Funeral arrangements were made through Lewis Funeral Home and he was buried in Fort Sam Houston National Cemetery near San Antonio, Texas.
