Bosnia: Crime and Corruption Threaten Successful Implementation of the Dayton Peace Agreement
Testimony issued by the General Accounting Office with an abstract that begins "Pursuant to a congressional request, GAO discussed the impact of crime and corruption on the implementation of the Dayton Peace Agreement, focusing on: (1) how organized crime and public sector corruption have affected implementation of the agreement in Bosnia; (2) what the international community has done to improve Bosnia's law enforcement and judicial system and reduce corruption; and (3) how international assistance resources are being safeguarded and whether such assistance is being used by Bosnia in place of domestic revenues lost due to crime and corruption."

As-Built Verification Plan Spent Nuclear Fuel Canister Storage Building MCO Handling Machine
This as-built verification plan outlines the methodology and responsibilities that will be implemented during the as-built field verification activity for the Canister Storage Building (CSB) MCO HANDLING MACHINE (MHM). This as-built verification plan covers THE ELECTRICAL PORTION of the CONSTRUCTION PERFORMED BY POWER CITY UNDER CONTRACT TO MOWAT. The as-built verifications will be performed in accordance Administrative Procedure AP 6-012-00, Spent Nuclear Fuel Project As-Built Verification Plan Development Process, revision I. The results of the verification walkdown will be documented in a verification walkdown completion package, approved by the Design Authority (DA), and maintained in the CSB project files.

Calcite Precipitation and Trace Metal Partitioning in Groundwater and the Vadose Zone: Remediation of Strontium-90 and Other Divalent Metals and Radionuclides in Arid Western Environments
Radionuclide and metal contaminants are present in the vadose zone and groundwater throughout the U.S. Department of Energy (DOE) weapons complex. Demonstrating in situ immobilization of these contaminants in vadose zones or groundwater plumes is a cost-effective remediation strategy. However, the implementation of in situ remediation requires definition of the mechanism that controls sequestration of the contaminants. One such mechanism for metals and radionuclides is co-precipitation of these elements in authigenic calcite and calcite overgrowths. Calcite, a common mineral in many aquifers and vadose zones in the arid western U.S., can incorporate divalent metals such as strontium, cadmium, lead, and cobalt into its crystal structure by the formation of solid solutions. The rate at which trace metals are incorporated into calcite is a function of calcite precipitation kinetics, adsorption interactions between the calcite surface and the trace metal in solution, solid solution properties of the trace metal in calcite, and also the surfaces upon which the calcite is precipitating. A fundamental understanding of the coupling of calcite precipitation and trace metal partitioning and how this may occur in aquifers and vadose environments is lacking. The focus of the research proposed here is to investigate the facilitated partitioning of metal and …

CALDERON COKEMAKING PROCESS/DEMONSTRATION PROJECT
This project deals with the demonstration of a coking process using proprietary technology of Calderon, with the following objectives geared to facilitate commercialization: (i) making coke of such quality as to be suitable for use in hard-driving, large blast furnaces; (ii) providing proof that such process is continuous and environmentally closed to prevent emissions; (iii) demonstrating that high-coking-pressure (non-traditional) coal blends which cannot be safely charged into conventional by-product coke ovens can be used in the Calderon process; (iv) conducting a blast furnace test to demonstrate the compatibility of the coke produced; (v) demonstrating that coke can be produced economically, at a level competitive with coke imports; and (vi) applying the Calderon technology to making additional iron units. The activities of the past quarter were focused on the following: (1) Bethlehem Steel's withdrawal and efforts expended to substitute U.S. Steel for Bethlehem; (2) Assessment work performed with U.S. Steel to show that the Calderon Technology has merit and would add to U.S. Steel's economic benefit by being involved in it, including for making additional iron units; (3) Addressing material selection and heat input capacity to increase heat input into the processing reactor by actual modeling of such approach; (4) Construction …
