Accident and Off Normal Response and Recovery from Multi Canister Overpack (MCO) Processing Events

In the process of removing spent nuclear fuel (SNF) from the K Basins through its subsequent packaging, drymg, transportation and storage steps, the SNF Project must be able to respond to all anticipated or foreseeable off-normal and accident events that may occur. Response procedures and recovery plans need to be in place, personnel training established and implemented to ensure the project will be capable of appropriate actions. To establish suitable project planning, these events must first be identified and analyzed for their expected impact to the project. This document assesses all off-normal and accident events for their potential cross-facility or Multi-Canister Overpack (MCO) process reversal impact. Table 1 provides the methodology for establishing the event planning level and these events are provided in Table 2 along with the general response and recovery planning. Accidents and off-normal events of the SNF Project have been evaluated and are identified in the appropriate facility Safety Analysis Report (SAR) or in the transportation Safety Analysis Report for Packaging (SARP). Hazards and accidents are summarized from these safety analyses and listed in separate tables for each facility and the transportation system in Appendix A, along with identified off-normal events. Education Vouchers: Constitutional Issues and Cases

This report details the constitutional standards that currently apply to indirect aid programs and summarizes all of the pertinent state and federal court decisions, including the Ohio case that will be heard by the Supreme Court. On September 25, 2001, the Supreme Court agreed to review a case raising the controversial issue of the constitutionality of education vouchers. In Zelman v. Simmons-Harris the Sixth Circuit held Ohio’s Pilot Scholarship Program, which provided up to $2500 to help low-income students in Cleveland’s public schools attend private schools in the city, to violate the establishment of religion clause of the First Amendment.

Tribological behavior of near-frictionless carbon coatings in high- and low-sulfur diesel fuels.

The sulfur content in diesel fuel has a significant effect on diesel engine emissions, which are currently subject to environmental regulations. It has been observed that engine particulate and gaseous emissions are directly proportional to fuel sulfur content. With the introduction of low-sulfur fuels, significant reductions in emissions are expected. The process of sulfur reduction in petroleum-based diesel fuels also reduces the lubricity of the fuel, resulting in premature failure of fuel injectors. Thus, another means of preventing injector failures is needed for engines operating with low-sulfur diesel fuels. In this study, the authors evaluated a near-frictionless carbon (NFC) coating (developed at Argonne National Laboratory) as a possible solution to the problems associated with fuel injector failures in low-lubricity fuels. Tribological tests were conducted with NFC-coated and uncoated H13 and 52100 steels lubricated with high- and low- sulfur diesel fuels in a high-frequency reciprocating test machine. The test results showed that the NFC coatings reduced wear rates by a factor of 10 over those of uncoated steel surfaces. In low-sulfur diesel fuel, the reduction in wear rate was even greater (i.e., by a factor of 12 compared to that of uncoated test pairs), indicating that the NFC coating holds promise …

Development of Integrated Motor Assist Hybrid System: Development of the 'Insight', a Personal Hybrid Coupe

This paper presents the technical approach used to design and develop the powerplant for the Honda Insight, a new motor assist hybrid vehicle with an overall development objective of just half the fuel consumption of the current Civic over a wide range of driving conditions. Fuel consumption of 35km/L (Japanese 10-15 mode), and 3.4L/100km (98/69/EC) was realized. To achieve this, a new Integrated Motor Assist (IMA) hybrid power plant system was developed, incorporating many new technologies for packaging and integrating the motor assist system and for improving engine thermal efficiency. This was developed in combination with a new lightweight aluminum body with low aerodynamic resistance. Environmental performance goals also included the simultaneous achievement of low emissions (half the Japanese year 2000 standards, and half the EU2000 standards), high efficiency, and recyclability. Full consideration was also given to key consumer attributes, including crash safety performance, handling, and driving performance.

Pu300: A Tool for Measurement of Plutonium Age for Arms Control Transparency via Gamma-Ray Spectroscopy

Pu300 has particular application in the Arms Control Transparency arena, where very sensitive material is often the subject of tests and measurements. In Arms Control Transparency projects, we attempt to measure attributes of material removed from a nuclear weapon without revealing sensitive information about the material. The measured attribute can either be reported directly or compared against a threshold value. The set of attributes that are measured can be used as a fingerprint for the material. One such attribute for plutonium is material age. Age, in this sense, is defined as the amount of time that has passed since americium separation. The Pu300 system consists of a coaxial HPGe detector and a Canberra Inspector multichannel analyzer. The Inspector allows the high resolution spectral information to be limited by adjusting upper and lower level discriminators so only the information between 330keV and 350keV is collected. The fits of the peaks in the gamma-ray spectrum are fed into a physics code to give an age of the material measured. The physics code is based on the buildup of {sup 241}Am from the decay of {sup 241}Pu.
