Plan for the Startup of HA-21I Furnace Operations at the Plutonium Finishing Plant (PFP)

Achievement of Thermal Stabilization mission elements require the installation and startup of three additional muffle furnaces for the thermal stabilization of plutonium and plutonium bearing materials at the Plutonium Finishing Plant (PFP). The release to operate these additional furnaces will require an Activity Based Startup Review. The conduct of the Activity Based Startup Review (ABSR) was approved by Fluor Daniel Hanford on October 15, 1999. This plan has been developed with the objective of identifying those activities needed to guide the controlled startup of five furnaces from authorization to unrestricted operations by adding the HA-211 furnaces in an orderly and safe manner after the approval to Startup has been given. The Startup Plan provides a phased approach that bridges the activities between the completion of the Activity Based Startup Review authorizing the use of the three additional furnaces and the unrestricted operation of the five thermal stabilization muffle furnaces. Elastic scattering of low-energy electrons by randomly oriented and aligned molecules: Influence of full non-spherical potentials

Elastic scattering of low (10-50 eV) kinetic energy electrons from free diatomic molecules is studied using a single-center expansion of the full molecular potential. Dynamic exchange and polarization are included in a local form. The calculated elastic differential scattering cross-sections (DCS) for electron impact on CO and N2 are in good agreement with available experimental data. The importance of using the full molecular potential instead of a two-center potential approach is pointed out. These corrections are small for energies above 50 eV, but they become increasingly important at lower energies. When discussing the angular distributions of elastically-scattered electrons from oriented molecules (like surface adsorbates), we show that these corrections are particularly significant. The results have implications for other electron scattering problems such as those encountered in low-energy photoelectron diffraction from both core and valence levels.

Effect of Surface Condition and Heat Treatment on Corrosion of Type 316L Stainless Steel in a Mercury Thermal Convection Loop

Two thermal convection loops (TCLs) fabricated from 316L stainless steel and containing mercury and a variety of 316L coupons representing variable surface conditions and heat treatments have been operated continuously for 2000 h. Surface conditions included surface ground, polished, gold-coated, chemically etched, bombarded with Fe to simulate radiation damage, and oxidized. Heat treatments included solution treated, welded, and sensitized. In addition, a nitrogen doped 316L material, termed 316LN, was also examined in the solution treated condition. Duplicate TCLs were operated in this experiment--both were operated with a 305 C peak temperature, a 65 C temperature gradient, and mercury velocity of 1.2 m/min--but only one included a 36 h soak in Hg at 310 C just prior to operation to encourage wetting. Results indicate that the soak in Hg at 310 C had no lasting effect on wetting or compatibility with Hg. Further, based on examination of post-test wetting and coupon weight loss, only the gold-coated surfaces revealed significant interaction with Hg. In areas wetted significantly by Hg, the extreme surface of the stainless steel (ca 10 {micro}m) was depleted in Ni and Cr compared to the bulk composition.

Laser welding of automotive aluminum alloys to achieve defect-free, structurally sound and reliable welds

The objective of this program was to seek improved process control and weldment reliability during laser welding of automotive aluminum alloys while retaining the high speed and accuracy of the laser beam welding process. The effects of various welding variables on the loss of alloying elements and the formation of porosity and other geometric weld defects such as underfill and overfill were studied both experimentally and theoretically.

A Transmissive Optics Approach for Time-Slicing the LCLS X-Ray Pulse

This paper investigates the use of off-axis zone plate optical systems to deliver time-sliced LCLS FEL pulses to users under the 3 energy chirp scenarios elucidated by P. Emma. We present formulas for designing off-axis zone plate optical systems that achieve a given time-slice duration and intensity. The results show that it is feasible to fabricate zone-plate systems capable of providing intense spots of time-sliced 8.275 KeV photons under the scenario of a 2.0% chirp, but that it is beyond current and envisioned fabrication capabilities to create zone-plate systems of similar performance under the scenarios offering energy chirps of < 0.25%. Finally we present results of numerical calculations of the electric fields delivered to the user by an off-axis zone plate optical system producing time-slices of {le} 50 {center_dot} fs with photon densities of 200 photons/{angstrom}{sup 2} under the 2% energy chirp scenario.

FCA contends that its initiative is not a rule because it does not set out any rules or requirements for FCA institutions, but merely states how FCA will proceed with future chartering actions. FCA further contends that its accompanying booklet is exempt from CRA and APA regulations because the guidelines it outlines for national charter applications does not bind the agency nor is it enforceable against FCA institutions. A review of the actions of FCA and the contents of its booklet finds that FCA's booklet meets the requirements of a legislative rule and should be published for comment and submitted to Congress and GAO for review."

Am/Cm Canister Temperature Evaluation in Cim5

To facilitate the evaluation of alternate canister designs, 2 canisters were outfitted with thermocouples at elevations of 1/2, 3 1/2, and 6 1/2 inches from the canister bottom. The canisters were fabricated from two inch diameter schedule 10 and two inch diameter schedule 40 stainless steel pipe. Each canister was filled with approximately 2 kilograms of 49 wt percent lanthanide (Ln) loaded 25SrABS glass during 5 inch Cylindrical Induction Melter (CIM5) runs for TTR Tasks 3.03 and 4.03. Melter temperature, total mass of glass poured, and the glass pour rates were almost identical in both runs. The schedule 40 canister has a slightly smaller ID compared to the schedule 10 canister and therefore filled to a level of 9.5 inches compared to 8.0 inches for the schedule 40 canister. The schedule 40 canister had an empty mass of 1906 grams compared to 919 grams for the schedule 10 canister. The schedule 10 canister was found to have a higher maximum surface temperature by about 50--100 C (depending on height) during the glass pour compared to the schedule 40 canister. The additional thermal mass of the schedule 40 canister accounts for this difference. Once filled with glass, each of the canisters …

Parallel Computations of Natural Convection Flow in a Tall Cavity Using an Explicit Finite Element Method

The Galerkin Finite Element Method was used to predict a natural convection flow in an enclosed cavity. The problem considered was a differentially heated, tall (8:1), rectangular cavity with a Rayleigh number of 3.4 x 10{sup 5} and Prandtl number of 0.71. The incompressible Navier-Stokes equations were solved using a Boussinesq approximation for the buoyancy force. The algorithm was developed for efficient use on massively parallel computer systems. Emphasis was on time-accurate simulations. It was found that the average temperature and velocity values can be captured with a relatively coarse grid, while the oscillation amplitude and period appear to be grid sensitive and require a refined computation.

Restructuring DOE and Its Laboratories: Issues in the 106th Congress

A number of legislative proposals to restructure or eliminate the Department of Energy (DOE) and the DOE laboratories have been introduced since the end of the Cold War, especially since the beginning of the 104th Congress. This legislation has been introduced because of perceived major problems with DOE, including its overall mission. Sponsors state, for example, that about 85% of DOE's budget is for non-energy programs, even though the nation's dependency on foreign energy sources has increased since the establishment of the department. Also of concern is the department's failure to go far enough, in their view, in solving its long-term management problems, downsizing, and reducing budgets.
