Metropolitan Washington Airports Authority: Information on Contracting at Washington Dulles International Airport and Ronald Reagan Washington National Airport Between 1992 and 1999
Correspondence issued by the General Accounting Office with an abstract that begins "As required by the Metropolitan Washington Airports Act of 1986, GAO must periodically determine whether the Metropolitan Washington Airports Authority (MWAA) uses fair practices in determining which vendors win contracts. This correspondence provides information on MWAA's uses contracting practices between 1992 and 1999. GAO found that 2,843 contracts for supplies and services were awarded during this period. The initial award of these contracts was $1.43 billion. Between 1998 and 1999, GAO found that 95 out of 124 large contracts had been awarded using full and open competition. The remaining contracts were awarded on a sole-source basis or by using limited competition."

Occupational Safety: Selected Cost and Benefit Implications of Needlestick Prevention Devices for Hospitals
Correspondence issued by the General Accounting Office with an abstract that begins "Because of the serious concern for health care workers in the United States, GAO examined the benefit and cost implications of purchasing needlestick prevention devices for hospitals. GAO estimates about 69,000 needlesticks in hospitals can be prevented in 1 year through the use of needles with safety features. Eliminating these needlesticks could reduce the number of health care workers who become infected with the hepatitis B virus (HBV), hepatitis C virus (HCV), or human immunodeficiency virus (HIV) after sustaining a needlestick injury. GAO's analysis of Centers for Disease Control and Prevention data shows that reducing needlesticks may prevent at least 25 cases of HBV and at least 16 cases of HCV infection per year. The reduction in the number of HIV infections cannot be estimated. GAO estimates that the cost to purchase needles with safety features would be between $70 million and $352 million per year. The exact cost to adopt these needles is difficult to determine because several factors must be considered, including the cost to train workers to use the devices and the extent to which the needles reduce injuries."

Oral History Interview with John Reas, November 17, 2000
The National Museum of the Pacific War presents an oral interview with John Reas. Reas grew up in Indiana and Ohio and enlisted in the Navy in 1938. After training, he boarded the USS Houston (CA-30) at Charleston, South Carolina. He was assigned to the aviation unit. On February 28, 1942, he survived the bombing and sinking of the ship. He and other survivors in life rafts were picked up by the Japanese the next day and taken to Java as a prisoner of war. He was taken to a ship and then back to an island, where he met survivors of the Australian ship HMAS Perth (D29). They were moved from Serang to Batavia. He was told to record the POW's occupations and those idenitified as skilled were sent to Japan. Inspired by this, he kept a detailed and complete list of the survivors that he kept hidden. From Java, the survivors are put on a cargo ship to Singapore. Then they went to Pynang by train. He then boarded another ship to Burma. Allied forces bombed a ship next to Reas. Opinion on Whether the Farm Credit Administration's National Charter Initiative Is a Rule Under the Congressional Review Act
Other written product issued by the General Accounting Office with an abstract that begins "GAO reviewed the Farm Credit Administration's (FCA) National Charter Initiative to determine whether the charter is a rule under the Congressional Review Act (CRA) and the Administrative Procedure Act (APA). FCA contends that its initiative is not a rule because it does not set out any rules or requirements for FCA institutions, but merely states how FCA will proceed with future chartering actions. FCA further contends that its accompanying booklet is exempt from CRA and APA regulations because the guidelines it outlines for national charter applications does not bind the agency nor is it enforceable against FCA institutions. A review of the actions of FCA and the contents of its booklet finds that FCA's booklet meets the requirements of a legislative rule and should be published for comment and submitted to Congress and GAO for review."

Oral History Interview with Edward Hyak, April 17, 2000
The National Museum of the Pacific War presents an oral interview with Edward Hyak. Hyak joined the Army Air Corps in August 1940 and received clerical training at Fort Logan. He received glider pilot training in Roswell. Upon completion, he was assigned to the 477th Bomb Group, where he served as a technical clerk assisting the first sergeant. In November 1942 he went to England, where he kept maintenance records and ran troubleshooting for the bomb group as an engineer clerk specialist. He recalls one plane, nicknamed Fuddy Duddy, which flew 90 missions before finally being decommissioned. On D-Day he witnessed thousands of American planes overhead, which came as a total surprise to him. While in England he met his brother and cousin at the Imperial Hotel. Hyak returned home in July 1945 and was discharged. He joined the inactive reserves and was called to Nevada to participate in nuclear bomb experiments in 1950. He recalls being knocked down by the blast from his post in a trench. He attributes numerous lifelong ailments and disabilities to his exposure to radioactivity, including blindness. Hyak was discharged a second time in September 1952.
