1999 Annual Mixed Waste Management Facility Groundwater Correction - Action Report (Volumes I, II, and III)

This Corrective Action Report (CAR) for the Mixed Waste Management Facility (MWMF) is being prepared to comply with the Resource Conservation and Recovery Act (RCRA) Permit Number SC1 890 008 989, dated October 31, 1999. This CAR compiles and presents all groundwater sampling and monitoring activities that are conducted at the MWMF. As set forth in previous agreements with South Carolina Department of Health and Environmental Control (SCDHEC), all groundwater associated with the Burial Ground Complex (BGC) (comprised of the MWMF, Low-Level Radioactive Waste Disposal Facility, and Old Radioactive Waste Burial Ground) will be addressed under this RCRA Permit. This CAR is the first to be written for the MWMF and presents monitoring activities and results as an outcome of Interim Status and limited Permitted Status activities. All 1999 groundwater monitoring activities were conducted while the MWMF was operated during Interim Status. Changes to the groundwater monitoring program were made upon receipt of the RCRA Permit, where feasible. During 1999, 152 single-screened and six multi-screened groundwater monitoring wells at the BGC monitored groundwater quality in the uppermost aquifer as required by the South Carolina Hazardous Waste Management Regulations (SCHWMR), settlement agreements 87-52-SW and 91-51-SW, and RCRA Permit SC1 890 008 …

ALARA Design Review for the Resumption of the Plutonium Finishing Plant (PFP) Cementation Process Project Activities

The requirements for the performance of radiological design reviews are codified in 10CFR835, Occupational Radiation Protection. The basic requirements for the performance of ALARA design reviews are presented in the Hanford Site Radiological Control Manual (HSRCM). The HSRCM has established trigger levels requiring radiological reviews of non-routine or complex work activities. These requirements are implemented in site procedures HNF-PRO-1622 and 1623. HNF-PRO-1622 Radiological Design Review Process requires that ''radiological design reviews [be performed] of new facilities and equipment and modifications of existing facilities and equipment''. In addition, HNF-PRO-1623 Radiological Work Planning Process requires a formal ALARA Review for planned activities that are estimated to exceed 1 person-rem total Dose Equivalent (DE). The purpose of this review is to validate that the original design for the PFP Cementation Process ensures that the principles of ALARA (As Low As Reasonably Achievable) were included in the original project design. That is, that the design and operation of existing Cementation Process equipment and processes allows for the minimization of personnel exposure in its operation, maintenance and decommissioning and that the generation of radioactive waste is kept to a minimum.

The Conclusions/Recommendations of this paper are: (1) It is very important to keep the orbit close to the reference orbit. (2) It is likely that BPMs are not perfectly calibrated. (3) The orbit length calculation with Quad Steering ON is more sensitive to errors in the BPM readout than with Quad Steering OFF. However, unless we are at the {psi}{prime}, Quad Steering should be ON. (4) Question: Should we use the BPM corrections derived from this scan? Answer: I don't know. I would prefer not to. If we keep the orbit close to the reference, we don't need the corrections. For cases where the orbit differs appreciably from the reference orbit, we should do the energy calculation both ways. (Perhaps with Quad steering ON and OFF too). (5) We should use the reference orbit derived from this scan. However, if there is the time and the man power, it would be desireable to do a proper scan of the {psi}{prime}.

Daylighting in schools: Improving student performance and health at a price schools can afford: Preprint

Over the next seven years, at least 5,000 new schools will be designed and constructed to meet the needs of American students in kindergarten through grade 12. National efforts are underway to encourage the use of daylighting, energy efficiency, and renewable energy technologies in school designs, which can significantly enhance the learning environment. Recent rigorous statistical studies, involving 21,000 students in three states, reveal that students perform better in daylit classrooms and indicate the health benefits of daylighting. This paper discusses the evidence regarding daylighting and student performance and development, and presents four case studies of schools that have cost effectively implemented daylighting into their buildings.

Diffusional kinetics of SiGe Dimers on Si(100) using atom-tracking scanning tunneling microscopy

Quantitative measurements of the diffusion of adsorbed mixed Ge-Si dimers on the Si(100) surface have been made as a function of temperature using atom-tracking scanning tunneling microscopy. These mixed dimers are distinguishable from pure Si-Si dimers by their characteristic kinetics--a 180-degree rotation between two highly buckled configurations. At temperatures at which the mixed dimers diffuse, atomic-exchange events occur, in which the Ge atom in the adsorbed dimer exchanges with a substrate Si atom. Re-exchange can also occur when the diffusing Si-Si dimer revisits the original site of exchange.
