A questionnaire sent to 1,253 randomly selected Guard and Reserve pilots and others revealed that the anthrax immunization was a key reason these individuals left or otherwise changed their military status. GAO found that all of the 65 federal web sites it analyzed collected personal identifying information from their visitors."
