527 Organizations: How the Differences in Tax and Election Laws Permit Certain Organizations to Engage in Issue Advocacy without Public Disclosure and Proposals for Change

Virtually all political organizations are "section 527" political organizations, which means that they are tax-exempt. 527 organizations are created to influence the election or defeat of public officials. This report compares the tax and election laws relating to political organizations and political committees prior to the enactment of P.L. 106-230 in an attempt to highlight the differences between them, and discusses some of the proposals in the 106th Congress to require additional reporting by organizations engaging in political activities. This report does not address the taxation of other tax-exempt organizations making political expenditures taxable under IRC § 527.

Crystallization Behavior of M97 Series Silicone Cushions

M97 series siloxanes are poly(dimethyl-diphenyl) siloxanes that are reinforced through a mixture of precipitated and fumed silica fillers which are blended in through the addition of a short chain polydimethylsiloxane processing aid. M97 silicones exhibit crystallization at -80.25 C by thermal (modulated differential scanning calorimetry) and mechanical (dynamic mechanical analysis) techniques. Isothermal dynamic mechanical analysis experiments illustrated that crystallization occurred over a 1.8 hour period in silica-filled systems and 2.8 hours in unfilled systems. The onset of crystallization typically occurred after a 30 minute incubation/nucleation period. {gamma}-radiation caused the crystallization rate to decrease proportionally with dosage, but did not decrease the amount of crystallization that ultimately occurred. Irradiation in vacuum resulted in slower overall crystallization rates compared to air irradiation due to increased crosslinking of the polymer matrix under vacuum. Modulated differential scanning calorimetry contrasted the crystallization and melting behavior of pure PDMS versus the M97 base polymer and helped determine which component of the composite was the origin of the crystallization phenomena.

Defense Acquisition Reform: Status and Current Issues

The end of the Cold War and its impact on defense spending has created a strong need to reform Department of Defense’s (DOD) acquisition system. With procurement spending down, DOD expects to depend on savings from acquisition reform to help finance future force modernization. Policymakers believe that DOD should use more commercial products because, in many instances, they cost less and their quality is comparable to products built according to DOD military specifications. Many such reform proposals are based on recognition that DOD regulatory barriers and a Cold War acquisition “culture” have inhibited the introduction of commercial products.

Air pollutant gases such as nitric oxide, nitrogen dioxide, nitrous acid, and peroxyacetyl nitrate are commonly encountered in urban atmospheres. They constitute a nuisance to some, and a positive danger to others with such respiratory conditions as asthma and emphysema. It is known that exposure to these gases is a function of microenvironment, but monitoring of microenvironments is presently too uneconomical to be used except in rare cases, such as ''sick buildings''. Gas sensors that are small, sensitive, selective, and inexpensive are needed to make such monitoring practical. Many sensor types have apparently reached their technological development limit, but porous-electrode amperometric gas sensors have not been thoroughly explored for low-concentration applications. We have explored amperometric gas sensors of several types for lower detection limits to a series of nitrogen gases. Evidence gathered in this study indicates that greater sensitivity will be achieved by reducing the noise level of the working electrode, rather than increasing the output signal.

Federal Grants to State and Local Governments: Overview and Characteristics

Each fiscal year, Congress appropriates funds for grants to state and local governments to further national goals and assist sub-national governments. Examples of goals include attaining minimum national standards and improving program effectiveness. The federal government provides grants for numerous substantive purposes, such as crime prevention, community development, and transportation. In 1999, grants-in-aid to state and local governments totaled $270 billion. Grants can be classified by the substantive purposes they address. This report, however, reviews the fundamental characteristics according to which they can also be classified. Examples of grant characteristics include range of eligible activities, objectives, award process, and administrative requirements.
