Test Plan for Radioactive Testing of a Vertical Direct Denitration Calciner

Stored solutions containing plutonium and nitric acid and possibly uranium thorium and minor amounts of other substances will be used for development and demonstration of a vertical calciner direct denitration process for conversion of those to stable storable PuO{sub 2} rich solids. Some of those solutions are quite dilute and very impure these require either pretreatment to make them suitable for calciner feed or an alternate stabilization method. Untreated scrap solutions containing some amounts of sulfate phosphate sodium and/or potassium may also be tested for suitability of direct denitration for conversion directly to PuO{sub 2}-rich solids. A vertical calciner will be used to demonstrate the direct denitration process for converting plutonium-bearing liquors to stable plutonium-rich solids. The calciner and some of its ancillary equipment were previously tested with non-radioactive chemicals to demonstrate operability.

Compilation of Requirements for Safe Handling of Fluorine and Fluorine-Containing Products of Uranium Hexafluoride Conversion

Public Law (PL) 105-204 requires the U.S. Department of Energy to develop a plan for inclusion in the fiscal year 2000 budget for conversion of the Department's stockpile of depleted uranium hexafluoride (DUF{sub 6}) to a more stable form over an extended period. The conversion process into a more stable form will produce fluorine compounds (e.g., elemental fluorine or hydrofluoric acid) that need to be handled safely. This document compiles the requirements necessary to handle these materials within health and safety standards, which may apply in order to ensure protection of the environment and the safety and health of workers and the public. Fluorine is a pale-yellow gas with a pungent, irritating odor. It is the most reactive nonmetal and will react vigorously with most oxidizable substances at room temperature, frequently with ignition. Fluorine is a severe irritant of the eyes, mucous membranes, skin, and lungs. In humans, the inhalation of high concentrations causes laryngeal spasm and broncospasms, followed by the delayed onset of pulmonary edema. At sublethal levels, severe local irritation and laryngeal spasm will preclude voluntary exposure to high concentrations, unless the individual is trapped or incapacitated. Angular Distribution of Particles Emerging from a Diffusive Region and its Implications for the Fleck-Canfield Random Walk Algorithm for Implicit Monte Carlo Radiation Transport

We present various approximations for the angular distribution of particles emerging from an optically thick, purely isotropically scattering region into a vacuum. Our motivation is to use such a distribution for the Fleck-Canfield random walk method [1] for implicit Monte Carlo (IMC) [2] radiation transport problems. We demonstrate that the cosine distribution recommended in the original random walk paper [1] is a poor approximation to the angular distribution predicted by transport theory. Then we examine other approximations that more closely match the transport angular distribution.

Microstructural Imaging of Shock-Recovered Berea Sandstone and Quartz Sand Using Scanning Electron Microscopy

A number of shock-recovery experiments have been performed on Berea sandstone for different conditions: dry, water-saturated, hydrostatically water-pressurized and Helium gas-pressurized. The authors also conducted experiments with purified quartz sand in dry and water-saturated conditions with a grain size between 212 to 250 {micro}m and 250 to 300 {micro}m to compare with damaged Berea sandstone. The shock stresses in the range between 1.2 to 9.8 GPa were achieved by impacting projectiles accelerated by a single-stage light-gas gun. Different flyer plate thicknesses were used to produce different shock pulse durations. The water-pressurized sandstone targets were hydrostatically pressurized between 7.58-7.79 MPa, whereas the gas-pressure samples were pressurized to 27.5 MPa using helium gas. The microstructural damage of all specimens is being investigated by using scanning electron microscopy (SEM) in order to determine differences for these conditions. In this report they will present the results of the systematic SEM investigations for each experiment. The scientific results and discussions including X-ray computed micro tomography and statistical analysis are presented elsewhere. Overall, they collected around 1600 SEM pictures, which are available in electronic form on Compact Disks (CDs). They also provide the results of the laser particle analysis on the CDs.

Conceptual Software Reliability Prediction Models for Nuclear Power Plant Safety Systems

The objective of this project is to develop a method to predict the potential reliability of software to be used in a digital system instrumentation and control system. The reliability prediction is to make use of existing measures of software reliability such as those described in IEEE Std 982 and 982.2. This prediction must be of sufficient accuracy to provide a value for uncertainty that could be used in a nuclear power plant probabilistic risk assessment (PRA). For the purposes of the project, reliability was defined to be the probability that the digital system will successfully perform its intended safety function (for the distribution of conditions under which it is expected to respond) upon demand with no unintended functions that might affect system safety. The ultimate objective is to use the identified measures to develop a method for predicting the potential quantitative reliability of a digital system. The reliability prediction models proposed in this report are conceptual in nature. That is, possible prediction techniques are proposed and trial models are built, but in order to become a useful tool for predicting reliability, the models must be tested, modified according to the results, and validated. 1999 Annual Cathodic Protection Survey Report for PFP

This cathodic protection (CP) report documents the results of the 1999 annual CP survey of the underground piping within PFP property. An annual survey of CP systems is required by Washington Administrative Code (WAC). A spreadsheet to document the 1999 annual survey polarization data is included in this report. Graphs are included to trend the cathodic voltages and the polarization voltages at each test station on PFP property. The trending spans from 1994 to 1999. Graphs are also included to trend voltage and amperage outputs of each rectifier during the annual surveys. During the annual survey, resistance testing between the underground piping was conducted at each test station. The testing showed that all piping (with test leads into the test stations) was continuous with every pipe represented in the test stations. The resistance data is not documented in this report but can be accessed in work package 22-99-01003. During the annual survey, the wiring configurations of anode junction boxes AJB(R45-1) and AJB(45-1) were documented. The sketches can be accessed from the JCS work record of work package 22-99-01003. Analysis, conclusions, and recommendations of the 1999 annual CP survey results are included in this report.
