The 300 LEF Project consists of two separate facilities operating under one management organization. They are the 310 Facility and the 340 Facility. The AE documents the limits of operations for all 300 LEF Project activities.

Virtually all political organizations are "section 527" political organizations, which means that they are tax-exempt. 527 organizations are created to influence the election or defeat of public officials. This report compares the tax and election laws relating to political organizations and political committees prior to the enactment of P.L. 106-230 in an attempt to highlight the differences between them, and discusses some of the proposals in the 106th Congress to require additional reporting by organizations engaging in political activities. This report does not address the taxation of other tax-exempt organizations making political expenditures taxable under IRC § 527.

AGE AND ORIGIN OF BASE- AND PRECIOUS-METAL VEINS OF THE COEUR D'ALENE MINING DISTRICT, IDAHO

Ore-bearing quartz-carbonate veins of the Coeur d'Alene mining district yield {sup 87}Sr/{sup 86}Sr ratios of 0.74 to >1.60 for low-Rb/Sr, carbonate gangue minerals, similar to current ranges measured in Middle Proterozoic, high-Rb/Sr rocks of the Belt Supergroup. Stable-isotope and fluid-inclusion studies establish a genetic relationship between vein formation and metamorphic-hydrothermal systems of the region. These extraordinary {sup 87}Sr/{sup 86}Sr ratios require accumulation of radiogenic {sup 87}Sr in a high Rb/Sr system over an extended period prior to incorporation of Sr into the veins by hydrothermal processes. Evaluation of the age and composition of potential sources of highly radiogenic Sr indicates that the ore-bearing veins of the Coeur d'Alene district formed within the last 200 Ma from components scavenged from sedimentary and metasedimentary rocks of the Belt Supergroup, the primary host-rocks of the district. These results are consistent with a Cretaceous or Early Tertiary age for these veins. Pb-Zn deposits that yield Pb isotope, K-Ar, and Ar-Ar results indicative of a Proterozoic age probably formed during deposition or diagenesis of the Belt Supergroup at 1350-1500 Ma, possibly as Sullivan-type syngenetic deposits. K-Ar and Rb-Sr apparent ages and {delta}{sup 18}O values of Belt Supergroup rocks decrease southward from the Coeur d'Alene district …

Analysis for Eccentric Multi Canister Overpack (MCO) Drops at the Canister Storage Building (CSB) (CSB-S-0073)

The purpose of this report is to investigate the potential for damage to the multi-canister overpack (MCO) during impact from an eccentric accidental drop onto the standard storage tube, overpack storage tube, service station or sampling/weld station. Damage to the storage tube and sample/weld station is beyond the scope of this report. The results of this analysis are required to show the following: (1) If a breach resulting in unacceptable release of contamination could occur in the MCO. (2) If the dropped MCO could become stuck in the storage tube after the drop. (3) Maximum deceleration of the spent nuclear fuel baskets. The model appropriate for the standard storage tubes with the smaller gap is the basis for the analysis and results reported herein in this SNF-5204, revision 2 report. Revision 1 of this report is based on a model that includes the larger gap appropriate for the overpack tubes.

APD detector electronics for the NSTX Thomson scattering system

An electronics system has been installed and tested for the readout of APD detectors for the NSTX Thomson scattering system. Similar to previous designs, it features preamps with a fast and a slow output. The fast output uses pulse shaping to optimize sensitivity for the 8 nsec scattered light pulse while rejecting noise in the intrinsic plasma background. A low readout noise of {approximately}25 photoelectrons is achieved at an APD gain of 75. The design incorporates a number of features to provide flexibility for various modes of calibration.

Application of advanced reservoir characterization, simulation, and production optimization strategies to maximize recovery in slope and basin clastic reservoirs, West Texas (Delaware Basin), Class III

The objective of this Class 3 project was demonstrate that detailed reservoir characterization of slope and basin clastic reservoirs in sandstone's of the Delaware Mountain Group in the Delaware Basin of West Texas and New Mexico is a cost effective way to recover a higher percentage of the original oil in place through strategic placement of infill wells and geologically based field development. Project objectives are divided into two main phases. The original objectives of the reservoir-characterization phase of the project were (1) to provide a detailed understanding of the architecture and heterogeneity of two representative fields of the Delaware Mountain Group, Geraldine Ford and Ford West, which produce from the Bell Canyon and Cherry Canyon Formations, respectively, (2) to chose a demonstration area in one of the fields, and (3) to simulate a CO{sub 2} flood in the demonstration area.

Argonne National Laboratory institutional plan FY 2001--FY 2006.

This Institutional Plan describes what Argonne management regards as the optimal future development of Laboratory activities. The document outlines the development of both research programs and support operations in the context of the nation's R and D priorities, the missions of the Department of Energy (DOE) and Argonne, and expected resource constraints. The Draft Institutional Plan is the product of many discussions between DOE and Argonne program managers, and it also reflects programmatic priorities developed during Argonne's summer strategic planning process. That process serves additionally to identify new areas of strategic value to DOE and Argonne, to which Laboratory Directed Research and Development funds may be applied. The Draft Plan is provided to the Department before Argonne's On-Site Review. Issuance of the final Institutional Plan in the fall, after further comment and discussion, marks the culmination of the Laboratory's annual planning cycle. Chapter II of this Institutional Plan describes Argonne's missions and roles within the DOE laboratory system, its underlying core competencies in science and technology, and six broad planning objectives whose achievement is considered critical to the future of the Laboratory. Assessment of the Electrical Power Requirements for Continued Safe Storage and Waste Feed Delivery Phase 1

This study evaluated the ability of the electrical distribution system to support safe storage as well as the first phase of the Waste Feed Delivery. Several recommendations are made to improve the electrical system. The ability to assure adequate Waste Feed Delivery (WFD) to the Privatization Contractor's vitrification facility is a key element in the overall Hanford cleanup schedule. An important aspect of this WFD is the availability of sufficient and appropriate electrical power in the single- and double-shell tank farms. The methodology for performing this review and the results are described.

This report provides data on the distribution of assets in taxable estates that filed returns in 1998. The report also offers a brief overview of the estate and gift tax and "The Death Tax Elimination Act of 2000," which was passed in the 106th Congress and vetoed. This report finds that farm and business assets represent a small share of the total value of taxable estate tax returns filed in 1998. Correlation of producing Fruitland Formation coals within the western outcrop and coalbed methane leakage on the Southern Ute Reservation

The Colorado Geological Survey and Southern Ute Indian Tribe proposed to determine the cause of several gas seeps which are occurring on the western outcrop of the coalbed methane producing Fruitland Formation on the Southern Ute Indian Reservation. Correlation between outcrop coals and subsurface coals was necessary to determine seep source in the northern part of the study area. Subsurface studies include structure and net coal isopach maps, stratigraphy was cross-sections, production maps, and a production database. Detailed coal stratigraphy was correlated through production wells near the outcrop region. These maps and cross-sections were correlated to new surface outcrop maps generated by the Colorado, Geological Survey and the Southern Ute Division of Energy Resources. Methane gas seepage has been noted historically within the study area. The total investigation may help determine if gas seepage is natural, a result of coalbed methane development, or some combination of the above.

Crystallization Behavior of M97 Series Silicone Cushions

M97 series siloxanes are poly(dimethyl-diphenyl) siloxanes that are reinforced through a mixture of precipitated and fumed silica fillers which are blended in through the addition of a short chain polydimethylsiloxane processing aid. M97 silicones exhibit crystallization at -80.25 C by thermal (modulated differential scanning calorimetry) and mechanical (dynamic mechanical analysis) techniques. Isothermal dynamic mechanical analysis experiments illustrated that crystallization occurred over a 1.8 hour period in silica-filled systems and 2.8 hours in unfilled systems. The onset of crystallization typically occurred after a 30 minute incubation/nucleation period. {gamma}-radiation caused the crystallization rate to decrease proportionally with dosage, but did not decrease the amount of crystallization that ultimately occurred. Irradiation in vacuum resulted in slower overall crystallization rates compared to air irradiation due to increased crosslinking of the polymer matrix under vacuum. Modulated differential scanning calorimetry contrasted the crystallization and melting behavior of pure PDMS versus the M97 base polymer and helped determine which component of the composite was the origin of the crystallization phenomena.

Defense Acquisition Reform: Status and Current Issues

The end of the Cold War and its impact on defense spending has created a strong need to reform Department of Defense’s (DOD) acquisition system. With procurement spending down, DOD expects to depend on savings from acquisition reform to help finance future force modernization. Policymakers believe that DOD should use more commercial products because, in many instances, they cost less and their quality is comparable to products built according to DOD military specifications. Many such reform proposals are based on recognition that DOD regulatory barriers and a Cold War acquisition “culture” have inhibited the introduction of commercial products.
