The Interplay between Climate Change, Forests, and Disturbances

Climate change affects forests both directly and indirectly through disturbances. Disturbances are a natural and integral part of forest ecosystems, and climate change can alter these natural interactions. When disturbances exceed their natural range of variation, the change in forest structure and function may be extreme. Each disturbance affects forests differently. Some disturbances have tight interactions with the species and forest communities which can be disrupted by climate change. Impacts of disturbances and thus of climate change are seen over a broad spectrum of spatial and temporal scales. Future observations, research, and tool development are needed to further understand the interactions between climate change and forest disturbances.

GAO noted that: (1) the final rule amends the occupant crash protection standard to require that future air bags be designed to create less risk of serious air bag-induced injuries than current air bags, particularly for small women and young children; (2) NHTSA complied with the applicable requirements with one exception; (3) the final rule has an announced effective date of June 12, 2000; (4) the Congressional Review Act requires major rules to have a 60-day delay in their effective date following publication in the Federal Register or receipt of the rule by Congress, whichever is later; and (5) the rule was not published in the Federal Register until May 12, 2000, which means the final rule will not have the required 60-day delay in the effective date."

GAO held that: (1) District of Columbia Appropriations Act, 1990 established that the Secretary of the Treasury is to pay the District of Columbia for water services provided to federal agencies and that federal agencies are required to make payments to the United States Treasury account from appropriated funds; and (2) GAO is unaware of any law that grants the Secretary of the Treasury the power to unilaterally transfer from an agency's appropriation to the Treasury any amount the agency was required to but did not deposit into the account."
