Fluor Hanford (FH) is responsible for providing support to the Department of Energy Richland Operations Office (RL) in the implementation of the Hanford Emergency Preparedness (EP) program. During fiscal year 2000, a number of program improvements were identified from various sources including a major range fire (24 Command Fire). Evaluations of the emergency preparedness program have confirmed that it currently meets all requirements and that performance of personnel involved is good, however the desire to effect continuous improvement resulted in the development of this improvement program plan. This program plan defines the activities that will be performed in order to achieve the desired performance improvements.

600 eV falcon-linac thomson x-ray source

The advent of 3rd generation light sources such as the Advanced Light Source (ALS) at LBL, and the Advanced Photon Source at Argonne, have produced a revolution in x-ray probing of dense matter during the past decade. These machines use electron-synchrotrons in conjunction with undulator stages to produce 100 psec x-ray pulses with photon energies of several kiloelectronvolts (keV). The applications for x-ray probing of matter are numerous and diverse with experiments in medicine and biology, semiconductors and materials science, and plasma and solid state physics. In spite of the success of the 3rd generation light sources there is strong motivation to push the capabilities of x-ray probing into new realms, requiring shorter pulses, higher brightness and harder x-rays. A 4th generation light source, the Linac Coherent Light Source (LCLS), is being considered at the Stanford Linear Accelerator [1]. The LCLS will produce multi-kilovolt x-rays of subpicosecond duration that are 10 orders of magnitude brighter than today's 3rd generation light sources.[1] Although the LCLS will provide unprecedented capability for performing time-resolved x-ray probing of ultrafast phenomena at solid densities, this machine will not be completed for many years. 1999 environmental monitoring report for the Bettis Atomic Power Laboratory, Pittsburgh Site

The 1999 results for the Bettis-Pittsburgh radiological and nonradiological environmental monitoring programs are presented. The results demonstrate that the existing procedures ensured that releases to the environment during 1999 were in accordance with applicable Federal, State, County, and local regulations. Evaluation of the environmental data indicates that current operations at the Site continue to have no adverse effect on human health and the quality of the environment. A conservative assessment of radiation exposure to the general public as a result of Site operations demonstrates that the dose received by any member of the public was well below the most restrictive dose limits established by the Environmental Protection Agency, the Nuclear Regulatory Commission, and the US Department of Energy. A risk assessment of potentially exposed populations to chemical residues in the environment at the Site demonstrates that these residues do not pose any significant risk to human health or the environment.

Academic Dishonesty: Attitudes and Behaviors of Fundamentalist Christian College Students

This study was designed to examine: (1) the extent to which cheating occurs in fundamentalist Christian colleges; (2) the attitudes of fundamentalist Christian college students toward cheating; (3) attitudes of fundamentalist Christian college students toward cheating among their peers; (4) the kinds of cheating practices of fundamentalist Christian college students; (5) the degree to which students engage in neutralizing behavior to justify cheating; (6) differences in cheating behaviors according to gender; (7) differences in cheating behaviors according to ethnicity; and (8) differences in cheating behaviors according to the length of duration of Christian commitment. Based upon the responses of 337 students attending 3 different Christian colleges, it was concluded that: (1) most Christian fundamentalist students do not engage in cheating; (2) respondents believe that each of 17 self-reported cheating behaviors are serious forms of cheating; (3) respondents are unlikely to report cheating among peers; (4) plagiarism is the most common cheating behavior; (5) most respondents justify cheating on the basis of the workload at school and the pressure to obtain good grades; (6) there are no differences in cheating behavior according to gender; (7) there are differences in cheating behavior according to groups; and (8) most respondents do not cheat …

Acid-Base Behavior in Hydrothermal Processing of Wastes - Final Report

A major obstacle to development of hydrothermal oxidation technology has been a lack of scientific knowledge of chemistry in hydrothermal solution above 350 C, particularly acid-base behavior, and transport phenomena, which is needed to understand corrosion, metal-ion complexation, and salt precipitation and recovery. Our objective has been to provide this knowledge with in situ UV-visible spectroscopic measurements and fully molecular computer simulation. Our recent development of relatively stable organic UV-visible pH indicators for supercritical water oxidation offers the opportunity to characterize buffers and to monitor acid-base titrations. These results have important implications for understanding reaction pathways and yields for decomposition of wastes in supercritical water.

Adaptive signed distance transform for curves with guaranteed error bounds

We present an adaptive signed distance transform algorithm for curves in the plane. The algorithm provides guaranteed error bounds with a selective refinement approach. The domain over which the signed distance function is desired is adaptive triangulated and piecewise discontinuous linear approximations are constructed within each triangle. The resulting transform performs work only were requested and does not rely on a preset sampling rate or other constraints.

This document is an addendum to the Corrective Action Decision Document (CADD) that has been prepared for Corrective Action Unit (CAU) 254, Area 25 Reactor Maintenance, Assembly, and Disassembly (R-MAD) Decontamination Facility. CAU 254 consists of Corrective Action Site (CAS) 25-23-06, Decontamination Facility. The purpose of this addendum is to provide a rationale for the recommendation of a revised preferred alternative corrective action for CAU 254. This preferred alternative corrective action, Alternative 3, consists of the removal of accessible soil/sediment and all building material above ground level from the CAU 254 Site. This alternative is being recommended because a cost-effective technology is now available to dismantle the contaminated building and ensure complete removal of all CAU 254 CADD-identified contaminants of concern and any associated contamination. This preferred closure method alternative reduces the potential for future exposure pathways. Procedures will be developed, presented in the Corrective Action Plan, and implemented to ensure worker health and safety, protection of human health and the environment, and to meet all unrestricted release requirements in accordance with applicable state and federal regulations.

Among them is modern medicine's ability to extend some people's lives beyond the point where they are capable of making decisions or expressing their needs and desires, resulting in the very complex problem of knowing when to allow a person to die. In part, advance directives were created to solve this problem. Texas has been busy developing changes to existing state laws in an effort to create more "user-friendly" directives. This paper explores the history of advance directives, and discusses the details and nuances of the Texas Advance Directives Act of 1999.

ADVANCED HYBRID PARTICULATE COLLECTOR (open access)

ADVANCED HYBRID PARTICULATE COLLECTOR

A new concept in particulate control, called an advanced hybrid particulate collector (AHPC), is being developed under funding from the US Department of Energy. The AHPC combines the best features of electrostatic precipitators (ESPs) and baghouses in an entirely novel manner. The AHPC concept combines fabric filtration and electrostatic precipitation in the same housing, providing major synergism between the two methods, both in the particulate collection step and in transfer of dust to the hopper. The AHPC provides ultrahigh collection efficiency, overcoming the problem of excessive fine-particle emissions with conventional ESPs, and solves the problem of reentrainment and recollection of dust in conventional baghouses. Phase I of the development effort consisted of design, construction, and testing of a 5.7-m{sup 3}/min (200-acfm) working AHPC model. Results from both 8-hour parametric tests and 100-hour proof-of-concept tests with two different coals demonstrated excellent operability and greater than 99.99% fine-particle collection efficiency.

Advanced Production Planning Models

>This report describes the innovative modeling approach developed as a result of a 3-year Laboratory Directed Research and Development project. The overall goal of this project was to provide an effective suite of solvers for advanced production planning at facilities in the nuclear weapons complex (NWC). We focused our development activities on problems related to operations at the DOE's Pantex Plant. These types of scheduling problems appear in many contexts other than Pantex--both within the NWC (e.g., Neutron Generators) and in other commercial manufacturing settings. We successfully developed an innovative and effective solution strategy for these types of problems. We have tested this approach on actual data from Pantex, and from Org. 14000 (Neutron Generator production). This report focuses on the mathematical representation of the modeling approach and presents three representative studies using Pantex data. Results associated with the Neutron Generator facility will be published in a subsequent SAND report. The approach to task-based scheduling described here represents a significant addition to the literature for large-scale, realistic scheduling problems in a variety of production settings.

Advanced Sensing and Control Techniques to Facilitate Semi-Autonomous Decommissioning of Hazardous Sites - Final Report

This report summarizes work after 4 years of a 3-year project (no-cost extension of the above-referenced project for a period of 12 months granted). The fourth generation of a vision sensing head for geometric and photometric scene sensing has been built and tested. Estimation algorithms for automatic sensor calibration updating under robot motion have been developed and tested. We have modified the geometry extraction component of the rendering pipeline. Laser scanning now produces highly accurate points on segmented curves. These point-curves are input to a NURBS (non-uniform rational B-spline) skinning procedure to produce interpolating surface segments. The NURBS formulation includes quadrics as a sub-class, thus this formulation allows much greater flexibility without the attendant instability of generating an entire quadric surface. We have also implemented correction for diffuse lighting and specular effects. The QRobot joint level control was extended to a complete semi-autonomous robot control system for D and D operations. The imaging and VR subsystems have been integrated and tested.

ADVANCED WAVE-EQUATION MIGRATION

Wave-equation migration methods can more accurately account for complex wave phenomena than ray-tracing-based Kirchhoff methods that are based on the high-frequency asymptotic approximation of waves. With steadily increasing speed of massively parallel computers, wave-equation migration methods are becoming more and more feasible and attractive for imaging complex 3D structures. We present an overview of several efficient and accurate wave-equation-based migration methods that we have recently developed. The methods are implemented in the frequency-space and frequency-wavenumber domains and hence they are called dual-domain methods. In the methods, we make use of different approximate solutions of the scalar-wave equation in heterogeneous media to recursively downward continue wavefields. The approximations used within each extrapolation interval include the Born, quasi-Born, and Rytov approximations. In one of our dual-domain methods, we use an optimized expansion of the square-root operator in the one-way wave equation to minimize the phase error for a given model. This leads to a globally optimized Fourier finite-difference method that is a hybrid split-step Fourier and finite-difference scheme. Migration examples demonstrate that our dual-domain migration methods provide more accurate images than those obtained using the split-step Fourier scheme. Aerodynamic levitation : an approach to microgravity.

Measurements of the thermophysical and structural properties of liquid materials at high temperature have undergone considerable development in the past few years. Following improvements in electromagnetic levitation, aerodynamic levitation associated with laser heating has shown promise for assessing properties of different molten materials (metals, oxides, and semiconductors), preserving sample purity over a wide range of temperatures and under different gas environments. The density, surface tension and viscosity are measured with a high-speed video camera and an image analysis system. Results on nickel and alumina show that small droplets can be considered in the first approximation to be under microgravity conditions. Using a non-invasive contactless technique recently developed to measure electrical conductivity, results have been extended to variety of materials ranging from liquid metals and liquid semiconductors to ionically conducting materials. The advantage of this technique is the feasibility of monitoring changes in transport occurring during phase transitions and in deeply undercooled states.
