20th International Congress of Theoretical and Applied Mechanics, ICTAM2000

The 20th International Congress of Theoretical and Applied Mechanics, ICTAM2000, was held in Chicago, IL, from August 27 - September 2, 2000. It was 32 years since the last of these congresses had been held in USA. A record number of researchers in the mechanical engineering sciences attended and presented their work. The Congress provided an opportunity for the US mechanics community to act as international hosts. Several universities, professional societies, private foundations and individuals, and Federal agencies provided financial support for the Congress.

Acceptance for Beneficial Use for the 100K Service Water Pumps Auto Start Modifications Project 1K-97-3466M (open access)

Acceptance for Beneficial Use for the 100K Service Water Pumps Auto Start Modifications Project 1K-97-3466M

This Acceptance for Beneficial Use checklist covers the modifications to the K Basins service water pumps that added an auto-start function for reliability of the fire suppression system. The following information is to document the Acceptance for Beneficial Use (ABU) with a checklist and supporting information. The service water pumps have been modified so that on low system pressure after a time delay, the standby pump will automatically start. This ABU checklist matrix indicates the organizations that are responsible for the preparation of --or for the provision of input to--the identified documentation required by K Basins Operations. Looking at the items in the matrix, it can be seen that the subproject does not bear the sole responsibility for the generation of all these items. Rather, many items are outside of the subproject's scope such that other Spent Nuclear Fuel (SNF) organizations are needed to prepare or perform them (e.g., Training, Procedures, Facility Engineering, Startup, etc.). This supporting document, by virtue of all signatures approving it on the Engineering Data Transmittal, documents an agreement among the various represented disciplines and organizations within the SNF Project as to what is required in terms of documentation to transfer custody to Operations.

Acceptance test plan for fourth generation Hanford corrosion monitoring system (open access)

Acceptance test plan for fourth generation Hanford corrosion monitoring system

This Acceptance Test Plan (ATP) will document the satisfactory operation of the corrosion probe cabinets destined for installation on tanks 241-AN-102 and 241-AN-107. This ATP will be performed by the manufacturer on each cabinet prior to delivery to the site. The objective of this procedure is to demonstrate and document the acceptance of the corrosion monitoring cabinets to be installed on tanks 241-AN-102 and 241-AN-107. One cabinet will be installed on each tank. Each cabinet will contain corrosion monitoring hardware to be connected to existing corrosion probes already installed in each tank. The test will consist of a continuity test of the cabinet wiring from the end of cable to be connected to corrosion probe, through the appropriate intrinsic safety barriers and out to the 15 pin D-shell connectors to be connected to the corrosion monitoring instrument. Additional testing will be performed using a constant current and voltage source provided by the corrosion monitoring hardware manufacturer to verify proper operation of corrosion monitoring instrumentation (input a known signal and see if the instrumentation records the proper value).

Adaptive Optics Survey for Companions to stars with Extra-Solar Planets (open access)

Adaptive Optics Survey for Companions to stars with Extra-Solar Planets

We have undertaken an adaptive optics imaging survey of extrasolar planetary systems and stars showing interesting radial velocity trends from high precision radial velocity searches. Adaptive Optics increases the resolution and dynamic range of an image, substantially improving the detectability of faint close companions. This survey is sensitive to objects less luminous than the bottom of the main sequence at separations as close as 1 inch. We have detected stellar companions to the planet bearing stars HD 114762 and Tau Boo. We have also detected a companion to the non-planet bearing star 16 Cyg A.

Agricultural Trade Issues in the 106th Congress (open access)

Agricultural Trade Issues in the 106th Congress

Agricultural interests have been following trade policy developments against a backdrop of weak foreign demand and large world supplies of agricultural products. The U.S. Department of Agriculture reports that the value of U.S. agricultural exports fell between FY1996 (a record year) and FY1999 by almost $11 billion. USDA forecasts agricultural exports at $50.5 billion in FY2000 and $51.5 billion in FY2001. However, the projected agricultural trade surpluses for those years, of $11.5 billion and $12 billion, would be less than half the FY1996 surplus of $27.2 billion. Many agricultural groups and their supporters in Congress believe that the sector's future prosperity depends upon such U.S. trade policies as: 1) encouraging China's entry into the World Trade Organization (WTO), with its binding rules and responsibilities; 2) exempting agriculture from U.S. unilateral economic sanctions; 3) fully using export and food aid programs; and 4) aggressively battling foreign-imposed barriers to the movement of U.S. farm products. A few U.S. farm groups are wary of such approaches.

Algorithm for Rapid Tomography of Gas Concentrations (open access)

Algorithm for Rapid Tomography of Gas Concentrations

We present a new computed tomography method, the low third derivative (LTD) method, that is particularly suited for reconstructing the spatial distribution of gas concentrations from path-integral data for a small number of optical paths. The method finds a spatial distribution of gas concentrations that (1) has path integrals that agree with measured path integrals, and (2) has a low third spatial derivative in each direction, at every point. The trade-off between (1) and (2) is controlled by an adjustable parameter, which can be set based on analysis of the path-integral data. The method produces a set of linear equations, which can be solved with a single matrix multiplication if the constraint that all concentrations must be positive is ignored; the method is therefore extremely rapid. Analysis of experimental data from thousands of concentration distributions shows that the method works nearly as well as Smooth Basis Function Minimization (the best method previously available), yet is 100 times faster.

Alternative fuel news: Official publication of the clean cities network and the alternative fuels data center, Vol. 4, No. 1

This issue of Alternative Fuel News contains information on the upcoming Clean Cities Conference to be held May 7--10, 2000 in San Diego, California. Highlighted in this issue is the success of the Clean Cities Program in creating clean corridors that permit fleets that serve multiple cities to purchase AFVs with confidence, knowing that fueling convenience and supply will not be a problem. Also look for articles on electric vehicles, transit buses; state and fuel provider enforcement; the Salt Lake and Greater Long Island Clean Cities coalitions, HEVs and fuel cells are a big hit at auto shows; DOE awards alternative fuel grants to 33 National Parks; and the Energy Policy Act (EPAct) Section 506 report.

Alternative TRUEX-Based Pretreatment Processing of INEEL Sodium Bearing Waste (open access)

Alternative TRUEX-Based Pretreatment Processing of INEEL Sodium Bearing Waste

The goals of this study were to demonstrate a selective complexant for separating mercury from the transuranic (TRU) elements in the transuranic extraction (TRUEX) process and to demonstrate alternative stripping methods to eliminate phosphorus-containing, actinide stripping agents during TRUEX processing. The work described in this report provides the basis for implementing an improved TRUEX-based flowsheet for processing INEEL sodium-bearing waste using only minor modifications to the current Idaho National Engineering and Environmental Laboratory (INEEL) flowsheet design.
