An annual review of the 200 West and 200 East Area Performance Assessment (PA) analyses for fiscal year 1998 was completed. Burial ground disposal operations were found to be compliant with performance objectives in DOE Order 5820.2A. Other newly generated information and analyses relevant to PA assumptions and results were summarized. This report was initially submitted to the Department of Energy-Richland Office (DOE-RL) as a letter report in October, 1998.

1997 Gordon Research Conference on Plant Cell Walls. Final progress report

The Gordon Research Conference (GRC) on Plant Cell Walls was held at Tilton School, Tilton, New Hampshire, July 18-22, 1997. The conference was well attended with 106 participants. The attendees represented the spectrum of endeavor in this field coming from academia, industry, and government laboratories, both US and foreign scientists, senior researchers, young investigators, and students. In designing the formal speakers program, emphasis was placed on current unpublished research and discussion of the future target areas in this field. There was a conscious effort to stimulate lively discussion about the key issues in the field today. Time for formal presentations was limited in the interest of group discussions. In order that more scientists could communicate their most recent results, poster presentation time was scheduled. In addition to these formal interactions, free time was scheduled to allow informal discussions. Such discussions are fostering new collaborations and joint efforts in the field.

Sandia National Laboratories/New Mexico (SNL/NM) is operated in support of the US Department of Energy (DOE) mission to provide weapon component technology and hardware for national security needs. SNL/NM also conducts fundamental research and development to advance technology in energy research, computer science, waste management, microelectronics, materials science, and transportation safety for hazardous and nuclear components. In support of SNL's mission, the Environment, Safety and Health (ES&H) Center and the Environmental Restoration (ER) Project at SNL/NM have established extensive environmental programs to assist SNL's line organizations in meeting all applicable local, State, and Federal environmental regulations and DOE requirements. This annual report for calendar year 1998 (CY98) summarizes the compliance status of environmental regulations applicable to SNL site operations. Environmental program activities include terrestrial surveillance; ambient air and meteorological monitoring hazardous, radioactive, and solid waste management; pollution prevention and waste minimization; environmental remediation; oil and chemical spill prevention; and National Environmental Policy Act (NEPA) activities. 1998 Annual Site Environmental Report Tonopah Test Range, Nevada

Sandia National Laboratories (SNL) operates the Tonopah Test Range (TTR) for the Department of Energy (DOE) Weapons Ordnance Program. This annual report (calendar year 1998) summarizes the compliance status to environmental regulations applicable at the site including those statutes that govern air and water quality, waste management cleanup of contaminated areas, control of toxic substances, and adherence to requirements as related to the National Environmental Policy Act (NEPA). In compliance with DOE orders, SNL also conducts environmental surveillance for radiological and nonradiological contaminants. SNL's responsibility for environmental surveillance at TTR extends only to those areas where SNL activities are carried out. Annual radiological and nonradiological routine releases and unplanned releases (occurrences) are also summarized. This report has been prepared in accordance with DOE Order 5400.1, General Environmental Protection Program (DOE 1990a).

1998 Chemical Technology Division Annual Technical Report.

The Chemical Technology (CMT) Division is a diverse technical organization with principal emphases in environmental management and development of advanced energy sources. The Division conducts research and development in three general areas: (1) development of advanced power sources for stationary and transportation applications and for consumer electronics, (2) management of high-level and low-level nuclear wastes and hazardous wastes, and (3) electrometallurgical treatment of spent nuclear fuel. The Division also performs basic research in catalytic chemistry involving molecular energy resources, mechanisms of ion transport in lithium battery electrolytes, and the chemistry of technology-relevant materials. In addition, the Division operates the Analytical Chemistry Laboratory, which conducts research in analytical chemistry and provides analytical services for programs at Argonne National Laboratory (ANL) and other organizations. Technical highlights of the Division's activities during 1998 are presented.

Shallow groundwater beneath the TNX Area at the Savannah River Site has been contaminated with chlorinated volatile organic compounds such as trichloroethylene and carbon tetrachloride. The Interim Action T-1 Air Stripper System began operation on September 16, 1996. A comprehensive groundwater monitoring program was initiated to measure the effectiveness of the system. The Interim Action is meeting its objectives and is capable of continuing to do so until the final groundwater remedial action is in place.

1998 Environmental Monitoring Program Report for the Idaho National Engineering and Environmental Laboratory

This report describes the calendar year 1998 compliance monitoring and environmental surveillance activities of the Lockheed Martin Idaho Technologies Company Environmental Monitoring Program performed at the Idaho National Engineering and Environmental Laboratory. This report includes results of sampling performed by the Drinking Water, Effluent, Storm Water, Groundwater Monitoring, and Environmental Surveillance Programs. This report compares the 1998 results to program-specific regulatory guidelines and past data to evaluate trends. The primary purposes of the monitoring and surveillance activities are to evaluate environmental conditions, to provide and interpret data, to verify compliance with applicable regulations or standards, and to ensure protection of public health and the environment. Surveillance of environmental media did not identify any previously unknown environmental problems or trends, which would indicate a loss of control or unplanned releases from facility operations. The INEEL complied with permits and applicable regulations, with the exception of nitrogen samples in a disposal pond effluent stream and iron and total coliform bacteria in groundwater downgradient from one disposal pond. Data collected by the Environmental Monitoring Program demonstrate that the public health and environment were protected.

1998 INEEL National Emission Standard for Hazardous Air Pollutants - Radionuclides

Under Section 61.94 of Title 40, Code of Federal Regulations (CFR), Part 61, Subpart H, ''National Emission Standards for Emission of Radionuclides Other Than Radon From Department of Energy Facilities,'' each Department of Energy (DOE) facility must submit an annual report documenting compliance. This report addresses the Section 61.94 reporting requirements for operations at the Idaho National Engineering and Environmental Laboratory (INEEL) for calendar year (CY) 1998. The Idaho Operations Office of the DOE is the primary contract concerning compliance with the National Emission Standards for Hazardous Air Pollutants (NESHAPs) at the INEEL. For CY 1998, airborne radionuclide emissions from the INEEL operations were calculated to result in a maximum individual dose to a member of the public of 7.92E-03 mrem (7.92E-08 Sievert). This effective dose equivalent (EDE) is well below the 40 CFR 61, Subpart H, regulatory standard of 10 mrem per year (1.0E-04 Sievert per year).

The Hanford Site covers approximately 1,450 square kilometers (560 square miles) of land that is owned by the U.S, Government and managed by the U.S. Department of Energy, Richland Operations Office (DOE-RL). The Hanford Site is located northwest of the city of Richland, Washington. The city of Richland adjoins the southeastern portion of the Hanford Site boundary and is the nearest population center. Activities on the Hanford Site are centralized in numerically designated areas. The 100 Areas, located along the Columbia River, contain deactivated reactors. The processing units are in the 200 Areas, which are on a plateau approximately 11 kilometers (7 miles) from the Columbia River. The 300 Area, located adjacent to and north of Richland, contains research and development laboratories. The 400 Area, 8 kilometers (5 miles) northwest of the 300 Area, contains the Fast Flux Test Facility previously used for testing liquid metal reactor systems. Adjacent to the north of Richland, the 1100 Area contains offices associated with administration, maintenance, transportation, and materials procurement and distribution. The 600 Area covers all locations not specifically given an area designation. 1998 Toxic Chemical Release Inventory Report for the Emergency Planning and Community Right-to-Know Act of 1986, Title III

The Emergency Planning and Community Right-to-Know Act (EPCRA) of 1986 [also known as the Superfund Amendment and Reauthorization Act (SARA), Title III], as modified by Executive Order 12856, requires that all federal facilities evaluate the need to submit an annual Toxic Chemical Release Inventory report as prescribed in Title III, Section 313 of this Act. This annual report is due every July for the preceding calendar year. Owners and operators who manufacture, process, or otherwise use certain toxic chemicals above listed threshold quantities are required to report their toxic chemical releases to all environmental mediums (air, water, soil, etc.). At Los Alamos National Laboratory (LANL), no EPCRA Section 313 chemicals were used in 1998 above the reportable threshold limits of 10,000 lb or 25,000 lb. Therefore LANL was not required to submit any Toxic Chemical Release Inventory reports (Form Rs) for 1998. This document was prepared to provide a detailed description of the evaluation on chemical usage and EPCRA Section 313 threshold determinations for LANL for 1998.

This report highlights progress achieved during FY 1999 under the Light-duty Fuels Utilization R and D Program. The program is comprised of two elements: the Advanced Petroleum-Based APB Fuels Program which focused on developing and testing advanced fuels for use with compression-ignition direct-injection (CIDI) engines and fuel cells and the Alternative Fuels Program which focused on Natural gas and natural gas derived fuels. The report contains 17 summaries of industry and National Laboratory projects. Fuel efficient vehicles with very low emissions are essential to meet the challenges of climate change, energy security, and improved air quality. The authors anticipate cooperative efforts with the auto and energy industries to develop new and innovative technologies that will be used to make advanced transportation vehicles that are fuel efficient, clean, and safe.
