We report on progress in the preparation of the 2 MV Injector at LBNL as the front-end of Elise, and as a multi-purpose experimental facility for Heavy Ion Fusion beam dynamics studies. Recent advances on the performance and understanding of the injector are described, and some of the on-going experimental activities are summarized.

The 8.4 MW Modulator/Regulator Power Systems for the Electron Cyclotron Heating Facility Upgrade at DIII-D

Over the next three years the DIII-D National Fusion Facility at General Atomics will upgrade its electron cyclotron heating (ECH) capability from the present 3 MW at 110 GHz to 10 MW of injected microwave power. There will be ten gyrotron tubes supplied by five 8.4 MW modulator/regulator (M/R) power systems. The project has gained considerable leverage from the acquisition of surplus hardware from the MFTF program that was conducted at LLNL in the early 1980s. One of these systems had been refurbished and converted for use as an ECH power supply earlier. The experience gained and the lessons learned from operating that system have proved valuable in guiding the engineering of the new systems. This paper provides an overview of the power system design and a report on the present status of the project.

The 110 GHz Gyrotron System on DIII-D: Gyrotron Tests and Physics Results

The DIII-D tokamak has installed a system with three gyrotrons at the 1 MW level operating at 110 GHz. Physics experiments on electron cyclotron current drive, heating, and transport have been performed. Good efficiency has been achieved both for on-axis and off-axis current drive with relevance for control of the current density profile leading to advanced regimes of tokamak operation, although there is a difference between off-axis ECCD efficiency inside and outside the magnetic axis. Heating efficiency is excellent and electron temperatures up to 10 keV have been achieved. The gyrotron system is versatile, with poloidal scan and control of the polarization of the injected rf beam. Phase correcting mirrors form a Gaussian beam and focus it into the waveguide. Both perpendicular and oblique launch into the tokamak have been used. Three different gyrotron designs are installed and therefore unique problems specific to each have been encountered, including parasitic oscillations, mode hops during modulation and polarization control problems. Two of the gyrotrons suffered damage during operations, one due to filament failure and one due to a vacuum leak. The repairs and subsequent testing will be described. The new system will be referred to as the 105KE ARMS, 105KE Area Radiation Monitoring System. This ATP will ensure calibration integrity of the 105KE radiation detector loops. Also, this ATP will test and document the display, printing, alarm output, alarm acknowledgement, upscale check, and security functions. This ATP test is to be performed after completion of the 105KE ARMS installation. The alarm outputs of the 105KE ARMS will be connected to the basin detector alarms, basin annunciator system, and security Alarm Monitoring System, AMS, located in the 200 area Central Alarm Station (CAS).

12th Annual ALS Users' Association Meeting

Science took the front seat as 219 Advanced Light Source (ALS) users and staff gathered on Monday and Tuesday, October 18 and 19 for the twelfth annual users' meeting. The bulk of the meeting was dedicated to reports on science at the ALS. Packed into two busy days were 31 invited oral presentations and 80 submitted poster presentations, as well as time to visit 24 vendor booths. The oral sessions were dedicated to environmental science, chemical dynamics, biosciences, magnetic materials, and atomic and molecular science. In addition, there was an ALS highlights session that emphasized new results and a session comprising highlights from the young scientists who will carry the ALS into the future.

1999 Pacific Northwest Loads and Resources Study.

The Pacific Northwest Loads and Resources Study (White Book) is published annually by BPA and establishes the planning basis for supplying electricity to customers. It serves a dual purpose. First, the White Book presents projections of regional and Federal system load and resource capabilities, along with relevant definitions and explanations. Second, the White Book serves as a benchmark for annual BPA determinations made pursuant to its regional power sales contracts. Specifically, BPA uses the information in the White Book for determining the notice required when customers request to increase or decrease the amount of power purchased from BPA. The White Book will not be used in calculations for the 2002 regional power sales contract subscription process. The White Book compiles information obtained from several formalized resource planning reports and data submittals, including those from the Northwest Power Planning Council (Council) and the Pacific Northwest Utilities Conference Committee (PNUCC). The White Book is not an operational planning guide, nor is it used for determining BPA revenues. Operation of the Federal Columbia River Power System (FCRPS) is based on a set of criteria different from that used for resource planning decisions. 2nd Generation PFBC Systems R&D Phase 2 AND Phase 3

No work was performed; the two remaining Multi Annular Swirl Burner test campaigns are on hold pending selection of a new test facility (replacement for the shut down UTSI burner test facility) and identification of associated testing costs. The Second-Generation PFB Combustion Plant conceptual design prepared in 1987 is being updated to reflect the benefit of pilot plant test data and the latest advances in gas turbine technology. The updated plant is being designed to operate with 95 percent sulfur capture and a single Siemens Westinghouse (SW) 501G gas turbine. Using carbonizer and gas turbine data generated by Foster Wheeler (FW) and SW respectively, Parsons Energy and Chemicals Group prepared preliminary plant heat and materials based on carbonizer operating temperatures of 1700 and 1800 F and found the former to yield the higher plant efficiency. As a result, 1700EF has been selected as the preferred operating condition for the carbonizer. The previous first cut plant heat and material balance was refined and it predicts a 47.7% plant efficiency (HHV) with a net power output of 421 MWe. Achieving high sustained performance in an unstructured mesh CFD application

This paper highlights a three-year project by an interdisciplinary team on a legacy F77 computational fluid dynamics code, with the aim of demonstrating that implicit unstructured grid simulations can execute at rates not far from those of explicit structured grid codes, provided attention is paid to data motion complexity and the reuse of data positioned at the levels of the memory hierarchy closest to the processor, in addition to traditional operation count complexity. The demonstration code is from NASA and the enabling parallel hardware and (freely available) software toolkit are from DOE, but the resulting methodology should be broadly applicable, and the hardware limitations exposed should allow programmers and vendors of parallel platforms to focus with greater encouragement on sparse codes with indirect addressing. This snapshot of ongoing work shows a performance of 15 microseconds per degree of freedom to steady-state convergence of Euler flow on a mesh with 2.8 million vertices using 3072 dual-processor nodes of ASCI Red, corresponding to a sustained floating-point rate of 0.227 Tflop/s.

Activity plan for activity E-20-81: development and experimental validation of crevice corrosion models

Alloy 22 [UNS N06022] is now being considered for construction of high level waste containers to be emplaced at the potential repository at Yucca Mountain or elsewhere. In essence, this alloy is 21% Cr, 13% Mo, 4% Fe, 3% W, 2% Co, with the balance being Ni. Variants without tungsten are also being considered. Detailed mechanistic models are being developed to account for the corrosion of Alloy 22 surfaces in crevices that will inevitably form. Such occluded areas experience substantial decreases in pH, with corresponding elevations in chloride concentration. Other relevant materials will also be investigated: nickel-based alloys such as Alloys 825, 625, C-4, C-276 and 59; titanium-based alloys such as Grades 12, 7 and 16, carbon steels such as A516 Grade 55; stainless steels such as 304, 304L, 316, 316L and 316NG; various copper-based alloys; and any materials that would serve as crevice formers (rock, thermally-sprayed ceramics, etc.). Experimental work has been undertaken to validate the crevice corrosion model, including parallel studies with 304 stainless steel. The crevice corrosion model is described in detail in scientific notebooks of the Principal Investigator, as well as other publications. Adaptable Multivariate Calibration Models for Spectral Applications

Multivariate calibration techniques have been used in a wide variety of spectroscopic situations. In many of these situations spectral variation can be partitioned into meaningful classes. For example, suppose that multiple spectra are obtained from each of a number of different objects wherein the level of the analyte of interest varies within each object over time. In such situations the total spectral variation observed across all measurements has two distinct general sources of variation: intra-object and inter-object. One might want to develop a global multivariate calibration model that predicts the analyte of interest accurately both within and across objects, including new objects not involved in developing the calibration model. However, this goal might be hard to realize if the inter-object spectral variation is complex and difficult to model. If the intra-object spectral variation is consistent across objects, an effective alternative approach might be to develop a generic intra-object model that can be adapted to each object separately. This paper contains recommendations for experimental protocols and data analysis in such situations. The approach is illustrated with an example involving the noninvasive measurement of glucose using near-infrared reflectance spectroscopy. Extensions to calibration maintenance and calibration transfer are discussed.

Addendum 1 to CSER 78-001 PWR Core 2 Blanket Fuel Storage Cell 4 221T building

Irradiated pressurized water reactor (PWR) Core 2 (PWR-2) blanket fuel assemblies from the Shippingport PWR have been stored in the 221-T canyon water pool for twenty years. The fuel is in the form of small wafers of UO{sub 2}, which were initially natural enriched uranium (0.72% {sup 235}U). The uranium oxide wafers have a pyrolytic carbon coating, which prevents the fuel from reacting with a zircaloy-4 grid which provides structural strength and holds the wafers in place to form fuel plates. Thirty fuel plates comprise a sub-assembly which are held together by zircaloy-4 end plates. Two identical oxide fuel plate sub-assemblies are welded together to form a square structure with two zircaloy-4 extensions welded to the ends. Seventy-two PWR-2 assemblies are stored in the 221-T canyon water pool. Eight of these assemblies were irradiated in the center of the reactor core to an average burnup of 24,538 Mwd/MTU. The remaining assemblies had a burnup of 16,200 Mwd/MTU. These assemblies were placed in the canyon in 1978 and 1979 (WHC 1996). The original Criticality Safety Analysis Report (CSAR) (WHC 1990) analyzed the criticality safety of their storage and concluded that they were safe from a criticality standpoint. Adhesion/Diffusion Barrier Layers for Copper Integration: Carbon-Silicon Polymer Films and Tantalum Substrates

The Semiconductor Industry Association (SIA) has identified the integration of copper (Cu) with low-dielectric-constant (low-k) materials as a critical goal for future interconnect architectures. A fundamental understanding of the chemical interaction of Cu with various substrates, including diffusion barriers and adhesion promoters, is essential to achieve this goal. The objective of this research is to develop novel organic polymers as Cu/low-k interfacial layers and to investigate popular barrier candidates, such as clean and modified tantalum (Ta) substrates. Carbon-silicon (C-Si) polymeric films have been formed by electron beam bombardment or ultraviolet (UV) radiation of molecularly adsorbed vinyl silane precursors on metal substrates under ultra-high vacuum (UHV) conditions. Temperature programmed desorption (TPD) studies show that polymerization is via the vinyl groups, while Auger electron spectroscopy (AES) results show that the polymerized films have compositions similar to the precursors. Films derived from vinyltrimethyl silane (VTMS) are adherent and stable on Ta substrates until 1100 K. Diffusion of deposited Cu overlayers is not observed below 800 K, with dewetting occurred only above 400 K. Hexafluorobenzene moieties can also be incorporated into the growing film with good thermal stability. An aerial radiological survey of the Nevada Test Site

A team from the Remote Sensing Laboratory conducted an aerial radiological survey of the US Department of Energy's Nevada Test Site including three neighboring areas during August and September 1994. The survey team measured the terrestrial gamma radiation at the Nevada Test Site to determine the levels of natural and man-made radiation. This survey included the areas covered by previous surveys conducted from 1962 through 1993. The results of the aerial survey showed a terrestrial background exposure rate that varied from less than 6 microroentgens per hour (mR/h) to 50 mR/h plus a cosmic-ray contribution that varied from 4.5 mR/h at an elevation of 900 meters (3,000 feet) to 8.5 mR/h at 2,400 meters (8,000 feet). In addition to the principal gamma-emitting, naturally occurring isotopes (potassium-40, thallium-208, bismuth-214, and actinium-228), the man-made radioactive isotopes found in this survey were cobalt-60, cesium-137, europium-152, protactinium-234m an indicator of depleted uranium, and americium-241, which are due to human actions in the survey area. Individual, site-wide plots of gross terrestrial exposure rate, man-made exposure rate, and americium-241 activity (approximating the distribution of all transuranic material) are presented. Afghanistan: Connections to Islamic Movements In Central and South Asia and Southern Russia

After several years of relative peace in Central Asia and southern Russia, Islamic extremist movements have become more active in Russia and in Central and South Asia, threatening stability in the region. Although numerous factors might account for the upsurge in activity, several of these movements appear to have connections to the Islamic fundamentalist Taliban regime in Afghanistan. These linkages raise questions about whether the United States, as part of a broader effort to promote peace and stability in the region, should continue to engage the Taliban regime, or strongly confront it. This report will be updated as events warrant.
