3-D Measurement of Deformation Microstructure of Al(0.2%)Mg Using Submicron Resolution White X-Ray Microbeams

We have used submicron-resolution white x-ray microbeams on the MHATT-CAT beamline 7-ID at the Advanced Photon Source to develop techniques for three-dimensional investigation of the deformation microstructure in a 20% plane strain compressed Al(0.2%)Mg tri-crystal. Kirkpatrick-Baez mirrors were used to focus white radiation from an undulator to a 0.7 x 0.7 {micro}m{sup 2} beam that was scanned over bi- and tri-crystal regions near the triple-junction of the tri-crystal. Depth resolution along the x-ray microbeam of less than 5 microns was achieved by triangulation to the diffractibn source point using images taken at a series of CCD distances from the microbeam. Computer indexing of the deformation cell structure in the bi-crystal region provided orientations of individual subgrains to {approximately}0.01 degrees, making possible detailed measurements of the rotation axes between individual cells.

105-K Basin Material Design Basis Feed Description for Spent Nuclear Fuel (SNF) Project Facilities VOL 1 Fuel

Metallic uranium Spent Nuclear Fuel (SNF) is currently stored within two water filled pools, 105-KE Basin (KE Basin) and 105-KW Basin (KW Basin), at the United States Department of Energy (U.S. DOE) Hanford Site, in southeastern Washington State. The Spent Nuclear Fuel Project (SNF Project) is responsible to DOE for operation of these fuel storage pools and for the 2100 metric tons of SNF materials that they contain. The SNF Project mission includes safe removal and transportation of all SNF from these storage basins to a new storage facility in the 200 East Area. To accomplish this mission, the SNF Project modifies the existing KE Basin and KW Basin facilities and constructs two new facilities: the 100 K Area Cold Vacuum Drying Facility (CVDF), which drains and dries the SNF; and the 200 East Area Canister Storage Building (CSB), which stores the SNF. The purpose of this document is to describe the design basis feed compositions for materials stored or processed by SNF Project facilities and activities. 1998 Toxic Chemical Release Inventory Report for the Emergency Planning and Community Right-to-Know Act of 1986, Title III

The Emergency Planning and Community Right-to-Know Act (EPCRA) of 1986 [also known as the Superfund Amendment and Reauthorization Act (SARA), Title III], as modified by Executive Order 12856, requires that all federal facilities evaluate the need to submit an annual Toxic Chemical Release Inventory report as prescribed in Title III, Section 313 of this Act. This annual report is due every July for the preceding calendar year. Owners and operators who manufacture, process, or otherwise use certain toxic chemicals above listed threshold quantities are required to report their toxic chemical releases to all environmental mediums (air, water, soil, etc.). At Los Alamos National Laboratory (LANL), no EPCRA Section 313 chemicals were used in 1998 above the reportable threshold limits of 10,000 lb or 25,000 lb. Therefore LANL was not required to submit any Toxic Chemical Release Inventory reports (Form Rs) for 1998. This document was prepared to provide a detailed description of the evaluation on chemical usage and EPCRA Section 313 threshold determinations for LANL for 1998.

Ablation Front Rayleigh-Taylor Growth Experiments in Spherically Convergent Geometry

Experiments were performed on the Nova laser, using indirectly driven capsules mounted in cylindrical gold hohlraums, to measure the Rayleigh-Taylor growth at the ablation front by time-resolved radiography. Modulations were preformed on the surface of Ge-doped plastic capsules. With initial modulations of 4 {micro}m, growth factors of about 6 in optical depth were seen, in agreement with simulations using the radiation hydrocode FCI2. With initial modulations of 1 {micro}m, growth factors of about 100-150 in optical depth were seen. The Rayleigh-Taylor (RT) instability at the ablation front in an inertial confinement fusion capsule has been the subject of considerable investigation. Much of this research has been concentrated on planar experiments, in which RT growth is inferred from radiography. The evolution is somewhat different in a converging geometry; the spatial wavelength decreases (affecting the onset of nonlinear saturation), and the shell thickens and compresses rather than decompressing as in a planar geometry. In a cylindrically convergent geometry, the latter effect is proportional to the radius, while in spherically convergent geometry, the latter effect is proportional to the radius squared. Absolute CH radical concentrations in rich low-pressure methane-oxygen-argon flames via cavity ringdown spectroscopy of the A transition

We measure cavity ringdown spectra of the A{sup 2}{Delta}-X{sup 2}II transition of the methylidyne (CH) radical in a series of rich low-pressure methane-oxygen-argon flames and demonstrate that the technique is sensitive, quantitative, and straightforward in its implementation and interpretation. As a line-of-sight technique, it complements imaging techniques, such as planar laser-induced fluorescence. Our results generally agree with chemical kinetic models for methane oxidation that have appeared in the literature, but suggest some refinements are necessary. Additional examination of the CH + O{sub 2} reaction rate as a function of temperature is advised. Our results are consistent with those of Derzy et al. using the C{sup 2}{Sigma}{sup +}-X{sup 2}II transition for stoichiometric, low-pressure flames which include nitrogen. Our results for rich flames, as with earlier experiments for singlet methylene, suggest that flame chemical kinetic models need to be adjusted to account for flame chemistry for stoichiometries richer than {phi} = 1.5.

Accelerated alpha radiation damage in a ceramic waste form, interim results

Interim results are presented on the alpha-decay damage study of a {sup 238}Pu-loaded ceramic waste form (CWF). The waste form was developed to immobilize fission products and transuranic species accumulated from the electrometallurgical treatment of spent nuclear fuel. To evaluate the effects of {alpha}-decay damage on the waste form the {sup 238}Pu-loaded material was analyzed by (1) x-ray diffraction (XRD), (2) microstructure characterization by scanning electron microscopy (SEM) and transmission electron microscopy (TEM) with energy and wavelength dispersive spectroscopy (EDS/WDS) and electron diffraction, (3) bulk density measurements and (4) waste form durability, performed by the product consistency test (PCT). While the predominate phase of plutonium in the CWF, PuO{sub 2}, shows the expected unit cell expansion due to {alpha}-decay damage, currently no significant change has occurred to the macro- or microstructure of the material. The major phase of the waste form is sodalite and contains very little Pu, although the exact amount is unknown. Interestingly, measurement of the sodalite phase unit cell is also showing very slight expansion; again, presumably from {alpha}-decay damage.

Acceleration amplifications in nif structures subjected to earthquake base motions

NIF technical staff have questioned the possibility of obtaining acceleration amplifications (i.e. amplification of the ground acceleration values) in a structure which are significantly higher than the acceleration amplification exhibited across the period range in the input response spectrum. This note utilizes a simple example to illustrate that the acceleration amplification resulting from the dynamic response of a structural system can indeed be significantly higher than the amplifications indicated in the response spectrum, and that the GEMINI program is computing the appropriate acceleration levels for a simple MDOF system.

This is a final Acceptance for Beneficial Use (ABU) for Pumping and Instrumentation Control (PIC) skid ''L''. PIC skid ''L'' is ready for pumping tank U-105. All the testing and documentation has been completed as required on the ABU checklist. This ABU covers only the readiness of the PIC skid ''L''. Other U-farm preparations including dilution tank fabrication, portable exhauster readiness, leak detection, valve pit preparation, and the Operation Control Station readiness are not part of this ABU. PIC skid ''L'' is a new skid fabricated and tested at Site Fabrication Services. The skid controls the jet pump and monitors various instruments associated with the pumping operation. This monitoring includes leak detection along the waste transfer route and flammable gases in the pump pit.

Advanced direct methanol fuel cells. Final report

The goal of the program was an advanced proton-exchange membrane (PEM) for use as the electrolyte in a liquid feed direct methanol fuel cell which provides reduced methanol crossover while simultaneously providing high conductivity and low membrane water content. The approach was to use a membrane containing precross-linked fluorinated base polymer films and subsequently to graft the base film with selected materials. Over 80 different membranes were prepared. The rate of methanol crossover through the advanced membranes was reduced 90%. A 5-cell stack provided stable performance over a 100-hour life test. Preliminary cost estimates predicted a manufacturing cost at $4 to $9 per kW.

ADVANCED HYBRID PARTICULATE COLLECTOR

A new concept in particulate control, called an advanced hybrid particulate collector (AHPC), is being developed under funding from the US Department of Energy. The AHPC combines the best features of electrostatic precipitators (ESPs) and baghouses in a manner that has not been done before. The AHPC concept consists of a combination of fabric filtration and electrostatic precipitation in the same housing, providing major synergism between the two collection methods, both in the particulate collection step and in the transfer of dust to the hopper. The AHPC provides ultrahigh collection efficiency, overcoming the problem of excessive fine-particle emission with conventional ESPs, and it solves the problem of reentrainment and collection of dust in conventional baghouses. The AHPC is currently being tested at the 2.7-MW scale at the Big Stone power station.

The overall objective of this project is to demonstrate that a development program based on advanced reservoir management methods can significantly improve oil recovery at the Nash Draw Pool (NDP). The plan includes developing a control area using standard reservoir management techniques and comparing its performance to an area developed using advanced reservoir management methods. Specific goals are (1) to demonstrate that an advanced development drilling and pressure maintenance program can significantly improve oil recovery compared to existing technology applications and (2) to transfer these advanced methodologies to oil and gas producers in the Permian Basin and elsewhere throughout the U.S. oil and gas industry.
