Vision and framework for technical and management support to facilitate foreign spent fuel storage and geologic disposal in Russia

This ''Technical and Management Support'' program would facilitate the transfer of spent fuel from commercial power plants in Taiwan to a storage and geologic repository site near Krasnoyarsk, Russia. This program resolves issues of disposition of Taiwan spent fuel (including US origin fuel) and provides revenue for Russia to develop an integrated spent fuel storage and radioactive waste management system including a geologic repository. LLNL has ongoing contracts and collaborations with all the principal parties and is uniquely positioned to facilitate the development of such a program. A three-phase approach over 20 years is proposed: namely, an initial feasibility investigation followed by an engineering development phase, and then implementation.

Vitrification of ion exchange materials. Innovative technology summary report

Ion exchange is a process that safely and efficiently removes radionuclides from tank waste. Cesium and strontium account for a large portion of the radioactivity in waste streams from US Department of Energy (DOE) weapons production. Crystalline silicotitanate (CST) is an inorganic sorbent that strongly binds cesium, strontium, and several other radionuclides. Developed jointly by Sandia National Laboratory and Texas A and M University, CST was commercialized through a cooperative research and development agreement with an industrial partner. Both an engineered (mesh pellets) and powdered forms are commercially available. Cesium removal is a baseline in HLW treatment processing. CST is very effective at removing cesium from HLW streams and is being considered for adoption at several sites. However, CST is nonregenerable, and it presents a significant secondary waste problem. Treatment options include vitrification of the CST, vitrification of the CST coupled with HLW, direct disposal, and low-temperature processes such as grouting. The work presented in this report demonstrates that it is effective to immobilize CST using a baseline technology such as vitrification. Vitrification produces a durable waste form. WET SOLIDS FLOW ENHANCEMENT

The strain-stress behavior of a wet granular media was measured using a split Parfitt tensile tester. In all cases the stress increases linearly with distance until the maximum uniaxial tensile stress is reached. The stress then decreases exponentially with distance after this maximum is reached. The linear region indicates that wet solids behave elastically for stresses below the tensile stresses and can store significant elastic energy. The elastic deformation cannot be explained by analyzing the behavior of individual capillary bridges and requires accounting for the deformation of the solids particles. The elastic modulus of the wet granular material remains unexplained.
