Barriers to communication and cooperation in addressing community impacts of radioactive releases from research facilities.

Two instances of research facilities responding to public scrutiny will be discussed. The first concerns emissions from a �tritium labeling facility� operated at Lawrence Berkeley National Laboratory (LBNL); the second deals with releases of plutonium from Lawrence Livermore National Laboratory (LLNL). There are many parallels between these two cases, both of which are still ongoing. In both, the national laboratory is the acknowledged source of low-level (by regulatory standards) radioactive contamination in the community. A major purpose of both investigations is to determine the degree of the contamination and the threat it poses to public health and the environment. The examining panel or committee is similarly constituted in the two cases, including representatives from all four categories of stakeholders: decision makers; scientists and other professionals doing the analysis/assessment; environmental activist or public interest groups; and �ordinary� citizens (nearly everyone else not in one or more of the first three camps). Both involved community participation from the beginning. The levels of outrage over the events triggering the assessment are comparable; though �discovered� or �appreciated� only a few years ago, the release of radiation in both cases occurred or began occurring more than a decade ago. Control Coil Arrangement for a Rotating Machine Rotor

A rotating machine (e.g., a turbine, motor or generator) is provided wherein a fixed solenoid or other coil configuration is disposed adjacent to one or both ends of the active portion of the machine rotor for producing an axially directed flux in the active portion so as to provide planar axial control at single or multiple locations for rotor balance, levitation, centering, torque and thrust action. Permanent magnets can be used to produce an axial bias magnetic field. The rotor can include magnetic disks disposed in opposed, facing relation to the coil configuration.

Corrective Action Investigation Plan for Corrective Action Unit 135: Area 25 Underground Storage Tanks Nevada Test Site, Nevada

This Corrective Action Investigation Plan (CAIP) has been developed in accordance with the Federal Facility Agreement and Consent Order (FFACO) that was agreed to by the US Department of Energy, Nevada Operations Office (DOE/NV); the State of Nevada Division of Environmental Protection (NDEP); and the US Department of Defense (FFACO, 1996). The CAIP is a document that provides or references all of the specific information for investigation activities associated with Corrective Action Units (CAUs) or Corrective Action Sites (CASs). According to the FFACO, CASs are sites potentially requiring corrective action(s) and may include solid waste management units or individual disposal or release sites (FFACO, 1996). Corrective Action Units consist of one or more CASs grouped together based on geography, technical similarity, or agency responsibility for the purpose of determining corrective actions. This CAIP contains the environmental sample collection objectives and the criteria for conducting site investigation activities at CAU 135, Area 25 Underground Storage Tanks (USTs), which is located on the Nevada Test Site (NTS). The NTS is approximately 105 kilometers (km) (65 miles [mi]) northwest of Las Vegas, Nevada.

Development of a Model for Maaging Organizational Knowledge

We created three models to represent a comprehensive knowledge model: · Stages of Knowledge Management Model (Forrester) · Expanded Life-Cycle Information Management Model · Organizational Knowledge Management Model. In building a series of models, we started with an attempt to create a graphical model that illustrates the ideas outlined in the Forrester article (Leadership Strategies, Vol. 3, No. 2, November/December 1997). We then expanded and detailed a life-cycle model. Neither of these effectively reflected how to manage the complexities involved in weaving local, enterprise, and global information into an easily navigated resource for end users. We finally began to synthesize these ideas into an Organizational Knowledge Management Model. This model acknowledges the relevance of life-cycle management for different granularities of information collections and places it in the context of the integrating infrastructure needed to assist end users.

Going On-Line: Bringing Technical Reports to the Desktop

Information management is moving quickly toward archiving and retrieving documents electronically, so Oak Ridge National Laboratory (ORNL) is taking steps to help its research staff create electronic documents. Declining budgets frequently dictate that authors handle the technicalities of getting published as well as the scientific and technical information that they publish. To help the Laboratory benefit from being the leader in this area, ORNL'S Information Management Section formed a multidisciplinary team to develop, pilot, and implement a Web- based process to register and clear technical documents and to add the fill text of these documents to the Laboratory's Comprehensive Publications and Presentations Registry (CPPR). Making this happen required implementing policy changes to address the new performance measure, acquiring software needed for file conversion, developing Web guidance, and providing training and consulting for ORNL staff.
