94-A13 Native American Initiative Short Course Management Plan

A training program conducted in Bartlesville by BDM-Oklahoma technical staff, which included geologists, geophysicists, exploration and drilling specialists, and environmental policy experts. The proposed training schedule offered four courses per year and included those coursed identified by the tribes in the survey. The training program was outlined for members of Native American Tribes whose lands have oil and gas resources. The proposed program contributed to meeting the goals of the U.S. Department of Energy's (DOE) Domestic Oil and Gas Initiative to help Native American tribes become more self-sufficient in developing and managing their resources through training in cost-effective, improved technologies for hydrocarbon production that will meet environmental regulations. The training program outlined was for adult tribal representatives who are responsible for managing tribal mineral holdings or setting policy, or who work in the oil and gas industry. The course content is in response to a survey that was developed by BDM-Oklahoma and sent in the Spring of 1995 to 26 tribal agencies identified through previous contact with DOE. Tribes were asked to indicate course content needs, levels, preferred time of year, and location. Six tribes responded with specific recommendations and needs. 100-D Area In Situ Redox Treatability Test for Chromate-Contaminated Groundwater: FY 1998 Year-End Report

A treatability test was conducted for the In Situ Redox Manipulation (ISRM) technology at the US Department of Energy's Hanford, Washington 100D Area. The target contaminant was dissolved chromate [Cr(VI)] in groundwater. The ISRM technology involves creating a permeable subsurface treatment zone to reduce mobile chromate in groundwater to an insoluble form. The ISRM permeable treatment zone is created by reducing ferric iron [Fe(III)] to ferrous iron [Fe(II)] within the aquifer sediments. This is accomplished by injecting aqueous sodium dithionite into the aquifer and withdrawing the reaction products. The goal of the treatability test was to create a linear ISRM barrier by injecting sodium dithionite into five wells. Well installation and site characterization activities began in the spring of 1997. The first dithionite injection took place in September 1997. The results of this first injection were monitored through the spring of 1998; the remaining four dithionite injections were carried out in May through July of 1998. These five injections created a reduced zone in the Hanford unconfined aquifer 150 feet in length (perpendicular to groundwater flow) by 50 feet wide. Ab initio calculations of As-vacancy interactions in silicon

Atomistic simulation of a vacancy-assisted dopant diffusion in silicon needs details of the dopant-vacancy interaction, i.e., the potential as a functional of dopant-vacancy separations. In this paper, the authors present a detailed study on the energetics of As-vacancy reaction in silicon and the lattice distortions surrounding the As-vacancy defect by using an ab initio plane wave pseudopotential method and the density functional theory (DFT). A potential-energy diagram as a function of As-vacancy separation is provided, which can be used in the atomistic diffusion simulations. The authors also calculate the binding energy and the formation energy of different complexes such as AsV, As{sub 2}V and AsV{sub 2} (V represents vacancy). They find that the stable configuration of As{sub 2}V is As-V-As, while the stable configuration of AsV{sub 2} is As-V-V. The nature of the binding between As and vacancy is explained from the lattice distortions and the change of chemical bond configuration introduced by the As-vacancy complex.

ACRV instrumentation plan for NMD HTK light gas gun tests

In support of the NMD Hit-To-Kill Program for the US Army, twenty scaled tests on simulated nuclear targets are planned. The AEDC Light Gas Gun operated by Sverdrup Technology (SVT) in Tullahoma, TN will launch the scaled NMD projectile into scaled targets. The target for all the tests is a 1/4-scale version of the Attitude Controlled Re-Entry Vehicle (ACRV). The targets were designed and fabricated by Sandia National Laboratories (SNL) and Lawrence Livermore National Laboratory (LLNL). ITT Systems (ITT) is the integrating contractor for coordination of the multiple contractors involved in these tests. The targets are inert and contain no hazardous materials. The payloads have been instrumented to aid in post-test evaluation of the functional status of the postulated weapon systems. This document describes the instrumentation methods to be used on these tests.

Activation and Micropore Structure Determination of Activated Carbon-Fiber Composites

Previous work focused on the production of carbon fiber composites and subsequently activating them to induce adsorbent properties. One problem related to this approach is the difficulty of uniformly activating large composites. In order to overcome this problem, composites have been made from pre-activated fibers. The loss of surface area upon forming the composites after activation of the fibers was investigated. The electrical resistivity and strength of these composites were compared to those made by activation after forming. It was found that the surface area is reduced by about 35% by forming the composite from pre-activated fibers. However, the properties of the activated sample are very uniform: the variation in surface area is less than {+-}0.5%. So, although the surface area is somewhat reduced, it is believed that making composites from pre-activated fibers could be useful in applications where the BET surface area is not required to be very high. The strength of the composites produced from pre-activated fibers is lower than for composites activated after forming when the carbon burnoff is below 45%. For higher burnoffs, the strength of composites made with pre-activated fibers is as good or better. In both cases, there is a dramatic decrease in strength …

Advanced Concepts for High-Power VCSELS and 2-Dimensional VCSEL Arrays

We have developed high power vertical cavity surface emitting lasers (VCSELS) for multimode or single mode operation. We have characterized new cavity designs for individual lasers and 2-dimensional VCSEL arrays to maximize output power. Using broad area high power VCSELS under pulsed excitation, we have demonstrated the triggering of a photoconductive semiconductor switch (PCSS) with a VCSEL. We also have developed designs for high output power in a single mode. The first approach is to engineer the oxide aperture profile to influence the optical confinement and thus modal properties. A second approach focuses on "leaky-mode" concepts using lateral modification of the cavity resonance to provide the lateral refractive index difference. To this end, we have developed a regrowth process to fabricate single-mode VCSELS. The overall objective of this work was to develop high-power single-mode or multimode sources appropriate for many applications leveraging the many inherent advantages of VCSELS.

ADVANCED HOT GAS FILTER DEVELOPMENT

Iron aluminide hot gas filters have been developed using powder metallurgy techniques to form seamless cylinders. Three alloys were short-term corrosion tested in simulated IGCC atmospheres with temperatures between 925 F and 1200 F with hydrogen sulfide concentrations ranging from 783 ppm{sub v} to 78,300 ppm{sub v}. Long-term testing was conducted for 1500 hours at 925 F with 78,300 ppm{sub v}. The FAS and FAL alloys were found to be corrosion resistant in the simulated environments. The FAS alloy has been commercialized.

ADVANCED HYBRID PARTICULATE COLLECTOR (open access)

ADVANCED HYBRID PARTICULATE COLLECTOR

A new concept in particulate control, called an advanced hybrid particulate collector (AHPC), is being developed under funding from the U.S. Department of Energy. The AHPC combines the best features of electrostatic precipitators (ESPs) and baghouses in a manner that has not been done before. The AHPC concept consists of a combination of fabric filtration and electrostatic precipitation in the same housing, providing major synergism between the two collection methods, both in the particulate collection step and in transfer of the dust to the hopper. The AHPC provides ultrahigh collection efficiency, overcoming the problem of excessive fine-particle emission with conventional ESPs, and it solves the problem of reentrainment and collection of dust in conventional baghouses.

Airborne Effluent Monitoring System Certification for New Canister Storage Building Ventilation Exhaust Stack

Pacific Northwest National Laboratory conducted three of the six tests needed to verify that the effluent monitoring system for the new Canister Storage Building ventilation exhaust stack meets applicable regulatory performance criteria for air sampling systems at nuclear facilities. These performance criteria address both the suitability of the location for the air-sampling probe and the transport of the sample to the collection devices. The criteria covering the location for the air-sampling probe ensure that the contaminants in the stack are well mixed with the airflow at the probe location such that the extracted sample represents the whole. The sample-transport criteria ensure that the sampled contaminants are quantitatively delivered to the collection device. The specific performance criteria are described in detail in this report. The tests reported here cover the contaminant tracer uniformity and particle delivery performance criteria. These criteria were successfully met. The other three tests were conducted by the start-up staff of Duke Engineering and Services Hanford Inc. (DESH) and reported elsewhere. Alignment of the VISA Undulator

The Visible-Infrared SASE Amplifier (VISA) undulator consists of four 99cm long segments. Each undulator segment is set up on a pulsed-wire bench, to characterize the magnetic properties and to locate the magnetic axis of the FODO array. Subsequently, the location of the magnetic axis, as defined by the wire, is referenced to tooling balls on each magnet segment by means of a straightness interferometer. After installation in the vacuum chamber, the four magnet segments are aligned with respect to themselves and globally to the beam line reference laser. A specially designed alignment fixture is used to mount one straightness interferometer each in the horizontal and vertical plane of the beam. The goal of these procedures is to keep the combined rms trajectory error, due to magnetic and alignment errors, to 50{micro}m.
