Understanding the Design and Performance of Emissions Trading Systems for Greenhouse Gas Emissions

Research Spotlight presents new research findings and projects underway at Resources for the Future that are relevant to the analysis of climate change policy. As interest in greenhouse gas trading policies grows in the United States and other Annex I countries, so does the need for stronger analytical tools. The paper by Tietenberg in this collection lays out some of the principal conceptual issues that analysts face in providing more accurate and relevant tools and results for decisionmakers. In this paper we build on Tietenberg's analysis to consider some of the key modeling challenges that analysts face in developing an improved capacity for quantitatively assessing real-world policies.

Estimating the Maximum Splat Diameter of a Solidifying Droplet

We present a simple analytical model for the estimation of the maximum splat diameter of an impacting droplet on a subcooled target. This work is an extension of the isothermal model of Pasandideh-Fard et al. (1996). The model uses an energy conservation argument, applied between the initial and final drop configurations, to approximately capture the dynamics of spreading. The effects of viscous dissipation, surface tension, and contact angle are taken into account. Tests against limited experimental data at high Reynolds and Weber numbers indicate that an accuracy of the order of 5% is achieved with no adjustable parameters required. Agreement with experimental data in the limit We {yields} {infinity} is also very good. We additionally propose a simple model for the estimation of the thickness of the freezing layer developed at the droplet-substrate contact during droplet spreading. This model accounts for the effect of thermal contact resistance and its predictions compare favorably with experimental data.

242A Distributed Control System Year 2000 Acceptance Test Report

This report documents acceptance test results for the 242-A Evaporator distributive control system upgrade to D/3 version 9.0-2 for year 2000 compliance. This report documents the test results obtained by acceptance testing as directed by procedure HNF-2695. This verification procedure will document the initial testing and evaluation of the potential 242-A Distributed Control System (DCS) operating difficulties across the year 2000 boundary and the calendar adjustments needed for the leap year. Baseline system performance data will be recorded using current, as-is operating system software. Data will also be collected for operating system software that has been modified to correct year 2000 problems. This verification procedure is intended to be generic such that it may be performed on any D/3{trademark} (GSE Process Solutions, Inc.) distributed control system that runs with the VMSTM (Digital Equipment Corporation) operating system. This test may be run on simulation or production systems depending upon facility status. On production systems, DCS outages will occur nine times throughout performance of the test. These outages are expected to last about 10 minutes each.

DNA Uptake by Transformable Bacteria

The various processes of DNA uptake by cells can be categorized as: viral DNA entry, conjugation, or transformation. Within each category, a variety of mechanisms have been found. However, considerable similarities occur among the different mechanisms of conjugation and, especially, transformation. All of these natural mechanisms of DNA transfer are quite elaborate and involve multiple protein components, as the case may be, of the virus, the donor cell, and the recipient cell. The mechanisms of viral infection and conjugation will be discussed mainly with respect to their relevance to transformation.

IN SITU INFRARED STUDY OF CATALYTIC DECOMPOSITION OF NITRIC OXIDE (NO)

The growing concerns for the environment and increasingly stringent standards for NO emission have presented a major challenge to control NO emissions from electric utility plants and automobiles. Catalytic decomposition of NO is the most attractive approach for the control of NO emission for its simplicity. Successful development of an effective catalyst for NO decomposition will greatly decrease the equipment and operation cost of NO control. Due to lack of understanding of the mechanism of NO decomposition, efforts on the search of an effective catalyst have been unsuccessful. Scientific development of an effective catalyst requires fundamental understanding of the nature of active site, the rate-limiting step, and an approach to prolong the life of the catalyst. The authors have investigated the feasibility of two novel approaches for improving catalyst activity and resistance to sintering. The first approach is the use of silanation to stabilize metal crystallites and supports for Cu-ZSM-5 and promoted Pt catalysts; the second is utilization of oxygen spillover and desorption to enhance NO decomposition activity. The silanation approach failed to stabilize Cu-ZSM-5 activity under hydrothermal condition. Silanation blocked the oxygen migration and inhibited oxygen desorption. This document provides information about the usage of the software application, Microsoft{reg_sign} Excel. Microsoft{reg_sign} Excel spreadsheets were used to perform specific calculations to determine the amount of containers to visually examine and to perform analyses on container head-gas data. Contained in this document are definitions of formulas and variables with relation to the Excel codes used. Also, a demonstration is provided using predetermined values to obtain predetermined results.

The purpose of this document is to provide the technical requirements for preparation for use, operation, inspection, and maintenance of a Transuranic Package Transporter Model II (TRUPACT-II) Shipping Package and directly related components. This document complies with the minimum requirements as specified in the TRUPACT-II Safety Analysis Report for Packaging (SARP) and Nuclear Regulatory Commission (NRC) Certificate of Compliance (C of C) 9218. In the event there is a conflict between this document and the TRUPACT-II SARP, the TRUPACT-II SARP shall govern. TRUPACT-II C of C number 9218 states, ''... each package must be prepared for shipment and operated in accordance with the procedures described in Chapter 7.0, Operating Procedures, of the application.'' It further states, ''... each package must be tested and maintained in accordance with the procedures described in Chapter 8.0, Acceptance Tests and Maintenance Program of the application.'' Chapter 9 of the TRUPACT-II SARP charges the Westinghouse Electric Corporation Waste Isolation Division (WID) with assuring that the TRUPACT-II is used in accordance with the requirements of the C of C. Cooled silicon nitride stationary turbine vane risk reduction. Final report

The purpose of this program was to reduce the technical risk factors for demonstration of air cooled silicon nitride turbine vanes. The effort involved vane prototype fabrication efforts at two U.S. based gas turbine grade silicon nitride component manufacturers. The efficacy of the cooling system was analyzed via a thermal time/temperature flow test technique previously at UTRC. By having multiple vendors work on parts fabrication, the chance of program success increased for producing these challenging components. The majority of the effort under this contract focused on developing methods for, and producing, the complex thin walled silicon nitride vanes. Components developed under this program will undergo engine environment testing within N00014-96-2-0014.

This quarterly report covers the following topics: (1) Properties of and Manufacturing Methods for NIF Laser Glasses (J. H. Campbell)--The NIF amplifiers require 3380 Nd-doped laser glass slabs; continuous glass melting methods will be used for the first time to manufacture these slabs. The properties of the laser glasses are summarized and the novel continuous melting method is described. (2) Diffractive Optics for the NIF (J. A. Britten)--We have fabricated demonstration diffractive optics according to the NIF baseline design at full scale, via wet-chemical etching of patterns into fused silica. We have examined the effects of dip-coated sol-gel antireflection coatings on the performance of these optics, and have concluded that diffractive optics should remain uncoated to minimize laser-induced damage to downstream optics and to maximize environmental stability. We have also demonstrated the feasibility of combining all diffractive structures required by NIF, which vary over orders of magnitude in lateral and vertical scales, onto a single surface. (3) Producing KDP and DKDP Crystals for the NIF Laser (A. K. Burnham)--Rapid-growth KDP has overcome most of the hurdles for production of boules for NIF switch crystals and doublers, but some improvements in process reliability at the tripler's 3{omega} damage threshold are needed. …

In 1997, a can containing a plutonium metal ingot was opened. The sides of the inner storage can had collapsed. As the inner can was opened, an apparent flame appeared to issue from the opening. Based on the reaction and possible pressurization of the glovebox, a positive Unreviewed Safety Question (USQ) screening was issued. This document contains some of the technical documents to resolve the screening.

LLNL heart valve condition classification project anechoic testing results at the TRANSDEC evaluation facility

This report first briefly outlines the procedures and support/activation fixture developed at LLNL to perform the heart valve tests in an anechoic-like tank at the US Navy Transducer Evaluation Facility (TransDec) located in San Diego, CA. Next they discuss the basic experiments performed and the corresponding experimental plan employed to gather meaningful data systematically. The signal processing required to extract the desired information is briefly developed along with some of the data. Finally, they show the results of the individual runs for each valve, point out any of the meaningful features and summaries.

PHASE BEHAVIOR OF LIGHT GASES IN HYDROGEN AND AQUEOUS SOLVENTS

Under previous support from the US Department of Energy, an experimental facility has been established and operated to measure valuable vapor-liquid equilibrium data for systems of interest in the production and processing of coal fluids. To facilitate the development and testing of models for prediction of the phase behavior for such systems, we have acquired substantial amounts of data on the equilibrium phase compositions for binary mixtures of heavy hydrocarbon solvents with a variety of supercritical solutes, including hydrogen, methane, ethane, carbon monoxide, and carbon dioxide. The present project focuses on measuring the phase behavior of light gases and water in Fischer-Tropsch (F-T) type solvents at conditions encountered in indirect liquefaction processes and evaluating and developing theoretically-based correlating frameworks to predict the phase behavior of such systems. Specific goals of the proposed work include (a) developing a state-of-the-art experimental facility to permit highly accurate measurements of equilibrium phase compositions (solubilities) of challenging F-T systems, (b) measuring these properties for systematically-selected binary, ternary and molten F-T wax mixtures to provide critically needed input data for correlation development, (c) developing and testing models suitable for describing the phase behavior of such mixtures, and (d) presenting the modeling results in generalized, practical formats …

The NOx System in Nuclear Waste (open access)

The NOx System in Nuclear Waste

The objective of the project was to develop comprehensive quantitative understanding of the radiation-induced chemistry of the NOX system in waste simulants. Similarly, since the tanks' wastes are highly heterogeneous systems, the effects of particulate matter on the radiolytic yields were to be determined. When translated to site-specific concerns, quantitative modeling of these processes can be developed once the fundamental phenomena are understood. The results were to be transferred to site operators as soon as the experimental observations are confirmed to be reliable. Interpretation of the results and conclusions to specific issues, especially safety concerns, at the sites was a major goal.
