This paper documents the development of a dedicated information barrier system for warhead and sensitive item verification. The system the authors describe includes software and hardware information barriers used in conjunction with suitable procedures (or protocols) to achieve a high quality verification while minimizing intrusiveness and preventing transfer of sensitive data to inspectors. The system they describe has been referred to as CIVET--Controlled Intrusiveness Verification Technology and has been implemented to verify warheads and warhead components during various exercises and demonstrations under the auspices of the Department of Energy (DOE) and the Department of Defense (DOD).

Calculation of unmitigated release from reverse circulation drilling of a borehole three meters south of borehole 41-15-09 near SST 241-SX-115

It is known that underground, single shell tank (SST) 241-SX-115 leaked 50,000 gallons of contaminated liquid to the soil. Now there is a campaign to more fully characterize the plume from that leak. To determine radionuclide concentrations in the vadose zone, boring into the soil and collecting samples of it are needed. It was decided to bore a new hole 3 m (9.8 ft) from existing borehole number 41-15-09, located near the south edge of the tank. Drilling and sampling will be done with the use of reverse circulation drilling, which uses compressed air to power the drill bit and sweep out drillings into separation and sampling equipment. Prior to drilling, however, it was determined that safety assessment calculations were needed to find out if postulated releases from the drilling would pose unacceptable risk to onsite and offsite receptors. Unacceptable risk would require the design and construction of safety significant equipment for prevention or mitigation of the release.

Can Cavitation Be Anticipated? (open access)

Can Cavitation Be Anticipated?

The major problem with cavitation in pumps and hydraulic systems is that there is no effective (conventional) method for detecting or predicting its inception. The traditional method of recognizing cavitation in a pump is to declare the event occurring when the total head drops by some arbitrary value (typically 3%) in response to a pressure reduction at the pump inlet. However, the device is already seriously cavitating when this happens. What is actually needed is a practical method to detect impending rather than incipient cavitation. Whereas the detection of incipient cavitation requires the detection of features just after cavitation starts, the anticipation of cavitation requires the detection and identification of precursor features just before it begins. Two recent advances that make this detection possible. The first is acoustic sensors with a bandwidth of 1 MHz and a dynamic range of 80 dB that preserve the fine details of the features when subjected to coarse vibrations. The second is the application of Bayesian parameter estimation which makes it possible to separate weak signals, such as those present in cavitation precursors, from strong signals, such as pump vibration. Characterization of Samples from Old Solvent Tanks S1 through S22

The Old Radioactive Waste Burial Ground (ORWBG, 643-E) contains 22 old solvent tanks (S1 - S22) which were used to receive and store spent PUREX solvent from F- and H-Canyons. The tanks are cylindrical, carbon-steel, single-wall vessels buried at varying depths. A detailed description of the tanks and their history can be found in Reference 1. A Sampling and Analysis Plan for the characterization of the material contained in the old solvent tanks was developed by the Analytical Development Section (ADS) in October of 19972. The Sampling and Analysis Plan identified several potential disposal facilities for the organic and aqueous phases present in the old solvent tanks which included the Solvent Storage Tank Facility (SSTF), the Mixed Waste Storage Facilities (MWSF), Transuranic (TRU) Pad, and/or the Consolidated Incineration Facility (CIF). In addition, the 241-F/H Tank Farms, TRU Pads, and/or the MWSF were identified as potential disposal facilities for the sludge phases present in the tanks. The purpose of this sampling and characterization was to obtain sufficient data on the material present in the old solvent tanks so that a viable path forward could be established for the closure of the tanks. Charged Local Defects in Extended Systems

The conventional approach to treating charged defects in extended systems in first principles calculations is via the supercell approximation using a neutralizing jellium background charge. I explicitly demonstrate shortcomings of this standard approach and discuss the consequences. Errors in the electrostatic potential surface over the volume of a supercell are shown to be comparable to a band gap energy in semiconductor materials, for cell sizes typically used in first principles simulations. I present an alternate method for eliminating the divergence of the Coulomb potential in supercell calculations of charged defects in extended systems that embodies a correct treatment of the electrostatic potential in the local viciniq of the a charged defect, via a mixed boundary condition approach. I present results of first principles calculations of charged vacancies in NaCl that illustrate the importance of polarization effects once an accurate representation of the local potential is obtained. These polarization effects, poorly captured in small supercells, also impact the energetic on the scale of typical band gap energies.

Chiral Condensate in the Deconfined Phase of Quenched Gauge Theories

The authors compute the low lying spectrum of the overlap Dirac operator in the deconfined phase of finite-temperature quenched gauge theory. It suggests the existence of a chiral condensate which they confirm with a direct stochastic estimate. They show that the part of the spectrum responsible for the chiral condensate can be understood as arising from a dilute gas of instantons and anti-instantons.

Its purpose was to encourage the use of alternative fuels in the Maricopa region and to obtain recognition for the steps the region had already taken to support the use of alternative fuels. One key element to Maricopa Clean Cities' success is the strong support it receives from the Arizona legislation. Clean cities: Award winning coalition -- Paso del Norte

Designated the 41st Clean Cities coalition in November 1995, the Paso del Norte Clean Cities Coalition (PDNCCC) is the first in the country to gain international participation. Spanning the US-Mexico border; the coalition includes stakeholders from El Paso, Texas; Ciudad Juarez, Mexico; and Las Cruces, New Mexico. PDNCCC developed a comprehensive plan to jump-start its program place, alternative fuel vehicles (AFVs) on the road, and eliminate barriers inhibiting alternative fuel market growth. PDNCC raised more than $2.3 million for alternative fuel activities and clean air initiatives in less than 26 months. In 1998, the US Department of Energy (DOE) recognized that PDNCCC accomplishment with its Rainmaker Award for leveraging the most funds from outside sources. PDNCCC is proud of its efforts to drive the alternative fuels and AFV market in the El Paso/Juarez region.
