Design and development of a cathode processor for electrometallurgical treatment of spent nuclear fuel

The electrometallurgical processing of spent fuel developed at Argonne National Laboratory produces a cathode which contains dendrites of heavy metal (principally U), salts, and residual cadmium. The cathode requires further treatment which is accomplished by loading it into a cathode processor to first purify and then consolidate the heavy metal. The principal steps in cathode processing are: the cathode is loaded into a crucible and both loaded into the cathode processor; the crucible is heated under vacuum to an intermediate temperature to distill the salt and cadmium from the crucible; the crucible is heated further to melt and consolidate the heavy metal; the crucible and charge are then cooled forming a heavy metal ingot in the crucible mold. The cathode processor development program has progressed through the design, fabrication, qualification, and demonstration phases. Two identical units were built. One (a prototype unit) has been installed at Argonne's site in Illinois and the other (the production unit) has been installed in the Fuel Conditioning Facility (FCF) at Argonne's Idaho site. The purpose of this Procedure is to assist construction in the pre-operational fabrication and testing of the pit leak detection system and the low point drain assembly by: (1) Control system testing of the pit leak detection system will be accomplished by actuating control switches and verifying that the control signal is initiated, liquid testing and overall operational requirements stated in HNF-SD-W314-PDS-003, ''Project Development Specification for Pit Leak Detection''. (2) Testing of the low point floor drain assembly by opening and closing the drain to and from the ''retracted'' and ''sealed'' positions. Successful operation of this drain will be to verify that the seal does not leak on the ''sealed'' position, the assembly holds liquid until the leak detector actuates and the assembly will operate from on top of the mock-up cover block.

High-heat producing sludge from tank 241-C-106 will be sluiced and transferred to tank 241-AY-102 beginning in October 1998. Safety analyses have postulated that after retrieval, the waste in 241-AY-102 may generate and retain unsafe levels of flammable gases (Noorani 1998, Pasamebmetoglu etal. 1997). Unsafe levels of retained gas are not expected, but cannot be ruled out because of the large uncertainty in the gas generation and retention rates. The Tank Waste Remediation System Basis for Interim Operation (Noorani 1998) identifies the need for a contingency plan to add void fraction monitoring to tank 241-AY-102 within 2 weeks of the identification of flammable gas buildup that would warrant monitoring. The Tank 241-C-106 Waste Retrieval Sluicing System Process Control Plan (Carothers et al. 1998) committed to providing a contingency plan for deployment of the void fraction instrument (VFI) in tank 241-AY-102. The VFI determines the local void fraction of the waste by compressing a waste sample captured in a gas-tight test chamber. The sample chamber is mounted on the end of a 76-cm (2.5-ft) arm that can be rotated from vertical to horizontal when the instrument is deployed. Closure of the condensed-phase organic-nitrate reaction USQ at hanford

A discovery Unreviewed Safety Question (USQ) was declared on the underground waste storage tanks at the Hanford Site in May 1996. The USQ was for condensed-phase organic-nitrate reactions (sometimes called organic complexant reactions) in the tanks. This paper outlines the steps taken to close the USQ, and resolve the related safety issue. Several processes were used at the Hanford Site to extract and/or process plutonium. These processes resulted in organic complexants (for chelating multivalent cations) and organic extraction solvents being sent to the underground waste storage tanks. This paper addresses the organic complexant hazard. The organic complexants are in waste matrices that include inert material, diluents, and potential oxidizers. In the presence of oxidizing material, the complexant salts can be made to react exothermically by heating to high temperatures or by applying an external ignition source of sufficient energy. The first organic complexant hazard assessments focused on determining whether a hulk runaway reaction could occur, similar to the 1957 accident at Kyshtm (a reprocessing plant in the former U.S.S.R.). Early analyses (1977 through 1994) examined organic-nitrate reaction onset temperatures and concluded that a bulk runaway reaction could not occur at the Hanford Site because tank temperatures were well below that …

Flow Patterns Around a Complex Building

The authors compare the results of a computer simulated flow field around building 170 (B170) at Lawrence Livermore National Laboratory (LLNL) with field measurements. In order to aid in the setup of the field experiments, the simulations were performed first. B170 was chosen because of its architectural complexity and because a relatively simple fetch exists upwind (a field lies southwest of the site). Figure 1 shows a computational model of the building which retains the major architectural features of the real building (e.g., courtyard, alcoves, and a multi-level roof). Several important characteristics of the cases presented here are: (1) the flow was assumed neutral and no heat flux was imposed at the ground, representing cloudy or morning conditions, (2) a simple canopy parameterization was used to model the effect of a large row of eucalyptus trees which is located to the northeast of the building, (3) the wind directions studied were 200, 225, 250 degrees measured clockwise from true north (the prevailing winds at LLNL are from the southwest in the summer), (4) the incoming wind profile was modeled as logarithmic with a maximum of about 3 meters per second. Village Power '98

This is the fifth Village Power workshop sponsored by NREL. We have held these meetings every year since 1993, to focus, challenge, and provide a forum for interaction among practitioners working in the field of using renewable energy technologies as an economically viable pathway to electrification of rural populations throughout the world. Starting with a small group of 30 colleagues in 1993, this ''workshop'' has doubled in size every year. When the NREL staff was planning for this meeting, they were hoping for something around 400 participants. We are now looking at over 500, and we apologize for the somewhat cramped accommodations. This overwhelming response, however, shows that the use of renewable energy to solve some of the world's serious problems is coming of age. This meeting, this ''conference'' (it's clearly no longer a workshop) marks a transition. A transition from the viewpoint that renewables are, and forever will be a technology of the future; to the reality that renewables have come of age. We have technologies available today, at today's prices, that can make a substantive contribution to the pressing needs of environmentally sustainable development in the world.
