Fabrication and characterization of Ag-clad Bi-2223 tapes.
The powder-in-tube (PIT) technique was used to fabricate multifilament (Bi,Pb){sub 2}Sr{sub 2}Ca{sub 2}Cu{sub 3}O{sub y} (Bi-2223) superconducting tapes. Transport current properties of these tapes were enhanced by increasing the packing density of the precursor powder and improving the mechanical deformation condition. A critical current (I{sub c}) of > 35 A in long lengths (> 200 m) tapes has been achieved. In measuring the dependence of critical current density on magnetic field and temperature for the optimally processed tapes, we found a J{sub c} of > 10{sup 4} A/cm{sup 2} at 20 K in magnetic fields up to 3 T and parallel to the c-axis, which is of interest for use in refrigerator-cooled magnets. I{sub c} declined exponentially when an external field was applied perpendicular to the tape surface at 77 K. Mechanical stability was tested for tapes sheathed with pure Ag and Ag-Mg alloy. Tapes made with pure Ag sheathing can withstand a tensile stress of {approx}20 MPa with no detrimental effect on I{sub c} values. Mechanical performance was improved by using Ag-Mg alloy sheathing: values of transport critical current began to decrease at the tensile stress of {approx} 100 MPa. High-brightness beam diagnostics for the APS linac.
The Advanced Photon Source (APS) injector includes an S-band linac with the capability to accelerate beams to 650 MeV. The linac has recently been upgraded with the installation of an rf thermionic gun in addition to the standard DC thermionic gun. The rf gun is predicted to have lower emittance (5{pi}mm mrad) and may be used to support the APS self-amplified spontaneous emission (SASE) experiments. The critical characterization of this gun's beam has begun with a beam diagnostics station at the end of the linac that can address beam transverse size, emittance, and bunch length (peak current). This station uses both an optical transition radiation (OTR) screen at 45{degree} to the beam direction and a Ce-doped YAG single crystal normal to the beam with a 45{degree} mirror behind it. The visible light images are detected by a Vicon CCD camera and a Hamamatsu C5680 synchroscan streak camera. Spatial resolution of about 30 {micro}m ({sigma}) and temporal resolution of 1 ps ({sigma}) have been demonstrated. Examples of rf gun beam characterization at 220 MeV are reported.

Issues for Bringing Electron Beam Irradiators On-Line
Irradiation of red meat and poultry has been approved by the U.S. FDA, and the U.S. Department of Agriculture's rule for processing red meat is out for comment. Looking beyond the current issues of packaging materials, labeling, and consumer acceptance, this paper reviews the next step of implementation and how to remove, or at least reduce, the barriers to utilization. Polls of the user community identified their requirements for electron beam or x-ray processing of meat or poultry and their concerns about implementation for on-line processing. These needs and issues are compared to the capabilities of the accelerator industry. The critical issues of beam utilization and dose uniformity, factors affecting floor space requirements, and treatment costs are examined.

Magnetic measurements and tuning of undulators for the APS FEL project.
Two insertion device magnetic structures have been prepared for the Advanced Photon Source (APS) FEL project [1]. The magnetic structures are standard APS undulatory, 2.4 m long with a 3.3-cm period. Measurements and tuning of the undulatory have been completed at a magnetic gap of about 9.3 mm, where K is 3.1. Special measurement and tuning techniques were used to satisfy the tight trajectory straightness requirement that the second field integral be less than 3.3 kG-cm{sup 2}. The magnetic field strengths of the undulators must be well matched; this leads to the requirement that the magnetic gap must be controlled to better than 10 microns. Proper phasing between the undulatory is ensured by adjusting the length of the drift space between the undulatory. The drift space length that is needed is strongly affected by the end fields of the magnetic structures. The results of measurements of the magnetic field and calculations of the drift length are provided.

Mixed-conducting oxides for gas separation applications.
Mixed-conducting oxides are attracting increased attention because of their potential uses in high-temperature electrochemical applications such as solid-oxide fuel cells, batteries, sensors, and gas-permeable membranes. We are developing mixed-conducting, dense ceramic membranes to selectively transport oxygen and hydrogen. Ceramic membranes made of Sr-Fe-Co oxide (SFC), which exhibits high combined electronic and oxygen ionic conductivities, can be used to selectively transport oxygen during the partial oxidation of methane to synthesis gas (syngas, a mixture of CO and H{sub 2}). Steady-state oxygen permeability of SrFeCo{sub 0.5}O{sub x} has been measured as a function of oxygen-partial-pressure gradient and temperature. At 900 C, oxygen permeability was {approx}2.5 scc{center_dot}cm{sup {minus}2}-min{sup {minus}1} for a 2.9-mm-thick membrane, and this value increases as membrane thickness decreases. We have fabricated tubular SrFeCo{sub 0.5}O{sub x} membranes and operated them at 900 C for >1000 h during conversion of methane into syngas. Yttria-doped BaCeO{sub 3} (BCY) is a good protonic conductor; however, its lack of electronic conductivity can potentially limit its hydrogen permeability. To enhance the electronic conductivity and thus improve hydrogen permeation, a membrane composite material was developed. Nongalvanic permeation of hydrogen through the composite membrane was characterized as a function of thickness.

Multipacting study of the RF window at the Advanced Photon Source (APS).
Multipacting current can cause breakdowns in high power rf components such as input couplers, waveguide windows, and higher-order mode (HOM) dampers. To understand and prevent the loss of a ceramic window or an input coupler in the Advanced Photon Source (APS) storage ring rf cavity, the multipacting phenomenon is being investigated experimentally. This paper begins with a description of simple model, presents a hardware design, and concludes with measurement of multipacting. Multipacting is explored in conjunction with conditioning the cavities and interaction with the stored beam.

NOVEL PROCESS FOR REMOVAL AND RECOVERY OF VAPOR-PHASE MERCURY
The purpose of this project is to investigate the application of a sorbent-based process for removing and recovering mercury in the flue gas of coal-fired power plants. The process is based on the sorption of mercury by noble metals and the regeneration of the sorbent by thermal means, recovering the desorbed mercury for recycling. ADA Technologies holds a patent on this process (US 5,409,522) and has tested it under conditions typical of municipal waste incinerators. In this process, the noble metal sorbent is thermally regenerated, and the mercury is recovered for commercial recycle or disposal. ADA has adopted the name ''Mercu-RE'' to describe its process. ADA has been testing its process under conditions typical of coal-fired power plants where the mercury concentration is low (below 10 {micro}g/m{sup 3}) and little pressure drop can be tolerated. The objective of this program is to develop the Mercu-RE process as a suitable mercury emission control technology for use at coal-fired power plants.

Observations of ''effective'' transverse beam-size instabilities for a high current per bunch fill pattern in the APS storage ring.
The x-ray pinhole camera diagnostics on the Advanced Photon Source (APS) storage ring have recorded an effective transverse beam size instability during operations with a sextuplet plus 22 singlets fill pattern. These instabilities were not observed with the sextuplet plus 25 triplets fill pattern that has been the standard fill pattern in FY'98. The instability threshold is at 82-85 mA with positrons. The features include an increased average (few seconds) transverse size both horizontally and vertically for stored currents above the threshold with a correlated effect on the beam lifetime. The horizontal transverse emittance is 25-30% larger at 100 mA than below the threshold. There is a related horizontal beam centroid motion as well, but this does not explain the vertical size change nor the lifetime effect. Complementary data were also taken with the diagnostic undulator, and a similar threshold effect on divergence was observed. The cross-comparison of the data and possible mechanisms is presented.

The operation of the BNL/ATF gun-IV photocathode RF gun at the Advanced Photon Source.
At the Advanced Photon Source (APS) at Argonne National Laboratory (ANL), a free-electron laser (FEL) based on the self-amplified spontaneous emission (SASE) process is nearing completion. Recently, an rf photoinjector gun system was made available to the APS by Brookhaven National Laboratory/Accelerator Test Facility (BNL/ATF). It will be used to provide the high-brightness, low-emittance, and low-energy spread electron beam required by the SASE FEL theory. A Nd:Glass laser system, capable of producing a maximum of 500 {micro}J of UV in a 1-10 ps pulse at up to a 10-Hz repetition rate, serves as the photoinjector's drive laser. Here, the design, commissioning, and integration of this gun with the APS is discussed.

A periodically-switched ODE model for N-bunch beamloading in a storage ring.
A new baseband formulation of the coupled cavity/longitudinal-bunch ODEs is derived. Assuming linearity, a model of the form {dot x}(t) = A(t)x(t) + B(t)u(t) arises, where A(t) and B(t) are piecewise constant, and periodic with the revolution period T{sub 0}. Such models, known in the control community as (periodic) switched systems, have known (in)stability criteria and control theoretic properties, which can be useful in the analysis and control of multiple bunch beamloading.

Phase-space quantization of field theory.
In this lecture, a limited introduction of gauge invariance in phase-space is provided, predicated on canonical transformations in quantum phase-space. Exact characteristic trajectories are also specified for the time-propagating Wigner phase-space distribution function: they are especially simple--indeed, classical--for the quantized simple harmonic oscillator. This serves as the underpinning of the field theoretic Wigner functional formulation introduced. Scalar field theory is thus reformulated in terms of distributions in field phase-space. This is a pedagogical selection from work published and reported at the Yukawa Institute Workshop ''Gauge Theory and Integrable Models'', 26-29 January, 1999.
