242-A evaporator safety analysis report

This report provides a revised safety analysis for the upgraded 242-A Evaporator (the Evaporator). This safety analysis report (SAR) supports the operation of the Evaporator following life extension upgrades and other facility and operations upgrades (e.g., Project B-534) that were undertaken to enhance the capabilities of the Evaporator. The Evaporator has been classified as a moderate-hazard facility (Johnson 1990). The information contained in this SAR is based on information provided by 242-A Evaporator Operations, Westinghouse Hanford Company, site maintenance and operations contractor from June 1987 to October 1996, and the existing operating contractor, Waste Management Hanford (WMH) policies. Where appropriate, a discussion address the US Department of Energy (DOE) Orders applicable to a topic is provided. Operation of the facility will be compared to the operating contractor procedures using appropriate audits and appraisals. The following subsections provide introductory and background information, including a general description of the Evaporator facility and process, a description of the scope of this SAR revision,a nd a description of the basic changes made to the original SAR.

This is a final Acceptance for Beneficial Use (ABU) for Pumping and Instrumentation Control (PIC) skid ''L''. PIC skid ''L'' is ready for pumping tank U-105. All the testing and documentation has been completed as required on the ABU checklist. This ABU covers only the readiness of the PIC skid ''L''. Other U-farm preparations including dilution tank fabrication, portable exhauster readiness, leak detection, valve pit preparation, and the Operation Control Station readiness are not part of this ABU. PIC skid ''L'' is a new skid fabricated and tested at Site Fabrication Services. The skid controls the jet pump and monitors various instruments associated with the pumping operation. This monitoring includes leak detection along the waste transfer route and flammable gases in the pump pit.

Advanced Polymer PV System; PVMaT 4A1 Final Report; September 1995 - December 1997

This document reports on work performed by Evergreen Solar, Inc. under this Photovoltaic Manufacturing Technology (PVMaT) subcontract. The purpose of this subcontract was to produce lower module and systems costs through the innovative use of polymeric materials. The impetus behind this approach was the burgeoning use of polymers in such major industries as packaging and automobiles. The market demand in these industries has resulted in whole new areas of high-performance, but low-cost, plastics. These developments created fresh opportunities for photovoltaics. Using this approach, a new backskin material instead of Tedlar{trademark} (Tedlar is a Dupont trademark) or Tedlar{trademark} laminate was developed and tested. This new backskin material allowed us to make a frameless module and novel mounting methods. The latter is referred to as an Innovative Mounting System (IMS). This IMS system, in conjunction with the frameless module, substantially reduces the cost of installed PV systems by reducing labor and materials costs, both in the factory and in field installation. The IMS incorporates several advances in polymers, processing methods, and product design. The advanced backskin material permits elimination of the conventional aluminum perimeter frame, serves to protect and seal the module edge, and allows for direct bonding of multi-functional mounting bars. …

ALARA{trademark} 1146 strippable coating

Strippable or temporary coatings are innovative technologies for decontamination that effectively reduce loose contamination at low cost. These coatings have become a viable option during the deactivation and decommissioning of both US Department of Energy (DOE) and commercial nuclear facilities to remove or fix loose contamination on both vertical and horizontal surfaces. The ALARA{trademark} 1146 strippable coating was demonstrated as part of the Savannah River Site LSDDP and successfully removed transferable (surface) contamination from multiple surfaces (metal and concrete) with an average decontamination factor for alpha contamination of 6.68 and an average percentage of alpha contamination removed of 85.0%. Beta contamination removed was an average DF of 5.55 and an average percentage removed of 82.0%. This paper is an Innovative Technology Summary Report designed to provide potential users with the information they need to quickly determine if a technology would apply to a particular environmental management problem. They also are designed for readers who may recommend that a technology be considered by prospective users. This Innovative Technology offers a 35% cost savings over the Baseline Technology.

Application of Pauli-Villars Regularization and Discretized Light-Cone Quantization to a (3+1)-Dimensional Model

We apply Pauli--Villars regularization and discrete light-cone quantization to the nonperturbative solution of a (3+1)-dimensional model field theory. The matrix eigenvalue problem is solved for the lowest-mass state with use of the complex symmetric Lanczos algorithm. This permits the calculation of each Fock-sector wave function, and from these we obtain values for various quantities, such as average multiplicities and average momenta of constituents, structure functions, and a form factor slope.

Area Monitoring Dosimeter Program for the Pacific Northwest National Laboratory: Results for CY 1998

In January 1993, Pacific Northwest National Laboratory (PNNL) established an area monitoring dosimeter program in accordance with Article 514 of the Department of Energy (DOE) Radiological Control Manual (RCM). The purpose of the program was to minimize the number of areas requiring issuance of personnel dosimeters and to demonstrate that doses outside Radiological Buffer Areas are negligible. In accordance with 10 CFR Part 835.402 (a)(1)-(4) and Article 511.1 of the RCM, personnel dosimetry shall be provided to (1) radiological workers who are likely to receive at least 100 mrem annually and (2) declared pregnant workers, minors, and members of the public who are likely to receive at least 50 mrem annually. Program results for calendar years 1993-1997 confirmed that personnel dosimetry was not needed for individuals located in areas monitored by the program. A total of 97 area thermoluminescent dosimeters (TLDs) were placed in PNNL facilities during calendar year 1998. The TLDs were exchanged and analyzed quarterly. All routine area monitoring TLD results were less than 50 mrem annually after correcting for worker occupancy. The results support the conclusion that personnel dosimeters are not necessary for staff, declared pregnant workers, minors, or members of the public in these monitored areas.

An analytic result for the O({alpha}{sub s}) corrections to the triple differential B {r_arrow} X{sub u} {ell} {bar {nu}}{sub {ell}} decay rate is presented, to leading order in the heavy-quark expansion. This is relevant for computing partially integrated decay distributions with arbitrary cuts on kinematic variables. Several double and single differential distributions are derived, most of which generalize known results. In particular, an analytic result for the O({alpha}{sub s}) corrections to the hadronic invariant mass spectrum is presented. The effects of Fermi motion, which are important for the description of decay spectra close to infrared sensitive regions, are included. The behavior of perturbation theory in the region of time-like momenta is also investigated.

Excessive bed expansion and material expulsion have occurred during experiments with the 3-inch diameter Cylindrical Induction Melter (CIM). Both events were attributed in part to the high power density in the bottom of the melter and the correspondingly high temperatures there. It is believed that the high temperatures resulted in the generation of gasses at the bottom of the bed which could not escape. The gasses released during heating and the response of the bed to gas evolution depend upon the composition of the bed.

The objective of this calculation is to determine downwind normalized concentration, ''Chi/Q'' ({chi}/Q), estimates at the surface for acute (short-term) and chronic (long-term) exposures of an airborne material released from a surfaced-based point release. This calculation was requested by the Safety Analysis Department to support repository design in the Site Recommendation and possible future License Application activities. Attachment IV, item 1 displays this request. The {chi}/Q dispersion estimates will be calculated at twenty pre-determined distances from a surface release point. The acute exposure dispersion estimates will be calculated for five percentile, percentage of occurrences {chi}/Q values are not exceeded, values.

The Chinese government has strongly criticized U.S. announcements that it will develop or assist in deploying missile defense systems involving cooperation with U.S. allies in East Asia, and reports of such possible U.S. cooperation with Taiwan. For those in the United States, the U.S. plans have many perceived disadvantages and advantages;1 the latter include notably providing degrees of protection for the United States and its allies against ballistic missile attack. Many in China believe that proposed U.S. development and deployment of ballistic missile defenses at home and in East Asia pose potentially serious complications for China’s ability to use its nuclear weapons to deter possible U.S. pressure and aggression, and to use Chinese ballistic missile capability to exert leverage over Japan, Taiwan, and others in East Asia.

A comprehensive study of fracture patterns and densities in the Geysers geothermal reservoir using microearthquake shear-wave splitting tomography. [Quarterly progress report 03/16/1998 - 06/15/1998]

We completed the process of identifying shear-wave splitting in the Geyser area. A total of 2700 observations were recorded with about 1700 observations from the 1988 data and about 1000 observations from 1994. Fast polarization direction map in Figure 1 shows that most of the stations in the Geyser area display consistent direction throughout the main field, between 0{degree} azimuth to 40{degree} azimuth. Some exemptions to the consistent crack alignment (fast polarization direction) can be seen in stations 9 and station 3, and also in stations 13 and 14 outside the field. Since the stations are in boreholes it is possible that some of the station orientations, calculated using P-wave arrivals from located events, are erroneous. If we treat measurements of polarization direction as a statistical process, same as deep of layer measurement, we can say that in the small area of the station we have aligned cracks. Figures 2 and 3 show results of the crack density inversion assuming regional crack azimuth of 20{degree}. Almost 2400 raypaths were used to perform this tomographic inversion. There is weak dependency of the results on the regional crack direction, but the main areas of high and low crack density are the same. …
