Construction integrity assessment report (ETN-98-0005) S-Farm overground transfer (OGT) system valve pit 241-S-B to valve pit 241-S-D

The S-Farm overground transfer (OGT) line will bypass the existing line(s), between valve pits 241-S-B and 241-S-D that no longer meet system requirements. The new OGT line will provide a waste transfer pipeline between these valve pits in support of saltwell pumping activities. The length of the OGT line is approximately 180 ft from pit to pit. The primary pipe is nominal 1-in. diameter stainless steel (SST) braided Ethylene-propylene Diene Monomer (EPDM) hose. The encasement pipe is a nominal 3-in., flanged, SST pipe made up of several different length pipe spool pieces (drawing H-2-829564, sh. 1 and sh. 2). The OGT line slopes from valve pit 241-S-B toward valve pit 241-S-D. At each end, the primary and encasement pipe connect to a pit entry spool piece. The pit entry spool pieces are constructed of prefabricated SST materials. These spool pieces allow for the separation of the primary and encasement pipelines after the pipes have entered the valve pits (drawing H-2-818280, sh. 2). The pit entry spool pieces also allow for leak detection of the encasement pipe at each end (drawing H-2-829564, sh. 2). This Corrective Action Decision Document (CADD) has been prepared for Corrective Action Unit (CAU) 486, Double Tracks Radiological Safety (RADSAFE) Area (DTRSA) in accordance with the Federal Facility Agreement and Consent Order (FFACO) of 1996 that was agreed to by the U.S. Department of Energy, Nevada Operations Office (DOE/NV); the Nevada Division of Environmental Protection (NDEP); and the U.S Department of Defense (FFACO, 1996). The CADD provides or references the specific information necessary to recommend a preferred corrective action for the single Corrective Action Site (CAS), 71-23-001-71DT, within CAU 486. Corrective Action Unit 486 is located on the Nellis Air Force Range 71 North, west of the Tonopah Test Range (TTR), Nevada. The TTR, located in the Nellis Air Force Range, is approximately 140 miles (mi) northwest of Las Vegas, Nevada (Figure 1-1). The DTRSA is located on the west side of the Cactus Range approximately 5 mi southwest of the Cactus Spring gate at the intersection of the Cactus Spring Road and the Double Tracks Control Point Road (Figure 1-2).

The Corrective Action Investigation Plan for Corrective Action Unit 263, the Area 25 Building 4839 Leachfield, has been developed in accordance with the Federal Facility Agreement and Consent Order that was agreed to by the US Department of Energy, Nevada Operations Office; the Nevada Division of Environmental Protection; and the US Department of Defense. Corrective Action Unit 263 is comprised of the Corrective Action Site 25-05-04 sanitary leachfield and associated collection system. This Corrective Action Investigation Plan is used in combination with the Work Plan for Leachfield Corrective Action Units: Nevada Test Site and Tonopah Test Range, Nevada (DOE/NV, 1998d). The Leachfield Work Plan was developed to streamline investigations at Leachfield Corrective Action Units by incorporating management, technical, quality assurance, health and safety, public involvement, field sampling, and waste management information common to a set of Corrective Action Units with similar site histories and characteristics into a single document that can be referenced. This Corrective Action Investigation Plan provides investigative details specific to Corrective Action Unit 263. Corrective Action Unit 263 is located southwest of Building 4839, in the Central Propellant Storage Area. Coupled Simulations of Mechanical Deformation and Microstructural Evolution Using Polycrystal Plasticity and Monte Carlo Potts Models

The microstructural evolution of heavily deformed polycrystalline Cu is simulated by coupling a constitutive model for polycrystal plasticity with the Monte Carlo Potts model for grain growth. The effects of deformation on boundary topology and grain growth kinetics are presented. Heavy deformation leads to dramatic strain-induced boundary migration and subsequent grain fragmentation. Grain growth is accelerated in heavily deformed microstructures. The implications of these results for the thermomechanical fatigue failure of eutectic solder joints are discussed.

Cryogenic System for a High Temperature Superconducting Power Transmission Cable

High-temperature superconducting (HTS) cable systems for power transmission are under development that will use pressurized liquid nitrogen to provide cooling of the cable and termination hardware. Southwire Company and Oak Ridge National Laboratory have been operating a prototype HTS cable system that contains many of the typical components needed for a commercial power transmission application. It is being used to conduct research in the development of components and systems for eventual commercial deployment. The cryogenic system was built by Air Products and Chemicals, Allentown, Pennsylvania, and can circulate up to 0.35 kg/s of liquid nitrogen at temperatures as low as 67 K at pressures of 1 to 10 bars. Sufficient cooling is provided for testing a 5-m-long HTS transmission cable system that includes the terminations required for room temperature electrical connections. Testing of the 5-m HTS transmission cable has been conducted at the design ac conditions of 1250 A and 7.5 kV line to ground. This paper contains a description of the essential features of the HTS cable cryogenic system and performance results obtained during operation of the system. The salient features of the operation that are important in large commercial HTS cable applications will be discussed.

CSER-98-009: antech neutron multiplicity counter for nondestructive analysis

The ANTECH neutron multiplicity counter is a portable nondestructive assay (NDA) instrument which measures plutonium content by counting fission neutrons in the presence of (a,n) neutrons. Neutrons from the (a,n) process are discriminated against through the use of coincidence counting. The instrument will be used for the purpose of determining inventory of plutonium in the Plutonium Finishing Plant (PFP). The portability of the instrument will facilitate this task by minimizing the necessity of transporting fissile material. The use of the Antech counter is approved based on the inherent safety of the containers to be assayed in that an acceptable margin of subcriticality has been demonstrated for all normal and credible abnormal conditions in accordance with HNF-PRO-537 (F, 1997). A summary of the results of the abnormal conditions are tabulated in Table 2. For foreseeable contingencies, the calculated k{sub eff}s are less than 0.95 after taking into account the calculational bias and statistical uncertainty equal to or larger than the 95% confidence level. Decomposition mechanism in supercooled liquid alloys.

The authors performed small-angle neutron scattering experiments on the bulk amorphous alloy Zr{sub 41.2}Ti{sub 13.8}Cu{sub 12.5}Ni{sub 10}Be{sub 22.5} (Vit1{reg_sign}) and on further alloys, where the ZrTi and CuBe content have been changed, following the tie-line in the direction of Zr{sub 46.8}Ti{sub 8.2}Cu{sub 7.5}Ni{sub 10}Be{sub 27.5} (Vit4{reg_sign}). The SANS data of the samples, preannealed at temperatures between 330 C and 390 C, show interference peaks giving evidence for spatially correlated arrangements of inhomogeneities. The Q values of the interference peaks, Q{sub max}, decrease with increasing annealing temperature T{sub a} and, at a given annealing temperature, with composition following the tie-line from Vit1 to Vit4. They find that, in two distinguished regimes, the data follow a relation 1/L{sup 2} {proportional_to} T{sub a} as predicted by Cahn's theory (L = 2{pi}/Q{sub max} is the wavelength of the decomposition), with a crossover at the glass transition temperature T{sub g} = 350 C. The authors explain the crossover by different diffusion mechanisms below and above T{sub g}.

Demonstration of High Current Density YBCO Coated Conductors on RE<sub>2</sub>O<sub>3</sub>-Buffered Ni Substrates with Two New Alternative Architectures

In continuation of our effort to develop single buffer layer architectures for YBCO (YBa<sub>2</sub>Cu<sub>3</sub>O<sub>7-<font face="symbol">g</font>) coated tape conductors, we have studied RE<sub>2</sub>O<sub>3</sub> (RE = Y, and rare earths) as candidate materials. Three types of crystal structures including the preferred cubic phase are known for the rare earth oxides. High quality simple cubic RE<sub>2</sub>O<sub>3</sub> buffer layers were grown epitaxiahy on {100}<001> textured Ni substrates using both reactive evaporation and sol-gel processing. Detailed X-ray studies have shown that the Y<sub>2</sub>O<sub>3</sub>, Eu<sub>2</sub>O<sub>3</sub>, Gd<sub>2</sub>O<sub>3</sub>, and Yb<sub>2</sub>O<sub>3</sub> were grown with a single epitaxial orientation. SEM micrographs indicated that both e-beam and sol-gel grown films were dense, continuous and crack free. High J<sub>c</sub> YBCO films were grown on RE<sub>2</sub>O<sub>3</sub>-buffered Ni substrates with sputtered cap layers. Two new alternative buffer layer architectures were developed. A high J<sub>c</sub> of 1.8 MA/cm<sup>2</sup> at 77 K and self-field was obtained on YBCO films with a layer sequence of YBCO (pulsed laser deposition)/Yb<sub>2</sub>O<sub>3</sub> (sputtered)/Y<sub>2</sub>O<sub>3</sub> (e-beam)/Ni. Also, a high J<sub>c</sub> of over 1 MA/cm<sup>2</sup> at 77 K and self-field was obtained on YBCO films with a layer sequence of YBCO (ex-situ BaF<sub>2</sub> process)/CeO<sub>2</sub> (sputtered)YSZ sputtered)/RE<sub>2</sub>O<sub>3</sub> (sol-gel or e-beam)Ni. The performance of sol-gel grown buffers approached the quality of e-beam grown buffers.
