This document reviews each system inside PRF to determine the operation and maintenance requirements necessary to maintain safe and predictable system performance for facility systems needed to remain operational while minimizing the maintenance and surveillance being performed. Also covered are the actions required to place PRF in a safe layup configuration while minimizing hazards and taking into account the need for reactivation of certain equipment when cleanup work commences in the future.

A model is developed herein for predicting the mechanical response of inelastic crystalline solids. Particular emphasis is given to the development of microstructural damage along grain boundaries, and the interaction of this damage with intragranular inelasticity caused by dislocation dissipation mechanisms. The model is developed within the concepts of continuum mechanics, with special emphasis on the development of internal boundaries in the continuum by utilizing a cohesive zone model based on fracture mechanics. In addition, the crystalline grains are assumed to be characterized by nonlinear viscoplastic mechanical material behavior in order to account for dislocation generation and migration. Due to the nonlinearities introduced by the crack growth and viscoplastic constitution, a numerical algorithm is utilized to solve representative problems. Implementation of the model to a finite element computational algorithm is therefore briefly described. Finally, sample calculations are presented for a polycrystalline titanium alloy with particular focus on effects of scale on the predicted response.

“Secret” or “closed door” sessions of the House of Representatives and Senate are held periodically to discuss business, including impeachment deliberations, deemed to require confidentiality and secrecy. Authority for the two chambers to hold these sessions is implied by Article I, section 5, of the Constitution. Both the House and the Senate have supplemented this clause through rules and precedents.

The intent of this internal memo is to provide a recommendation for the transfer of tank 241-C-106 waste, Attachment 2, to tank 241-AY-102. This internal memo also identifies additional requirements which have been deemed necessary for safely receiving and storing the waste documented in Attachment 2 from tank 241-C-106 in tank 241-AY-102. This waste transfer is planned in support of tank 241-C-106 solids sluicing activities. Approximately 200,000 gallons of waste and flush water are expected to be pumped from tank 241-C-106 into tank 241-AY-102. Several transfers will be necessary to complete the sluicing of tank 241-C-106 solids. To assure ourselves that this waste transfer will not create any compatibility concerns, a waste compatibility assessment adhering to current waste compatibility requirements has been performed.

Synchrotron x-ray sources provide high-brilliance beams that can be focused to submicron sizes with Fresnel zone-plate and x-ray mirror optics. With these intense, tunable or broad-bandpass x-ray microbeams, it is now possible to study texture and strain distributions in surfaces, and in buried or encapsulated thin films. The full strain tensor and local texture can be determined by measuring the unit cell parameters of strained material. With monochromatic or tunable radiation, at least three independent reflections are needed to determine the orientation and unit cell parameters of an unknown crystal. With broad-bandpass or white radiation, at least four reflections and one measured energy are required to determine the orientation and the unit cell parameters of an unknown crystal. Routine measurement of local texture and strain is made possible by automatic indexing of the Laue reflections combined with precision calibration of the monochromator-focusing mirrors-CCD detector system. Methods used in implementing these techniques on the MHA-IT-CAT beam line at the Advanced Photon Source will be discussed.

The purpose of this document is to evaluate the concepts of Aging and Blending for waste sent to the Monitored Geologic Repository (MGR). These design features are based on pre-emplacement treatment of the waste stream. The envelope of the analysis has been performed under the direction of the License Application Design Selection Team (LADST), which advocated utilizing the Viability Assessment (VA) repository design (DOE 1998c) as the basis. Therefore, this evaluation attempts to modify the VA design only to the extent that Aging and Blending can be accomplished. This modified VA design will be contrasted to the VA Design and the difference in design, costs, and performance will be presented.

The measurements derived from samples taken during the processing of batches 19 through 30 at the Defense Waste Processing Facility (DWPF) affords an opportunity for review and comparisons. This report has looked at some of the statistics from these data. Only the data reported by the DWPF lab (that is, the data provided by the lab as representative of the samples taken) are available for this analysis. In some cases, the sample results reported may be a subset of the sample results generated by the analytical procedures. A thorough assessment of the DWPF lab's analytical procedures would require the complete set of data. Thus, the statistics reported here, specifically, as they relate to analytical uncertainties, are limited to the reported data for these samples, A fell for the consistency of the incoming slurry is the estimation of the components of variation for the Sludge Receipt and Adjustment Tank (SRAT) receipts. In general, for all of the vessels, the data from batches after 21 show smaller batch-to-batch variation than the data from all the batches. The relative contributions of batch-to-batch versus residual, which includes analytical, are presented in these analyses.

The fifth annual International Science Camp The Earth We Share 1998 (TEWS'98) was held at the Colorado School of Mines located in Goldez Colorado. TEWS98 was a four week residential program which focused on providing a meaningful science education experience while developing critical thinking skills. Thirty three students, three teachers, four college interns and the camp administrator lived and worked together while developing solutions to several worldwide problems. These problems are called the Discovery Topics and they are: (1) design the worlds perfect house; (2) how many people can the world hold; and (3) predict the hot stocks for the year 2030. The participants, both students and staff came from different countries all over the world The following countries were represented: The United Kingdom, Sierra Leone (West Africa), Ireland, USA Nigeria, West Indies and Barbados.

The Spent Nuclear Fuel (SNF) Project will transfer metallic SNF from the Hanford 105 K-East and 105 K-West Basins to safe interim storage in the Canister Storage Building in the 200 Area. The initial basis for design, fabrication, installation, and operation of the fuel removal systems was that the basin leak rates which could result from a postulated accident condition would not be excessive relative to reasonable recovery operations. However, an additional potential K Basin water leak path is through the K Basin drain valves. Three twelve-inch drain valves are located in the main basin bays along the north wall. The sumps containing the valves are filled with concrete which covers the drain valve body. Visual observations suggest that only the valve's bonnet and stem are exposed above the basin concrete floor. It was recognized, however, that damage of the drain valve bonnet or stem during a seismic initiating event could provide a potential K Basin water leak path. The objectives of this activity are to: (1) evaluate the risk of damaging the three twelve-inch drain valves located along the north wall of the main basin from a seismic initiating event, and (2) determine the associated potential leak rate from …

Selective dissemination of information (SDI) services, also referred to as current awareness searches, are usually provided by periodically running computer programs (personal profiles) against a cumulative database or databases. This concept of pushing relevant content to users has long been integral to librarianship. Librarians traditionally turned to information companies to implement these searches for their users in business, academia, and the science community. This paper describes how a push technology was implemented on a large scale for scientists and engineers at Argonne National Laboratory, explains some of the challenges to designers/maintainers, and identifies the positive effects that SDI seems to be having on users. Argonne purchases the Institute for Scientific Information (ISI) Current Contents data (all subject areas except Humanities), and scientists no longer need to turn to outside companies for reliable SDI service. Argonne's database and its customized services are known as ACCESS (Argonne-University of Chicago Current Contents Electronic Search Service).
