Russian Navy Fresh Fuel MPC and A Training

The goal of the Russian Navy Fuels Program is to incorporate nuclear fuel that is in the custody of the Russian Navy into a materials protection, control and accounting program. In addition to applying MPC and A upgrades to existing facilities, a program is underway to train site personnel in MPC and A activities. The goal is to assure that the upgraded facilities are managed, operated and maintained in an effective, sustainable manner. Training includes both the conceptual and necessary operational aspects of the systems and equipment. The project began with a Needs Assessment to identify priorities and objectives of required training. This led to the creation of a series of classes developed by Kurchatov Institute. One course was developed to allow attendees to get a general understanding of goals and objectives of nuclear MPC and A systems in the context of the Russian Navy. A follow-on course provided the detailed skills necessary for the performance of specialized duties. Parallel sessions with hands-on exercises provided the specific training needed for different personnel requirements. The courses were presented at KI facilities in Moscow. This paper reviews the work to date and future plans for this program.

Depth and Thermal Stability of Dry Etch Damage in GaN Schottky Diodes

GaN Schottky diodes were exposed to N<sub>2</sub> or H<sub>2</sub> Inductively Coupled Plasmas prior to deposition of the rectifying contact. Subsequent annealing, wet photochemical etching or (NH<sub>4</sub>)<sub>2</sub>S surface passivation treatments were examined for their effect on diode current- voltage characteristics. We found that either annealing at 750 &deg;C under N<sub>2</sub>, or removal of ~500-600 &Aring; of the surface essentially restored the initial I-V characteristics. There was no measurable improvement in the plasma-exposed diode behavior with (NH<sub>4</sub>)<sub>2</sub>S treatments.

MGR External Events Hazards Analysis (open access)

MGR External Events Hazards Analysis

The purpose and objective of this analysis is to apply an external events Hazards Analysis (HA) to the License Application Design Selection Enhanced Design Alternative 11 [(LADS EDA II design (Reference 8.32))]. The output of the HA is called a Hazards List (HL). This analysis supersedes the external hazards portion of Rev. 00 of the PHA (Reference 8.1). The PHA for internal events will also be updated to the LADS EDA II design but under a separate analysis. Like the PHA methodology, the HA methodology provides a systematic method to identify potential hazards during the 100-year Monitored Geologic Repository (MGR) operating period updated to reflect the EDA II design. The resulting events on the HL are candidates that may have potential radiological consequences as determined during Design Basis Events (DBEs) analyses. Therefore, the HL that results from this analysis will undergo further screening and analysis based on the criteria that apply during the performance of DBE analyses.

Surface-Sensitive, Element-Specific Magnetometry with X-Ray Linear Dichroism

Here it is shown that the magnetic linear dichroism in x-ray photoemission (XMLD) signal can be used to measure the element specific magnetic moments in ultra thin alloy films. Comparison with recent SQUID data provides a quantitative check that demonstrates that the total magnetization derived from summing the constituent elemental moments is correct.

Federal facilities compliance act waste management

Site Treatment Plans (STPs) developed through the Federal Facilities Compliance Act pose many technical and administrative challenges. Legacy wastes managed under these plans require Land Disposal Restriction (LDR) compliance through treatment and ultimate disposal. Although capacity has been defined for most of the Department of Energy wastes, many waste streams require further characterization and many need additional treatment and handling beyond LDR criteria to be able to dispose of the waste. At Lawrence Livermore National Laboratory (LLNL), the Hazardous Waste Management Division has developed a comprehensive Legacy Waste Program. The program directs work to manage low level and mixed wastes to ensure compliance with nuclear facility rules and its STP. This paper provides a survey of work conducted on these wastes at LLNL. They include commercial waste treatment and disposal, diverse forms of characterization, inventory maintenance and reporting, on-site treatment, and treatability studies. These activities are conducted in an integrated fashion to meet schedules defined in the STP. The processes managing wastes are dynamic due to required integration of administrative, regulatory, and technical concerns spanning the gamut to insure safe proper disposal.

Hydropower Resource Assessment Modeling Results (open access)

Hydropower Resource Assessment Modeling Results

The U.S. Department of Energy�s Hydropower Program developed the Hydropower Evaluation Software to model the undeveloped hydropower resources in the United States based on environmental, legal, and institutional constraints. This Hydropower Resource Assessment effort has identified 5,677 sites that have an undeveloped total capacity of about 30,000 megawatts. The Hydropower Evaluation Software uses the Federal Energy Regulatory Commission�s Hydroelectric Power Resource Assessment database to identify sites with undeveloped hydropower capacity and the estimated megawatts of undeveloped capacity at each site. The software integrates this information with environmental values from the National Park Service�s National Rivers Inventory database. Other constraints to development that are modeled include Federal and state legislative protection for river segments that have been identified as being wild and scenic river segments. River segments containing threatened and/or endangered wildlife and fish are also modeled for their influence on hydropower development. The amount that each attribute affects the likelihood of development is dependent on the prior development of a site.

Slim Holes for Small Power Plants

Geothermal research study at Sandia National Laboratories has conducted a program in slimhole drilling research since 1992. Although our original interest focused on slim holes as an exploration method, it has also become apparent that they have substantial potential for driving small-scale, off-grid power plants. This paper summarizes Sandia's slim-hole research program, describes technology used in a ''typical'' slimhole drilling project, presents an evaluation of using slim holes for small power plants, and lists some of the research topics that deserve further investigation.

Impact of Aluminum on Anticipated Corrosion in a Flooded SNF Multi Canister Overpack (MCO)

Corrosion reactions in a flooded MCO are examined to determine the impact of aluminum corrosion products (from aluminum basket grids and spacers) on bound water estimates and subsequent fuel/environment reactions during storage. The mass and impact of corrosion products were determined to be insignificant, validating the choice of aluminum as an MCO component and confirming expectations that no changes to the Technical Databook or particulate mass or water content are necessary.

The postgenomic era is arriving faster than anyone had imagined-- sometime during 2000 we'll have a large fraction of the human genome sequence. Heretofore, our understanding of function has come from non-industrial experiments whose conclusions were largely framed in human language. The advent of large amounts of sequence data, and of "functional genomic" data types such as mRNA expression data, have changed this picture. These data share the feature that individual observations and measurements are typically relatively low value adding. Such data is now being generated so rapidly that the amount of information contained in it will surpass the amount of biological information collected by traditional means. It is tantalizing to envision using genomic information to create a quantitative biology with a very strong data component. Unfortunately, we are very early in our understanding of how to "compute on" genomic information so as to extract biological knowledge from it. In fact, some current efforts to come to grips with genomic information often resemble a computer savvy library science, where the most important issues concern categories, classification schemes, and information retrieval. When exploring new libraries, a measure of cataloging and inventory is surely inevitable. However, at some point we will need …

Nova Experiments Examining Raleigh-Taylor Instability in Materials with Strength

Material strength can affect the growth of the Rayleigh-Taylor instability in solid materials, where growth occurs through plastic flow. In order to study this effect at megabar pressures, we have shocked metal foils using hohlraum x-ray drive on Nova, and observed the growth of pre-imposed modulations with x-ray radiography. Previous experiments employing Cu foils did not conclusively show strength effects for resolvable wavelengths. Therefore, we have redesigned the experiment to use aluminum foils. As aluminum has higher specific strength at pressures {approx}1 Mbar, the new design is predicted to show growth reduction due to strength of at least a factor of two for some wavelengths in the observable range of 10 - 50 {micro}m. We have also modified the drive history to extend the interval of uniform acceleration and to reduce the risk of melting the foils with coalesced shocks. The design changes, as well as Nova operational constraints, limit peak pressures to 1-1.5 Mbar. Foil surface motion has been measured with high sensitivity by laser interferometry to look for thermal expansion due to preheat. We have continued to pursue dynamic x-ray diffraction as the most definitive measurement of crystal state.

It supports the processes required to drain the water and dry the spent nuclear fuel contained in the multi-canister overpacks after they have been removed from the K-Basins. The cranes will also be used to assist maintenance activities within the bays, as required.

Routine engineering support is required during normal operation of the core sampler trucks and associated ancillary equipment. This engineering support consists of, but is not limited to, troubleshooting operation problems, correcting minor design problems, assistance with work package preparation, assistance with procurement, fabrication shop support, planning of engineering tasks and preparation of associated Engineering Task Plans (ETP) and Engineering Service Requests (ESR). This ETP is the management plan document for implementing routine engineering support. Any additional changes to the scope of this ETP shall require a Letter of Instruction from Lockheed Martin Hanford Corp (LMHC). This document will also be the Work Planning Document for Development Control (HNF 1999a). The scope of this task will be to provide routine engineering support for Characterization equipment as required to support Characterization Operations. A task by task decision will be made by management to determine which tasks will be done per this ETP and if additional ETPs and/or ESRs are required. Due to the unique nature of this task, the only identifiable deliverable is to provide support as requested. Deliverables will be recorded in a task logbook as activities are identified.
