Cluster Analysis for CTBT Seismic Event Monitoring

Mines at regional distances are expected to be continuing sources of small, ambiguous events which must be correctly identified as part of the Comprehensive Nuclear-Test-Ban Treaty (CTBT) monitoring process. Many of these events are small enough that they are only seen by one or two stations, so locating them by traditional methods maybe impossible or at best leads to poorly resolved parameters. To further complicate matters, these events have parametric characteristics (explosive sources, shallow depths) which make them difficult to identify as definite non-nuclear events using traditional discrimination methods. Fortunately, explosions from the same mines tend to have similar waveforms, making it possible to identify an unknown event by comparison with characteristic archived events that have been associated with specific mines. In this study we examine the use of hierarchical cluster methods to identify groups of similar events. These methods produce dendrograms, which are tree-like structures showing the relationships between entities. Hierarchical methods are well-suited to use for event clustering because they are well documented, easy to implement, computationally cheap enough to run multiple times for a given data set, and because these methods produce results which can be readily interpreted. Cobalt source calibration

The data obtained from these tests determine the dose rate of the two cobalt sources in SRTC. Building 774-A houses one of these sources while the other resides in room C-067 of Building 773-A. The data from this experiment shows the following: (1) The dose rate of the No.2 cobalt source in Building 774-A measured 1.073 x 10{sup 5} rad/h (June 17, 1999). The dose rate of the Shepherd Model 109 Gamma cobalt source in Building 773-A measured 9.27 x 10{sup 5} rad/h (June 25, 1999). These rates come from placing the graduated cylinder containing the dosimeter solution in the center of the irradiation chamber. (2) Two calibration tests in the 774-A source placed the graduated cylinder with the dosimeter solution approximately 1.5 inches off center in the axial direction. This movement of the sample reduced the measured dose rate 0.92% from 1.083 x 10{sup 5} rad/h to 1.073 x 10{sup 5} rad/h. and (3) A similar test in the cobalt source in 773-A placed the graduated cylinder approximately 2.0 inches off center in the axial direction. This change in position reduced the measured dose rate by 10.34% from 1.036 x 10{sup 6} to 9.27 x 10{sup 5}. This testing …

Commercial Clinical Application of Boron Neutron Capture Therapy

CRADA No. 95-CR-09 among the LITCO--now Bechtel BWXT Idaho, LLC; a private company, Neutron Therapies Limited Liability Company, NTL formerly Ionix Corporation; and Washington State University was established in 1996 to further the development of BNCT. NTL has established a laboratory for the synthesis, under US FDA approved current Good Manufacturing Practices (cGMP) guidelines, of key boron intermediates and final boron agents for BNCT. The company has focused initially on the development of the compound GB-10 (Na{sub 2}B{sub 10}H{sub 10}) as the first boron agent of interest. An Investigational New Drug (IND) application for GB-10 has been filed and approved by the FDA for a Phase I human biodistribution trial in patients with non-small cell lung cancer and glioblastoma multiforme at UW under the direction of Professor Keith Stelzer, Principal Investigator (PI). These trials are funded by NTL under a contract with the UW, Department of Radiation Oncology, and the initial phases are nearing completion. Initial results show that boron-10 concentrations on the order of 100 micrograms per gram (100 ppm) can be achieved and maintained in blood with no indication of toxicity.

A Comparison of Spectroscopic Measurements of an Inductive Plasma Source with the INDUCT Model

Noninvasive spectroscopic measurements of an inductively driven hydrogen plasma source with density and temperature characteristic of plasma processing tools have been made with an ultimate application of cleaning of silicon substrates. These measurements allow full radial and axial profiles of electron density and temperature to be measured from absolutely calibrated multichannel spectroscopic measurements of upper state number densities and a collisional radiative model. Profiles were obtained over a range of powers from 50 to 200 W and pressures from 5 to 50 mTorr in hydrogen in a small cylindrical source. The hydrogen working gas and simple cylindrical geometry was chosen to simplify detailed comparisons with a 2D computational model (INDUCT95) which uses a fluid approximation for tbc plasma and neutral gas. The code calculates the inductive coupling of the 13.56 MHz RF source, the collisional, radiative, and wall losses as well as a chemistry model for electrons, H{sub 2}, H, H{sup +}, H{sub 2}, and H{sub 3}{sup +}. Simulation results were sensitive to the value for the wall coefficient. The total cross section at {radical}s = 1.8 TeV has been measured by three groups (CDF, E710, and E811). We think that CDF should quote results based only on our own measurement. We also indicate how to compare cross sections measured by both CDF and D0.

Composite electrodes for lithium batteries.

The stability of composite positive and negative electrodes for rechargeable lithium batteries is discussed. Positive electrodes with spinel-type structures that are derived from orthorhombic-LiMnO{sub 2} and layered-MnO{sub 2} are significantly more stable than standard spinel Li[Mn{sub 2}]O{sub 4} electrodes when cycled electrochemically over both the 4-V and 3-V plateaus in lithium cells. Transmission electron microscope data of cycled electrodes have indicated that a composite domain structure accounts for this greater electrochemical stability. The performance of composite Cu{sub x}Sn materials as alternative negative electrodes to amorphous SnO{sub x} electrodes for lithium-ion batteries is discussed in terms of the importance of the concentration of the electrochemically inactive copper component in the electrode.

Compression of Complex-Valued SAR Imagery

Synthetic Aperture Radars are coherent imaging systems that produce complex-valued images of the ground. Because modern systems can generate large amounts of data, there is substantial interest in applying image compression techniques to these products. In this paper, we examine the properties of complex-valued SAR images relevant to the task of data compression. We advocate the use of transform-based compression methods but employ radically different quantization strategies than those commonly used for incoherent optical images. The theory, methodology, and examples are presented.

This report describes the annual appropriations cycle from the President’s submission of his annual budget through enactment of the appropriations measures. It describes the three types of appropriations measures—regular appropriations bills, continuing resolutions, and supplemental bills. It explains the spending ceilings for appropriations bills that are associated with the budget resolution and the sequestration process, including a description of the mechanisms used to enforce the ceilings. It also explains the authorization appropriations process, which prohibits certain provisions in some of the appropriations bills.

Continuous, automated manufacturing of string ribbon Si PV modules. PVMaT Phase 5A2 Subcontract: First Annual Report, 21 May 1998--20 May 1999

This report describes the first year of a 3-year PVMaT Phase 5A2 program. Evergreen Solar will soon be expanding into a multi-megawatt facility and the PVMaT work will be used to further the objective of a high-throughput automated production line in every aspect of PV module making from producing silicon ribbon to making a finished module. The project has four task areas for this first year: crystal growth; cell manufacturing; modules; and factory layout and automation. The vast majority of the work this first year has been in the crystal growth and cell manufacturing areas. Evergreen Solar has its own unique technology in each of these areas. In crystal growth, a key goal of this PVMaT project has been developing and deploying an improved string material. The high-temperature string materials are used to stabilize the edges of the growing silicon ribbon in the String Ribbon silicon sheet growth. The result has been one of the major successes of this first year. Significant cost reductions and yield improvements have emerged from this improved string material. In addition, some of the groundwork for automation of the String Ribbon crystal growth process has been laid and shows much promise. A method for controlling …
