U.S. Department of Energy fiscal year 1998 accountability report

This report, the Department of Energy`s first Accountability Report, is part of an effort to better measure how the Department of Energy is serving the American taxpayers; the results achieved; and the cost-effectiveness of the work. By integrating the Department`s FY 1998 performance results, financial status, and management controls, this report is a useful tool and provides a status report on the Department`s performance in FY 1998. It presents a clearer picture of the return on the investment of the resources entrusted to this agency. After thorough review by the Office of the Inspector General, with one exception, the financial statements have been found to present fairly the financial position of the Department in conformity with Federal accounting standards. Overall, the Department has reasonable assurance that DOE has management controls in place to ensure that operational activities are efficient and effective and comply with the law. Ten challenges where management controls can be strengthened have been identified.

The Portsmouth Gaseous Diffusion Plant (PORTS) is one of two U.S. Department of Energy (DOE)-owned contractor-managed uranium enrichment facilities operating in the United States. Responsibility for implementing environmental compliance at PORTS is split between DOE, as site owner, and the United States Enrichment Corporation (USEC), a corporation formed by the Energy Policy Act of 1992 to operate the nation's uranium enrichment business. The uranium enrichment production and operations facilities at the site are leased to USEC. Martin Marietta Energy Systems and Lockheed Martin Energy Systems were the management contractors for DOE from November 1986 through March 1998. On April 1, 1998, Bechtel Jacobs Company LLC assumed responsibility as the management contractor for DOE. Bechtel Jacobs Company is responsible for environmental restoration, waste management, removal of highly enriched uranium, and operation of nonleased facilities (facilities that are not leased to USEC) at PORTS. This report does not cover USEC operations at PORTS.

UTILIZATION OF LOW NOx COAL COMBUSTION BY-PRODUCTS

The project has switched focus this quarter from pilot plant operations to product testing. Last quarter extensive pilot plant work had occurred and testing objectives had been met. Also last quarter technology demonstrations were also performed for Potomac Electric Power, Virginia Power, and Wisconsin Electric. We had reported that groundbreaking for the PEPCo fly ash treatment facility was to begin in August. Recent conversations with the technology's licensee, Mineral Resource Technology, have resulted in changes. Long term contract negotiations between MRT and Potomac Electric Power have caused delays. Most recent estimates are that contract negotiations should be finished in August, detailed engineering is to begin in September, and groundbreaking to begin in early Spring. The commercialization of the technology is going forward, just not as fast as we or MRT had anticipated. As this is being written we have received inquiries from Plastics Technology Magazine about fly ash utilization in plastics. We are anticipating working with one of their editors to provide an upcoming article.

UTSI/CFFF MHD PROGRAM COMPLETION AND RELATED ACTIVITY

Maintenance of the DOE CFFF facility was suspended, due to a stop work order issued in September 1998. Property accounting actions were continued on a minimum basis with university funding. No work was done on the environmental management and environmental restoration for the facility. Continued progress is reported on the five (5) high temperature superconductivity projects under Task 6. A cooperative group has been formed to facilitate the development of chemical processes for the manufacture of HTS superconductor wire. The group includes EURUS Technologies, Incorporated, Sandia National Laboratory, Clemson University, University of Houston and the National Magnet Laboratory. The ac loss project continues laboratory work in an effort to determine the optimum configuration for multiple conductor cables to minimize the ac loss. The cost/performance analysis concentrated on addressing comments on the draft Topical Report on the life cycle cost analysis of coated conductor manufacture by electron beam and PLD. Work on diagnostics for real time process control reported includes surface smoothness measurement by scatterometry, Raman scattering for real time determination of crystalline structure and oxygen content and atomic absorption measurements for control of stoichiometry in MOCVD deposition of YBCO.

Vitrification of ion exchange materials. Innovative technology summary report

Ion exchange is a process that safely and efficiently removes radionuclides from tank waste. Cesium and strontium account for a large portion of the radioactivity in waste streams from US Department of Energy (DOE) weapons production. Crystalline silicotitanate (CST) is an inorganic sorbent that strongly binds cesium, strontium, and several other radionuclides. Developed jointly by Sandia National Laboratory and Texas A and M University, CST was commercialized through a cooperative research and development agreement with an industrial partner. Both an engineered (mesh pellets) and powdered forms are commercially available. Cesium removal is a baseline in HLW treatment processing. CST is very effective at removing cesium from HLW streams and is being considered for adoption at several sites. However, CST is nonregenerable, and it presents a significant secondary waste problem. Treatment options include vitrification of the CST, vitrification of the CST coupled with HLW, direct disposal, and low-temperature processes such as grouting. The work presented in this report demonstrates that it is effective to immobilize CST using a baseline technology such as vitrification. Vitrification produces a durable waste form. Voluntary reporting of greenhouse gases 1997

The Voluntary Reporting of Greenhouse Gases Program, required by Section 1605(b) of the Energy Policy Act of 1992, records the results of voluntary measures to reduce, avoid, or sequester greenhouse gas emissions. In 1998, 156 US companies and other organizations reported to the Energy information Administration that, during 1997, they had achieved greenhouse gas emission reductions and carbon sequestration equivalent to 166 million tons of carbon dioxide, or about 2.5% of total US emissions for the year. For the 1,229 emission reduction projects reported, reductions usually were measured by comparing an estimate of actual emissions with an estimate of what emissions would have been had the project not been implemented.

This report summarizes the Department of Energy Voluntary Protection Program (DOE-VPP) Review Team`s findings from the five-day onsite evaluation of Wackenhut Services, Inc. (WSI) at Savannah River Site (SRS), conducted August 10-14, 1998. The site was evaluated against the program requirements contained in US Department of Energy Voluntary Protection Program, Part 1: Program Elements to determine its success in implementing the five DOE-VPP tenets. The Team determined that WSI has met in varying degrees, all the tenets of the DOE-VPP. In every case, WSI programs and procedures exceed the level or degree necessary for compliance with existing standards, DOE Orders, and guidelines. In addition, WSI has systematically integrated their occupational safety and health (OSH) program into management and work practices at all levels. WSI`s efforts toward implementing the five major DOE-VPP tenets are summarized.

This report represents a single, comprehensive source of off-site and on-site environmental monitoring data collected during 1998 by environmental monitoring personnel for the West Valley Demonstration Project (WVDP), West Valley, New York. The data collected provide an historical record of radionuclide and radiation levels from natural and manmade sources in the survey area and document the quality of the groundwater on and around the WVDP and the quality of the air and water discharged by the WVDP.

This report summarizes the Department of Energy Voluntary Protection Program (DOE-VPP) Initial and Update Review Teams` findings from the onsite evaluations of the Westinghouse Savannah River Site (SRS), conducted February 24--March 7, 1997, and June 15-19, 1998. The site was evaluated against the program requirements contained in US Department of Energy Voluntary Protection Program, Part 1: Program Elements to determine its success in implementing the five tenets of DOE-VPP. The Initial Review Team concluded that WSRC met or surpassed all DOE-VPP requirements, with the exception of 12 minor findings and 5 recommendations. WSRC was asked to resolve the findings within 90 days. During a follow-up visit in January 1996, representatives of the Team verified that all 90-day actions were completed. The Update Team detected though that the program did not demonstrate thorough and meaningful employee involvement. The ability to attain and sustain VPP-level performance on employee involvement is a significant challenge. Large companies with multiple layers of management and geographically disperse personnel have particular difficulty.
