Aqueous radioactive wastes from Savannah River Site separations processes are contained in large underground carbon steel tanks. Inspections made during 1998 to evaluate these vessels and auxiliary appurtenances, along with evaluations based on data accrued by inspections performed since the tanks were constructed, are the subject of this report.

Appropriations are one part of a complex federal budget process that includes budget resolutions, appropriations (regular, supplemental, and continuing) bills, rescissions, and budget reconciliation bills. This report is a guide to one of the 13 regular appropriations bills that Congress passes each year. It is designed to supplement the information provided by the House and Senate Defense Appropriations Subcommittees.

Major accomplishments of the previous year include: (1) an evaluation of the potential for n-type doping of a-SiS{sub x}:H and a-SiSe{sub x}:H alloys, (2) an investigation of the optically induced metastabilities in a-SiS{sub x}:H and a-SiSe{sub x}:H alloys with regard to their potential use in photovoltaic applications, and (3) a more detailed understanding of the kinetics of light-induced electron spin resonance (ESR) due to carriers trapped in localized band-tail states in a-Si:H. Also of importance are preliminary measurements of the defects and metastabilities in hot-wire samples of a-Si:H and in samples of a-Si:H made under strong hydrogen dilution. The preliminary measurements on hydrogen dilution suggest that the production of neutral silicon dangling bonds is not suppressed from the standard material even though there appears to be an improvement in the stability of cells made using the hydrogen-dilution process. The new three-chamber, load-locked plasma-enhanced chemical vapor deposition system is functioning and producing intrinsic and doped films of a-Si:H. Plans for the next year include the production of high quality devices using this new deposition system.

The composition of various K Basins sludge is evaluated for its toxicological and radiological impacts downwind from accidents. It is shown that the radiological risk evaluation guidelines are always more limiting than the toxicological risk evaluation guidelines.

The purpose of this document is to compile supporting documentation for the Integrity Assessment Report (HNF 4589) for Tanks 101 and 102 in the 2194 Facility. This approach minimizes the size of the Integrity Assessment Report (IAR) (HNF-4589) and still provide a path to detailed information. This IAR addresses the evaluation of Tanks 101 and 102 and other existing components located in the 219-5 Waste Handling Facility.

The goals of Phase II of the Non Rad Toxics Project were: (1) To identify and quantify the major chemicals comprising smoke from smoldering plastics most prevalent in the LLNL designed weapons as well as materials unique to LANL designed weapons and SANDIA parts found in the LLNL and LANL weapons; and (2) To perform toxic assessment of the identified chemicals using existing literature information or TOPKAT, a computer program designed for toxic assessment of organic and certain organo-metallic compounds. This project was in support of the ARG Program needs No.15, Table XI, Accident Response Group.

(WMH), that implements the requirements of the Project Hanford Management Contract (PHMC), HNF-MP-599, Project Hanford Quality Assurance Program Description (QAPD) document, and the Hanford Federal Facility Agreement with Consent Order (Tri-Party Agreement), Sections 6.5 and 7.8. This document provides the technical basis for use of remote reading capabilities with radiological control instruments at River Protection Project facilities. The purpose of this document is to evaluate applications of remote reading capabilities with Radiological Control instrumentation to allow continuous monitoring of radiation dose rates at River Protection Project (RPP) facilities. In addition this document provides a technical basis and implementing guidelines for remote monitoring of dose rates and their potential contribution to maintaining radiation exposures ALARA.

The Department of Energy (DOE) has prepared an environmental assessment (EA) (DOE/EA-1285) for the proposed repair of the Pond B dam at the Savannah River Site (SRS), located near Aiken, South Carolina. Based on the analyses in the EA, DOE has determined that the proposed action is not a major Federal action significantly affecting the quality of the human environment within the meaning of the National Environmental Policy Act of 1969 (NEPA). Therefore, the preparation of an environmental impact statement (EIS) is not required, and DOE is issuing this Finding of No Significant Impact (FONSI) and Floodplain Statement of Findings.

This document provides a Computer Software Documentation for a new Honeywell Modular Automation System (MAS) being installed in the Plutonium Finishing Plant (PFP). This system will be used to control new thermal stabilization furnaces in HA-211 and vertical denitration calciner in HC-230C-2.

Impacts due to nearby installations and operations were determined in the Preliminary MGDS Hazards Analysis (CRWMS M&O 1996) to be potentially applicable to the proposed repository at Yucca Mountain. This determination was conservatively based on limited knowledge of the potential activities ongoing on or off the Nevada Test Site (NTS). It is intended that the Industrial/Military Activity-Initiated Accident Screening Analysis provided herein will meet the requirements of the ''Standard Review Plan for the Review of Safety Analysis Reports for Nuclear Power Plants'' (NRC 1987) in establishing whether this external event can be screened from further consideration or must be included as a design basis event (DBE) in the development of accident scenarios for the Monitored Geologic Repository (MGR). This analysis only considers issues related to preclosure radiological safety. Issues important to waste isolation as related to impact from nearby installations will be covered in the MGR performance assessment.
