Fabrication of high-density cantilever arrays and through-wafer interconnects
Processes to fabricate dense, dry released microstructures with electrical connections on the opposite side of the wafer are described. A 10 x 10 array of silicon and polysilicon cantilevers with high packing density (5 tips/mm<sup>2</sup>) and high uniformity (<10 µm length variation across the wafer) are demonstrated. The cantilever release process uses a deep SF<sub>6</sub>/C<sub>4</sub>F<sub>8</sub>, plasma etch followed by a HBr plasma etch to accurately release cantilevers. A process for fabricating electrical contacts through the backside of the wafer is also described. Electrodeposited resist, conformal CVD metal deposition and deep SF<sub>6</sub>/C<sub>4</sub>F<sub>8</sub> plasma etching are used to make 30 µm/side square vias each of which has a resistance of 50 m(omega).

Advanced Emissions Control Development Program
The objective of the Advanced Emissions Control Development Program (AECDP) is to develop practical, cost-effective strategies for reducing the emissions of air toxics from coal-fired boilers. Ideally, the project aim is to effectively control air toxic emissions through the use of conventional flue gas cleanup equipment such as electrostatic precipitators (ESPS), fabric filters (baghouse), and wet flue gas desulfurization. Development work to date has concentrated on the capture of mercury, other trace metals, fine particulate and hydrogen chloride. Following the construction and evaluation of a representative air toxics test facility in Phase I, Phase II focused on the evaluation of mercury and several other air toxics emissions. The AECDP is jointly funded by the United States Department of Energy's Federal Energy Technology Center (DOE), the Ohio Coal Development Office within the Ohio Department of Development (oCDO), and Babcock& Wilcox-a McDermott company (B&W).

MODELING FLOW AND TRANSPORT PATHWAYS TO THE POTENTIAL REPOSITORY HORIZON AT YUCCA MOUNTAIN
The isotopic ratios of {sup 36}Cl/Cl are used in conjunction with geologic interpretation and numerical modeling to evaluate flow and transport pathways, processes, and model parameters in the unsaturated zone at Yucca Mountain. By synthesizing geochemical and geologic data, the numerical model results provide insight into the validity of alternative hydrologic parameter sets, flow and transport processes in and away from fault zones, and the applicability of {sup 36}Cl/Cl. ratios for evaluating alternative conceptual models.

GEOTHERMAL HEAT PUMP GROUTING MATERIALS
The thermal conductivity of cementitious grouts has been investigated in order to determine suitability of these materials for grouting vertical boreholes used with geothermal heat pumps. The roles of mix variables such as water/cement ratio, sand/cement ratio and superplasticizer dosage were measured. The cement-sand grouts were also tested for rheological characteristics, bleeding, permeability, bond to HDPE pipe, shrinkage, coefficient of thermal expansion, exotherm, durability and environmental impact. This paper summarizes the thermal conductivity, permeability, bonding and exotherm data for selected cementitious grouts. The theoretical reduction in bore length that could be achieved with the BNL-developed cement-sand grouts is examined. Finally, the FY 98 research and field trials are discussed.

Fundamental studies of fusion plasmas. Final report
Lodestar has carried out a vigorous research program in the areas of rf, edge plasma and divertor physics, with emphasis largely geared towards improving the understanding and performance of ion-cyclotron heating and current drive (ICRF) systems. Additionally, a research program in the field of edge plasma and divertor modeling was initiated. Theoretical work on high power rf sheath formation for multi-strap rf arrays was developed and benchmarked against recent experimental data from the new JET A2 antennas. Sophisticated modeling tools were employed to understand the sheath formation taking into account realistic three-dimensional antenna geometry. A novel physics explanation of an observed anomaly in the low power loading of antennas was applied to qualitatively interpret data on DIII-D in terms of rf sheaths, and potential applications of the idea to develop a near-field sheath diagnostic were explored. Other rf-wave related topics were also investigated. Full wave ICRF modeling studies were carried out in support of ongoing and planned tokamaks experiments, including the investigation of low frequency plasma heating and current drive regimes for IGNITOR. In a cross-disciplinary study involving both MHD and ICRF physics, ponderomotive feedback stabilization by rf was investigated as a potential means of controlling external kink mode disruptions. …

High energy photon-neutrino interactions
A general decomposition of the amplitudes for the 2 {r_arrow} 2 processes {gamma}{nu} {r_arrow} {gamma}{nu} and {gamma}{gamma} {r_arrow} {nu}{bar {nu}} is obtained using gauge invariance and Bose symmetry. The restrictions implied by this decomposition are investigated for the reaction {gamma}{gamma} {r_arrow} {nu}{bar {nu}} by computing the one-loop helicity amplitudes in the standard model. In the center of mass, where {radical}s = 2{omega}, the cross section grows roughly as {omega}{sup 6} up to the threshold for W-boson production, {radical}s = 2m{sub W}. Astrophysical implications of very high energy photon-neutrino interactions are discussed.

Culture and Anxiety: a Cross-Cultural Study
By measuring interactions among and between anxiety and the independent variables of country of origin, gender, level of education, and age, this study attempted to gain insight into how students from different countries experience anxiety on a U.S. college campus. Results of the Multivariate Analysis of Variance (MANOVA) and the univariate test(ANOVA) indicated that the gender and level of education of the subjects made no significant difference. However, when it came to country of origin, there were significant differences between two of the cultural groups and respective anxiety level. Findings also support a positive correlation between age and anxiety levels, with the youngest participants having the lowest anxiety levels.

The National Museum of the pacific War presents an oral interview with J. Lloyd Abbot. Abbot received a commission in the Navy in 1939 and served two months aboard the USS Enterprise (CV-6) before being tasked to bring an old destroyer, the USS Gilmer (DD-233), out of mothballs. He stayed on it for a while before going to flight school in Pensacola. He earned his wings in November, 1941. Due to some accidents and illnesses, Abbot was disallowed to fly from carriers. He was assigned to shore-based anti-submarine patrol squadron, VS-1D-14, in December 1942. In April 1943, the squadron was divided into two and Abbot was placed in command of VS-66 on Wallis Island. At the end of 1943, his squadron inherited some SBD dive bombers and they moved to a new base on Tarawa. In March 1944. Abbot was assigned to the staff of the Chief of Naval Air Training at Pensacola. He was there when the war ended. After the war, Abbot commanded VF-41 aboard the USS Franklin D. Roosevelt (CV-42). Throughout his career, he served as the operation officer aboard carriers, worked at the Pentagon, was commander of the Antarctic mission and commander of a carrier division …

Quasifree (e,e'p) Reactions and Proton Propagation in Nuclei
The (e,e'p) reaction was studies on targets of C, Fe, and Au at momentum transfers squared Q{sup 2} of 0.6, 1.3, 1.8 and 3.3 GeV{sup 2} in a region of kinematics dominated by quasifree electron-proton scattering. Missing energy and missing momentum distributions are reasonably well described by plane wave impulse approximation calculations with Q{sup 2} and A dependent corrections that measure the attenuation of the final state protons.

Synthesis of the Personal and the Political in the Works of May Stevens
This thesis is an investigation of the way in which the painter May Stevens (b. 1924) synthesizes her personal experiences and political philosophy to form complex and enduring works of art. Primary data was accumulated through an extended interview with May Stevens and by examining her works on exhibit in New York and Boston. An analysis of selected works from her "Big Daddy" and "Ordinary/Extraordinary" series revealed how her personal feelings about her own family became entwined with larger political issues. As an important member of the feminist art movement that evolved during the 1970s, she celebrated this new kinship among women in paintings that also explored the contradictions in their lives. In more recent work she has explored complex social issues such as teenage prostitution, sexism, and child abuse in a variety of artistic styles and media. This study investigates how May Stevens continues to portray issues of international significance in works that consistently engage the viewer on a personal, almost visceral level.

An automated vacuum gauge calibration system
An automated system for calibrating vacuum gauges over the pressure range of 10{sup {minus}6} to 0.1 Pa was designed and constructed at the National Institute of Standards and Technology (NIST) for the Department of Energy (DOE) Primary Standards Laboratory at Sandia National Laboratories (SNL). Calculable pressures are generated by passing a known flow of gas through an orifice of known conductance. The orifice conductance is derived from dimensional measurements and accurate flows are generated using metal capillary leaks. The expanded uncertainty (k = 2) in the generated pressure is estimated to be between 1% and 4% over the calibration range. The design, calibration results. and component uncertainties will be discussed.

The calculation of satellite line structures in highly stripped plasmas
This is the final report of a three-year, Laboratory Directed Research and Development (LDRD) project at the Los Alamos National Laboratory (LANL). Recently developed high-resolution x-ray spectrographs have made it possible to measure satellite structures from various plasma sources with great detail. These lines are weak optically thin lines caused by the decay of dielectronic states and generally accompany the resonance lines of H-like and He-like ions. The Los Alamos atomic physics and kinetics codes provide a unique capability for calculating the position and intensities of such lines. These programs have been used to interpret such highly resolved spectral measurements from pulsed power devices and laser produced plasmas. Some of these experiments were performed at the LANL Bright Source and Trident laser facilities. The satellite structures are compared with calculations to diagnose temperatures and densities. The effect of non-thermal electron distributions of electrons on calculated spectra was also considered. Collaborations with Russian scientists have added tremendous value to this research die to their vast experience in x-ray spectroscopy.

Optimal choice of cupola furnace nominal operating point
One of the main goals in the operation of a cupola furnace is to keep the molten iron properties within prescribed bounds while maintaining the most economical operation for the cupola. In this paper the authors present a procedure to obtain the nominal values for the manipulated process variables. The nominal values are calculated by solving a constrained nonlinear programming optimization problem. Two different optimization problems are discussed and examples for using the procedure are presented.

The Energy Policy Act of 1992 (EPACT) increased competition in the electric generating sector by creating new entities that can generate and sell electricity at wholesale without being regulated as utilities under PUHCA. PURPA began to shift more regulatory responsibilities to the federal government, and EPACT continued that shift away from the states by creating new options for utilities and regulators to meet electricity demand.
