The modifications include (1) replacing the generator NUMA-LOGIC controller with connection to the PFP distributed control system (DCS), (2) replacing ATSI with a breaker switching scheme for 2736-ZB backup power and (3) providing a method for generator load and system testing.

(MTI) is conducting a five-year project aimed at the development of practical, cost-effective strategies for reducing the emissions of hazardous air pollutants (commonly called air toxics) from coal-fired electric utility plants. The need for air toxic emissions controls may arise as the U. S. Environmental Protection Agency proceeds with implementation of Title III of the Clean Air Act Amendment (CAAA) of 1990. Data generated during the program will provide utilities with the technical and economic information necessary to reliably evaluate various air toxics emissions compliance options such as fuel switching, coal cleaning, and flue gas treatment. The development work is being carried out using the Clean Environment Development Facility (CEDF) wherein air toxics emissions control strategies can be developed under controlled conditions, and with proven predictability to commercial systems. Tests conducted in the CEDF provide high quality, repeatable, comparable data over a wide range of coal properties, operating conditions, and emissions control systems. Development work to date has concentrated on the capture of mercury, other trace metals, fine particulate, and hydrogen chloride and hydrogen fluoride.

Applying value engineering and modern assessment tools in managing NEPA: Improving effectiveness of the NEPA scoping and planning process

While the National Environmental Policy Act (NEPA) implementing regulations focus on describing ''What'' must be done, they provide surprisingly little direction on ''how'' such requirements are to be implemented. Specific implementation of these requirements has largely been left to the discretion of individual agencies. More than a quarter of a century after NEPA's enactment, few rigorous tools, techniques, or methodologies have been developed or widely adopted for implementing the regulatory requirements. In preparing an Environmental Impact Statement, agencies are required to conduct a public scoping process to determine the range of actions, alternatives, and impacts that will be investigated. Determining the proper scope of analysis is an element essential in the successful planning and implementation of future agency actions. Lack of rigorous tools and methodologies can lead to project delays, cost escalation, and increased risk that the scoping process may not adequately capture the scope of decisions that eventually might need to be considered. Recently, selected Value Engineering (VE) techniques were successfully used in managing a prescoping effort. A new strategy is advanced for conducting a pre-scoping/scoping effort that combines NEPA with VE. ASME Code requirements for multi-canister overpack design and fabrication

The baseline requirements for the design and fabrication of the MCO include the application of the technical requirements of the ASME Code, Section III, Subsection NB for containment and Section III, Subsection NG for criticality control. ASME Code administrative requirements, which have not historically been applied at the Hanford site and which have not been required by the US Nuclear Regulatory Commission (NRC) for licensed spent fuel casks/canisters, were not invoked for the MCO. As a result of recommendations made from an ASME Code consultant in response to DNFSB staff concerns regarding ASME Code application, the SNF Project will be making the following modifications: issue an ASME Code Design Specification and Design Report, certified by a Registered Professional Engineer; Require the MCO fabricator to hold ASME Section III or Section VIII, Division 2 accreditation; and Use ASME Authorized Inspectors for MCO fabrication. Incorporation of these modifications will ensure that the MCO is designed and fabricated in accordance with the ASME Code. Code Stamping has not been a requirement at the Hanford site, nor for NRC licensed spent fuel casks/canisters, but will be considered if determined to be economically justified.

Abstract. This talk examines two distinct cases in strong opbical fields where electron correlation plays an important role in the dynamic.s. In the first. example, strong coupling in a two-electron-like system is manifested as an intensity-dependent splitting in the ionized electron energy distribution. This two-electron phenomenon (dubbed continuum-continuum Autler-Townes effect) is analogous to a strongly coupled two- level, one-electron atom but raises some intriguing questions regarding the exact nature of electron-electron correlation. The second case examines the evidence for two-electron ionization in the strong-field tunneling limit. A basic parallel sparse eigensolver for structural dynamics

In this work the basic Finite Element Tearing and Interconnecting (FETI) linear system solver and the PARPACK eigensolver are combined to compute the smallest modes of symmetric generalized eigenvalue problems that arise from structures modeled primarily by solid finite elements. Problems with over one million unknowns are solved. A comprehensive and relatively self-contained description of the FETI method is presented.

Biochemical Contributions to Corrosion of Carbon Steel and Alloy 22 in a Continual Flow System

Microbiologically influenced corrosion (MIC) may decrease the functional lifetime of nuclear waste packaging materials in the potential geologic repository at Yucca Mountain (YM), Nevada. Biochemical contributions to corrosion of package materials are being determined in reactors containing crushed repository-site rock with the endogenous microbial community, and candidate waste package materials. These systems are being continually supplied with simulated ground water. Periodically, bulk chemistries are analyzed on the system outflow, and surfacial chemistries are assessed on withdrawn material coupons. Both Fe and Mn dissolved from C1020 coupons under conditions that included the presence of YM microorganisms. Insoluble corrosion products remained in a reduced state at the coupon surface, indicating at least a localized anoxic condition; soluble reduced Mn and Fe were also detected in solution, while precipitated and spalled products were oxidized. Alloy 22 surfaces showed a layer of chrome oxide, almost certainly in the Cr(III) oxidation state, on microcosm-exposed coupons, while no soluble chrome was detected in solution. The results of these studies will be compared to identical testing on systems containing sterilized rock to generate, and ultimately predict, microbial contributions to waste package corrosion chemistries.

Blast wave diagnostic for the petawatt laser system

We report on a diagnostic to measure the trajectory of a blast wave propagating through a plastic target 400 {micro}m thick. This blast wave is generated by the irradiation of the front surface of the target with {approximately} 400 J of 1 {micro}m laser radiation in a 20 ps pulse focused to a {approximately} 50 {micro}m diameter spot, which produces an intensity in excess of 1O{sup 18} W/cm{sup 2}. These conditions approximate a point explosion and a blast wave is predicted to be generated with an initial pressure nearing 1 Gbar which decays as it travels approximately radially outward from the interaction region We have utilized streaked optical pyrometry of the blast front to determine its time of arrival at the rear surface of the target Applications of a self-similar Taylor-Sedov blast wave solution allows the amount of energy deposited to be estimated The experiment, LASNEX design simulations and initial results are discussed.

Boron-enhanced diffusion of boron from ultralow-energy boron implantation

The authors have investigated the diffusion enhancement mechanism of BED (boron enhanced diffusion), wherein the boron diffusivity is enhanced three to four times over the equilibrium diffusivity at 1,050 C in the proximity of a silicon layer containing a high boron concentration. It is shown that BED is associated with the formation of a fine-grain polycrystalline silicon boride phase within an initially amorphous Si layer having a high B concentration. For 0.5 keV B{sup +}, the threshold implantation dose which leads to BED lies between 3 {times} 10{sup 14} and of 1 {times} 10{sup 15}/cm{sup {minus}2}. Formation of the shallowest possible junctions by 0.5 keV B{sup +} requires that the implant dose be kept lower than this threshold.

Cementation of residue ion exchange resins at Rocky Flats

Ion exchange resins have been used to purify nitric acid solutions of plutonium at Rocky Flats since the 1950s. Spent ion exchange resins were retained for eventual recovery of residual plutonium, typically by incineration followed by the aqueous extraction of plutonium from the resultant ash. The elimination of incineration as a recovery process in the late 1980s and the absence of a suitable alternative process for plutonium recovery from resins led to a situation where spent ion exchange resins were simply placed into temporary storage. This report describes the method that Rocky Flats is currently using to stabilize residue ion exchange resins. The objective of the resin stabilization program is: (1) to ensure their safety during interim storage at the site, and (2) to prepare them for ultimate shipment to the Waste Isolation Pilot Plant (WIPP) in New Mexico. Included in the discussion is a description of the safety concerns associated with ion exchange resins, alternatives considered for their stabilization, the selection of the preferred treatment method, the means of implementing the preferred option, and the progress to date.
