This proceedings is the compilation of all papers presented at the 11th PV Performance and Reliability Workshop held at the Doubletree Hotel in Cocoa Beach, Florida, on November 3-5, 1998. The workshop was hosted by the Florida Solar Energy Center. This year's workshop included presentations from 29 speakers and had 110 attendees.

A Summary of Success stories of the State Energy Programs. The goal of the State Energy Program is to strengthen the capabilities of States to promote energy efficiency and to adopt renewable energy technologies, thereby helping the nation save energy and realize a stronger economy, cleaner environment, and a more secure future.

Charland discusses his experiences with the 3rd Marine Defense Battalion during the Japanese attack at Pearl Harbor on December 7, 1941; his experiences with the 2nd Marine Regiment, 1st Marine Division, at Guadalcanal, 1942; his experiences with E Company, 2nd Battalion, 2nd Marine Regiment, 2nd Marine Division, at Tarawa, 1943; his experiences with the 4th Marine Division at Saipan and Tinian, 1944, and Iwo Jima, 1945; medical discharge in April, 1945.

In 1996, the State of Ohio established a project to demonstrate the use of an ethanol blend transportation fuel in flexible-fuel vehicles. This report presents the data collection and analysis from this project, with particular focus on vehicle performance, cost of operation and limited emissions testing.

The Laboratory Coordinating Council (LCC) gives US industry access to a ``virtual'' laboratory that can be tailored to meet the specific requirements of almost any research project. Established in 1995, the LCC responds to the major process industries' R and D needs with the capabilities of 16 DOE Laboratories and Facilities.

Interview with William Painter, a UNT professor and Army WWII veteran from New Bloomfield, Missouri. Painter discusses growing up in the Depression, being a conscientious objector and feeling pressure to join the war, getting drafted into the infantry and training at Camp Hood and Fort Ord, deployment to the Pacific with the 32nd Infantry Division, operations on Luzon and the Villa Verde Trail, the end of the war, occupation duty in Japan, and returning home. In appendix is a letter to Marcello with a correction for the interview.
