This Closure Report provides the documentation for closure of the Roller Coaster Sewage Lagoons and North Disposal Trench Comective Action Unit (CAU) 404. CAU 404 consists of the Roller Coaster Sewage Lagoons (Corrective Action Site [CAS] TA-03-O01-TA-RC) and the North Disposal Trench (CAS TA-21-001-TA-RC). The site is located on the Tonopah Test Range, approximately 225 kilometers (km) (140 miles [mi]) northwest ofLas Vegas, Nevada. . The sewage lagoons received ~quid sanitary waste horn the Operation Roller Coaster Man Camp in 1963 and debris from subsequent range and construction cleanup activities. The debris and ordnance was subsequently removed and properly dispos~, however, pesticides were detected in soil samples born the bottom of the lagoons above the U,S. Environmental Protection Agency Region IX Prelimimuy Remediation Goals (EPA 1996). . The North Disposal Trench was excavated in 1963. Debris from the man camp and subsequent range and construction cleanup activities was placed in the trench. Investigation results indicated that no constituents of concern were detected in soil samples collected from the trench. Remedial alternative proposed in the Comctive Action Decision Document (CADD) fm the site was “Covering” (DOE, 1997a). Coupled modeling of subsurface multiphase fluid and heat flow, solute transport and chemical reactions can be used for the assessment of acid mine drainage remediation, mineral deposition, waste disposal sites, hydrothermal convection, contaminant transport, and groundwater quality. Here they present a numerical simulation model, TOUGHREACT, which considers non-isothermal multi-component chemical transport in both liquid and gas phases. A wide range of subsurface thermo-physical-chemical processes is considered. The model can be applied to one-, two- or three-dimensional porous and fractured media with physical and chemical heterogeneity. The model can accommodate any number of chemical species present in liquid, gas and solid phases. A variety of equilibrium chemical reactions is considered, such as aqueous complexation, gas dissolution/exsolution, cation exchange, and surface complexation. Mineral dissolution/precipitation can proceed either subject to local equilibrium or kinetic conditions. The coupled model employs a sequential iteration approach with reasonable computing efficiency. The development of the governing equations and numerical approach is presented along with the discussion of the model implementation and capabilities. The objective of this evaluation is to provide recommendations to ensure consistency between the technical baseline requirements, baseline design, and the as-constructed Subsurface Lighting System. Recommendations for resolving discrepancies between the as-constructed system, and the technical baseline requirements are included in this report. Cost and Schedule estimates are provided for all recommended modifications. This report does not address items which do not meet current safety or code requirements. These items are identified to the CMO and immediate action is taken to correct the situation. The report does identify safety and code items for which the A/E is recommending improvements. The recommended improvements will exceed the minimum requirements of applicable code and safety guide lines. These recommendations are intended to improve and enhance the operation and maintenance of the facility.

Coal Tech Corp's mission is to develop, license & sell innovative, lowest cost, solid fuel fired power systems & total emission control processes using proprietary and patented technology for domestic and international markets. The present project 'DEVELOPMENT & TESTING OF INDUSTRIAL SCALE, COAL FIRED COMBUSTION SYSTEM, PHASE 3' on DOE Contract DE-AC22-91PC91162 was a key element in achieving this objective. The project consisted of five tasks that were divided into three phases. The first phase, 'Optimization of First Generation 20 MMBtu/hr Air-Cooled Slagging Coal Tech Combustor', consisted of three tasks, which are detailed in Appendix 'A' of this report. They were implemented in 1992 and 1993 at the first generation, 20 MMBtu/hour, combustor-boiler test site in Williamsport, PA. It consisted of substantial combustor modifications and coal-fired tests designed to improve the combustor's wall cooling, slag and ash management, automating of its operation, and correcting severe deficiencies in the coal feeding to the combustor. The need for these changes was indicated during the prior 900-hour test effort on this combustor that was conducted as part of the DOE Clean Coal Program. As the century advances from the 20th to the 21st, information systems (systems) dependent on date processing may fail. Date functions such as comparisons and calculations and use of coded numbers to direct program logic can cause a system to fail or produce erroneous results. Many systems used a two-digit date to minimize data storage, particularly older equipment and infrastructure items. Historically, systems used the values of ``00`` and ``99`` as indicators such as file headers, end of file markers, or control records. These systems will encounter problems as Fiscal Year 1999, January 1, 2000 and other dates occur. (See Appendix 3) The Project Hanford Management Contract (PHMC) work scope is supported by a multitude of information systems. Each system must be evaluated for Year 2000 compliance and the business risk identified for those found to be Year 2000 non-compliant. Because of the constraints on time, funding and resources to fix Year 2000 problems, the PHMC team approach focuses on those systems considered to be mission essential. The self-container will consist of a piece of equipment or apparatus which has all readily removable interior contamination removed, all of its external openings sealed, and all external surfaces decontaminated to less than 2000 dpm/100 cm for gamma-emitting radionuclides and less than 220 dpm/100 CM2 for alpha-emitting radionuclides.

The Advanced Reactors Transition (ART) has two missions. One, funded by DOE-EM is to transition assigned, surplus facilities to a safe and compliant, low-cost stable, deactivated condition (requiring minimal surveillance and maintenance) pending eventual reuse or D and D. Facilities to be transitioned include the 309 Building/Plutonium Recycle Test Reactor (PRTR) and Nuclear Energy (NE) Legacy Facilities. The second mission, funded by DOE-NE, is to maintain the Fast Flux Test Facility (FFTF) and affiliated 400 Area buildings in a safe and compliant standby condition. The condition of the plant hardware, software and personnel is to be preserved in a manner not to preclude a plant restart.

Critical analysis of the Hanford spent nuclear fuel project activity based cost estimate

In 1997, the SNFP developed a baseline change request (BCR) and submitted it to DOE-RL for approval. The schedule was formally evaluated to have a 19% probability of success [Williams, 1998]. In December 1997, DOE-RL Manager John Wagoner approved the BCR contingent upon a subsequent independent review of the new baseline. The SNFP took several actions during the first quarter of 1998 to prepare for the independent review. The project developed the Estimating Requirements and Implementation Guide [DESH, 1998] and trained cost account managers (CAMS) and other personnel involved in the estimating process in activity-based cost (ABC) estimating techniques. The SNFP then applied ABC estimating techniques to develop the basis for the December Baseline (DB) and documented that basis in Basis of Estimate (BOE) books. These BOEs were provided to DOE in April 1998. DOE commissioned Professional Analysis, Inc. (PAI) to perform a critical analysis (CA) of the DB. PAI`s review formally began on April 13. PAI performed the CA, provided three sets of findings to the SNFP contractor, and initiated reconciliation meetings. The BMS production implementation will be complete by October 1, 1998 and the server environment will be comprised of two types of platforms. The PassPort Supply and the PeopleSoft Financials will reside on LNIX servers and the PeopleSoft Human Resources and Payroll will reside on Microsoft NT servers. Because of the wide scope and the requirements of the COTS products to run in various environments backup and recovery responsibilities are divided between two groups in Technical Operations. The Central Computer Systems Management group provides support for the LTNIX/NT Backup Data Center, and the Network Infrastructure Systems group provides support for the NT Application Server Backup outside the Data Center. The disaster recovery process is dependent on a good backup and recovery process. Information and integrated system data for determining the disaster recovery process is identified from the Fluor Daniel Hanford (FDH) Risk Assessment Plan, Contingency Plan, and Backup and Recovery Plan, and Backup Form for HANDI 2000 BMS.

The implementation of the Business Management System (BMS) will replace a number of systems currently in use at Hanford. These systems will be retired when the replacement is complete and the data from the old systems adequately stored and/or converted to the new system. The replacement is due to a number of factors: (1) Year 2000 conversion: Most of the systems being retired are not year 2000 compliant. Estimates on making these systems compliant approach the costs of replacing with the enterprise system. (2) Many redundant custom-made systems: Maintenance costs on the aging custom developed systems is high. The systems also have overlapping functionality. Replacement with an enterprise system is expected to lower the maintenance costs. (3) Shift inefficient/complex work processes to commercial standards: Many business practices have been developed in isolation from competitive pressures and without a good business foundation. Replacement of the systems allows an opportunity to upgrade the business practices to conform to a market driven approach. Project W-320 will be retrieving waste from Tank 241-C-106 and transferring the waste to Tank 241-AY-102. Waste in both tanks must be maintained below applicable thermal limits during and following the waste transfer. Thermal hydraulic process control models will be used for process control of the thermal limits. This report documents the process control models and presents a benchmarking of the models with data from Tanks 241-C-106 and 241-AY-102.
