The purpose of this Safety Analysis Report for Packaging (SARP) is to demonstrate that specific decontaminated equipment can be safely used as its own self-container. As a Decontaminated Equipment Self-Container (also referred to as a self-container), no other packaging, such as a burial box, would be required to transport the equipment onsite. The self-container will consist of a piece of equipment or apparatus which has all readily removable interior contamination removed, all of its external openings sealed, and all external surfaces decontaminated to less than 2000 dpm/100 cm for gamma-emitting radionuclides and less than 220 dpm/100 CM2 for alpha-emitting radionuclides.

Critical analysis of the Hanford spent nuclear fuel project activity based cost estimate

In 1997, the SNFP developed a baseline change request (BCR) and submitted it to DOE-RL for approval. The schedule was formally evaluated to have a 19% probability of success [Williams, 1998]. In December 1997, DOE-RL Manager John Wagoner approved the BCR contingent upon a subsequent independent review of the new baseline. The SNFP took several actions during the first quarter of 1998 to prepare for the independent review. The project developed the Estimating Requirements and Implementation Guide [DESH, 1998] and trained cost account managers (CAMS) and other personnel involved in the estimating process in activity-based cost (ABC) estimating techniques. The SNFP then applied ABC estimating techniques to develop the basis for the December Baseline (DB) and documented that basis in Basis of Estimate (BOE) books. These BOEs were provided to DOE in April 1998. DOE commissioned Professional Analysis, Inc. (PAI) to perform a critical analysis (CA) of the DB. PAI`s review formally began on April 13. PAI performed the CA, provided three sets of findings to the SNFP contractor, and initiated reconciliation meetings. Disaster recovery plan for HANDI 2000 business management system

The BMS production implementation will be complete by October 1, 1998 and the server environment will be comprised of two types of platforms. The PassPort Supply and the PeopleSoft Financials will reside on LNIX servers and the PeopleSoft Human Resources and Payroll will reside on Microsoft NT servers. Because of the wide scope and the requirements of the COTS products to run in various environments backup and recovery responsibilities are divided between two groups in Technical Operations. The Central Computer Systems Management group provides support for the LTNIX/NT Backup Data Center, and the Network Infrastructure Systems group provides support for the NT Application Server Backup outside the Data Center. The disaster recovery process is dependent on a good backup and recovery process. Information and integrated system data for determining the disaster recovery process is identified from the Fluor Daniel Hanford (FDH) Risk Assessment Plan, Contingency Plan, and Backup and Recovery Plan, and Backup Form for HANDI 2000 BMS.

The Hanford Data Integration 2000 (HANDI 2000) Project will result in an integrated and comprehensive set of functional applications containing core information necessary to support the Project Hanford Management Contract (PHMC). It is based on the Commercial-Off-The-Shelf (COTS) product solution with commercially proven business processes. The COTS product solution set, of Passport (PP) and PeopleSoft (PS) software, supports finance, supply, human resources, and payroll activities under the current PHMC direction. The PP software is an integrated application for Accounts Payable, Contract Management, Inventory Management, Purchasing and Material Safety Data Sheets (MSDS). The PS software is an integrated application for Projects, General Ledger, Human Resources Training, Payroll, and Base Benefits. This set of software constitutes the Business Management System (BMS) and MSDS, a subset of the HANDI 2000 suite of systems. The primary objective of the Production Roll Out Plan is to communicate the methods and schedules for implementation and roll out to end users of BMS.

Legacy system retirement plan for HANDI 2000 business management system

The implementation of the Business Management System (BMS) will replace a number of systems currently in use at Hanford. These systems will be retired when the replacement is complete and the data from the old systems adequately stored and/or converted to the new system. The replacement is due to a number of factors: (1) Year 2000 conversion: Most of the systems being retired are not year 2000 compliant. Estimates on making these systems compliant approach the costs of replacing with the enterprise system. (2) Many redundant custom-made systems: Maintenance costs on the aging custom developed systems is high. The systems also have overlapping functionality. Replacement with an enterprise system is expected to lower the maintenance costs. (3) Shift inefficient/complex work processes to commercial standards: Many business practices have been developed in isolation from competitive pressures and without a good business foundation. Replacement of the systems allows an opportunity to upgrade the business practices to conform to a market driven approach. (4) Questionable legacy data: Significant amount of data contained within the legacy systems is of questionable origin and value. Hanford Site peak gust wind speeds

Peak gust wind data collected at the Hanford Site since 1945 are analyzed to estimate maximum wind speeds for use in structural design. The results are compared with design wind speeds proposed for the Hanford Site. These comparisons indicate that design wind speeds contained in a January 1998 advisory changing DOE-STD-1020-94 are excessive for the Hanford Site and that the design wind speeds in effect prior to the changes are still appropriate for the Hanford Site.

The objective of this evaluation is to provide recommendations to ensure consistency between the technical baseline requirements, baseline design, and the as-constructed SFWS/SNPWS. Recommendations for resolving discrepancies between the as-constructed systems, the technical baseline requirements, and the baseline design are included in this report. Cost and schedule estimates are provided for all recommended modifications. This report does not address items which do not meet current safety or code requirements. These items are identified to the CMO and immediate action is taken to correct the situation. The report does identify safety and code items for which the A/E is recommending improvements. The recommended improvements will exceed the minimum requirements of applicable code and safety guidelines. These recommendations are intended to improve and enhance the operation and maintenance of the facility.

Bedrock geologic Map of the Central Block Area, Yucca Mountain, Nye County, Nevada

Bedrock geologic maps form the foundation for investigations that characterize and assess the viability of the potential high-level radioactive waste repository at Yucca Mountain, Nevada. As such, this map focuses on the central block at Yucca Mountain, which contains the potential repository site. The central block is a structural block of Tertiary volcanic rocks bound on the west by the Solitario Canyon Fault, on the east by the Bow Ridge Fault, to the north by the northwest-striking Drill Hole Wash Fault, and on the south by Abandoned Wash. Earlier reconnaissance mapping by Lipman and McKay (1965) provided an overview of the structural setting of Yucca Mountain and formed the foundation for selecting Yucca Mountain as a site for further investigation. They delineated the main block-bounding faults and some of the intrablock faults and outlined the zoned compositional nature of the tuff units that underlie Yucca Mountain. Scott and Bonk (1984) provided a detailed reconnaissance geologic map of favorable area at Yucca Mountain in which to conduct further site-characterization studies. Of their many contributions, they presented a detailed stratigraphy for the volcanic units, defined several other block-bounding faults, and outlined numerous intrablock faults. In-beam {gamma}-ray spectroscopy in the vicinity of {sup 100}Sn.

In recent years, in-beam x-ray experiments supplied a vast amount of data on high-spin states in nuclei in the vicinity of {sup 100}Sn. The present contribution reviews spectroscopic information obtained recently for N {ge} 50 nuclei around {sup 100}Sn, with emphasis on isomer studies, and discusses selected results in the frame of the shell model.

Convergence estimates over the ABLE region during CASES-97 obtained from radar wind profiler and sodar data.

Values of w calculated from the divergence of minisodar (MS) and radar wind profiler (RWP) horizontal wind profiles were found to agree quite well for an equilateral triangle of measurement sites located at the Argonne Boundary Layer Experiments (ABLE) facility. Values of w averaged over the daytime within the mixed layer were on the order of 0.5 cm/s. Correcting for height differences of 60-100 m among the three measurement sites separated by 63 km was helpful, particularly during windy conditions. A regular output of daily or even hourly values from this network is possible. Upgrades to the ox RWP now being implemented will improve the near-surface radar estimates.

Thermodynamic and nonstoichiometric behavior of the GdBa{sub 2}Cu{sub 3}O{sub x} system.

Electromotive force (EMF) measurements of oxygen fugacities as a function of stoichiometry have been made on the GdBa{sub 2}Cu{sub 3}O{sub x} system in the temperature range {approximately}400-600 C by means of an oxygen titration technique with an yttria-stabilized zirconia electrolyte. Equations for the variation of oxygen partial pressure with composition and temperature have been derived from our EMF measurements. The shape of the 400 C isotherms as a function of oxygen stoichiometry for the Gd and Nd cuprate systems suggests the presence of miscibility gaps at values of x that are higher than those in the YBa{sub 2}Cu{sub 3}O{sub x} system. For a given oxygen stoichiometry, oxygen partial pressures above Gd-123 and Nd-123 cuprate systems are higher (above x = 6.5) than that for the Y-123 system. A thermodynamic assessment and intercomparison of our partial pressure measurements with the results of related measurements will be presented.

Laser beam welding of AZ31B-H24 magnesium alloy.

The laser beam weldability of AZ31B magnesium alloy was examined with high power CW CO{sub 2} and pulsed Nd:YAG lasers. The low viscosity and surface tension of the melt pool make magnesium more difficult to weld than steel. Welding parameters necessary to obtain good welds were determined for both CW CO{sub 2} and pulsed Nd:YAG lasers. The weldability of the magnesium alloy was significantly better with the Nd:YAG laser. The cause of this improvement was attributed to the higher absorption of the Nd:YAG beam. A lower threshold beam irradiance was required for welding, and a more stable weldpool was obtained.

Two-Phonon Excitations in <Sup>170</Sup>Er

Recent experiments at the GEANIE/WNR facility and the University of Kentucky accelerator have yielded strong evidence for a two-gamma excitation in <sup>170</sup>Er. This new case can be added to a handful of previously identified examples of two-gamma vibrations, all of them discovered in this decade. In this paper the experimental evidence for a two-phonon excitation <sup>170</sup>Er is presented and the current state of understanding of these structures is reviewed in the context of this and other recent findings.
