25. anniversary of the 1973 oil embargo: Energy trends since the first major U.S. energy crisis

The purpose of this publication is not to assess the causes of the 1973 energy crisis or the measures that were adopted to resolve it. The intent is to present some data on which such analyses can be based. Many of the trends presented here fall into two distinct periods. From 1973 to the mid-1980`s, prices continued at very high levels, in part because of a second oil shock in 1979--80. During this period, rapid progress was made in raising American oil production, reducing dependence on oil imports, and improving end-use efficiency. After the oil price collapse of the mid-1980`s, however, prices retreated to more moderate levels, the pace of efficiency gains slowed, American oil production fell, and the share of imports rose. 30 figs.

Volume 2 provides the design feed compositions for the baseline K East and K West Basin sludge process streams expected to be generated during Spent Nuclear Fuel (SNF) Project activities. Four types of feeds are required to support evaluation of specific facility and process considerations during the development of new facilities and processes. These four design feeds provide nominal and bounding conditions for design evaluations. Volume 2 includes definition of inventories for: (1) KE and KW Basins sludge locations (pit sludges, floor sludge, canister.sludge, and wash sludge components), (2) nominal feed for each of five process feed streams, (3) shielding design feed, (4) safety/regulatory assessment feed, and (5) criticality assessment feed.

Sandia National Laboratories (SNL) operates the Tonopah Test Range for the Department of Energy's (DOE) Weapons Ordnance Program. Thes annual report (calendar year 1997) summarizes the compliance status to environmental regulations applicable at the site including those statutes that govern air and water quality, waste management, cleanup of contaminated areas, control of toxic substances, and adherence to requirements as related to the National Environmental Policy Act. In compliance with DOE orders, SNL also conducts environmental surveillance for radiological and nonradiological contaminants. SNL's responsibility for environmental surveillance extends only to those activities performed by SNL or under its direction. Annual radiological and nonradiological routine releases and unplanned releases (occurrences) are also summarized. This report has been prepared as required by DOE Order 5400.1, General Environmental Protection Program.

Each year the National Low-Level Waste Management Program publishes a state-by-state assessment report. This report provides both national and state-specific disposal data on low-level radioactive waste commercially disposed in the United States. Data in this report are categorized according to disposal site, generator category, waste class, volumes, and radionuclide activity. Included in this report are tables showing the distribution of waste by state for 1997 and a comparison of waste volumes and radioactivity by state for 1993 through 1997; also included is a list of all commercial nuclear power reactors in the United States as of December 31, 1997.

1999 vadose zone monitoring plan and guidance for subsequent years

The US Department of Energy`s Hanford Site has the most diverse and largest amounts of radioactive waste in the US. The majority of the liquid waste was disposed to the soil column where much of it remains today. This document provides the rationale and general framework for vadose zone monitoring at cribs, ditches, trenches and other disposal facilities to detect new sources of contamination and track the movement of existing contamination in the vadose zone for the protection of groundwater. The document provides guidance for subsequent site-specific vadose zone monitoring plans and includes a brief description of past vadose monitoring activities (Chapter 3); the results of the Data Quality Objective process used for this plan (Chapter 4); a prioritization of liquid waste disposal sites for vadose monitoring (Chapter 5 and Appendix B); a general Monitoring and Analysis Plan (Chapter 6); a general Quality Assurance Project Plan (Appendix A), and a description of vadose monitoring activities planned for FY 1999 (Appendix C).

304L stainless steel resistance to cesium chloride

B and W Hanford Company have two Oak Ridge National Laboratory (ORNL) Type 4 canisters filled with cesium chloride (CsCl) originally produced at WESF (Waste Encapsulation and Storage Facility). These canisters are constructed of 304L stainless steel per drawing ORNL 970-294. Instead of removing the CsCl from the Type 4 canisters and repacking into an Inner Capsule, it is intended (for ALARA, schedule and cost purposes) that the Type 4 canisters be decontaminated (scrubbed) and placed [whole] inside a Type ``W`` overpack. The overpack is constructed from 316L stainless steel. Several tests have been run by Pacific Northwest National Laboratory (PNNL) over the. years documenting the corrosion compatibility of 316L SS with CsCl (Bryan 1989 and Fullam 1972). However, no information for 304L SS compatibility is readily available. This document estimates the corrosion resistance of 304L stainless steel in a WESF CsCl environment as it compares with that of 316L stainless steel.

Ab initio and density functional studies of hydrocarbon adsorption in zeolites.

The adsorption energies of methane and ethane in zeolites are investigated with ab initio molecular orbital theory and density functional theory. In this work we have used zeolite cluster models containing two, three, and five tetrahedral (Si, Al) atoms and have found equilibrium structures for complexes of methane, ethane, and propane with an acid site. If a large enough cluster is used and correlation effects are included via perturbation theory, the calculated adsorption energy for ethane is about 5 kcal/mol compared with the experimental value of 7.5 kcal/mol. The B3LYP density functional method gives a much smaller binding of {approximately}1 kcal/mol for ethane. The reason for the failure of density fictional theory is unclear.

Acceptance testing of the eddy current probes for measurement of aluminum hydroxide coating thickness on K West Basin fuel elements

During a recent visual inspection campaign of fuel elements stored in the K West Basin, it was noted that fuel elements contained in sealed aluminum canisters had a heavy translucent type coating on their surfaces (Pitner 1997a). Subsequent sampling of this coating in a hot cell (Pitner 1997b) and analysis of the material identified it as aluminum hydroxide. Because of the relatively high water content of this material, safety related concerns are raised with respect to long term storage of this fuel in Multi-Canister Overpacks (MCOs). A campaign in the basin is planned to demonstrate whether this coating can be removed by mechanical brushing (Bridges 1998). Part of this campaign involves before-and-after measurements of the coating thickness to determine the effectiveness of coating removal by the brushing machine. Measurements of the as-deposited coating thickness on multiple fuel elements are also expected to provide total coating inventory information needed for MCO safety evaluations. The measurement technique must be capable of measuring coating thicknesses on the order of several mils, with a measurement accuracy of 0.5 mil. Several different methods for quantitatively measuring these thin coatings were considered in selecting the most promising approach. Ultrasonic measurement was investigated, but it was determined …

Accident sequences simulated at the Juragua nuclear power plant

Different hypothetical accident sequences have been simulated at Unit 1 of the Juragua nuclear power plant in Cuba, a plant with two VVER-440 V213 units under construction. The computer code MELCOR was employed for these simulations. The sequences simulated are: (1) a design-basis accident (DBA) large loss of coolant accident (LOCA) with the emergency core coolant system (ECCS) on, (2) a station blackout (SBO), (3) a small LOCA (SLOCA) concurrent with SBO, (4) a large LOCA (LLOCA) concurrent with SBO, and (5) a LLOCA concurrent with SBO and with the containment breached at time zero. Timings of important events and source term releases have been calculated for the different sequences analyzed. Under certain weather conditions, the fission products released from the severe accident sequences may travel to southern Florida.

The Data Integration 2000 Project will result in an integrated and comprehensive set of functional applications containing core information necessary to support the Project Hanford Management Contract. It is based on the Commercial-Off-The-Shelf product solution with commercially proven business processes. The COTS product solution set, of PassPort and People Soft software, supports finance, supply and chemical management/Material Safety Data Sheet, human resources. Accruals are made at the project level. At the inception of each project, Project Management and the Accounts Payable Group make a mutual decision on whether periodic accrual entries should be made for it.

Achromat With Linear Space Charge for Bunched Beams

The standard definition for an achromat is a transport line having zero values for the spatial dispersion (R16) and the angular dispersion (RZ6). For a bunched beam with linear space charge this definition of achromaticity does not hold. The linear space charge in the presence of a bend provides coupling between (a) bunch spatial width and bunch length (R1.5) and (b) bunch angular spread and bunch length (R25). Therefore, achromaticity should be redefined as a line having zero values of the spatial dispersion (R16), the angular dispersion (R26), and matrix elements R15 and R25. These additional conditions (R15=R25=0) can be achieved, for example, with two small RF cavities at appropriate locations in the achromat, to cancel space charge effects. An example of the application of this technique to the Spallation Neutron Source (SNS) high energy beam transport line is presented.

Active and passive computed tomography mixed waste focus area final report

The Mixed Waste Focus Area (MWFA) Characterization Development Strategy delineates an approach to resolve technology deficiencies associated with the characterization of mixed wastes. The intent of this strategy is to ensure the availability of technologies to support the Department of Energy� s (DOE) mixed waste low-level or transuranic (TRU) contaminated waste characterization management needs. To this end the MWFA has defined and coordinated characterization development programs to ensure that data and test results necessary to evaluate the utility of non-destructive assay technologies are available to meet site contact handled waste management schedules. Requirements used as technology development project benchmarks are based in the National TRU Program Quality Assurance Program Plan. These requirements include the ability to determine total bias and total measurement uncertainty. These parameters must be completely evaluated for waste types to be processed through a given nondestructive waste assay system constituting the foundation of activities undertaken in technology development projects. Once development and testing activities have been completed, Innovative Technology Summary Reports are generated to provide results and conclusions to support EM-30, -40, or -60 end user/customer technology selection. Active power components of instantaneous phasors

The instantaneous phasor method originated by the author to solve power quality and efficiency of three-phase systems with unbalanced and distorted voltages and currents has a unique symmetrical property. The phasors of one phase can be used to represent three phases. The power quality of a three-phase system can be indicated by the roundness of the trajectories of the voltage and current phasors. The fundamental-frequency, positive-sequence components of the immediate past cycle can be obtained to guide the compensation of the present values. This approach for power quality improvement is different from the recent development of the instantaneous reactive power. The active power components of instantaneous phasors are studied in this paper.

Adlerian Personality Priorities of Siblings of Individuals with Tourette Syndrome

This study was designed to examine Adlerian personality priorities of siblings of individuals with Tourette Syndrome (TS). This study aimed to investigate whether a difference exists between TS siblings and siblings of those without disabilities on variables related to personality priorities. It was hypothesized that TS siblings would score significantly higher than the control group on the superiority and pleasing personality priorities and significantly lower on the comfort and control personality priorities. Both of the hypotheses were rejected. First, no significant difference was found between TS siblings and the control group on the superiority and pleasing personality priorities. Second, no significant difference was found between TS siblings and the control group on the comfort personality priority, and TS siblings scored significantly higher than the control group on the control personality priority.

Adsorption sites in zeolites A and X probed by competitive adsorption of H{sub 2} with N{sub 2} or O{sub 2} : implications for N{sub 2}/O{sub 2} separation.

We determine details of the adsorption of O{sub 2} or N{sub 2} in Na{sup +} and Li{sup +} exchanged zeolites by way of their effect on coadsorbed H{sub 2} molecules using inelastic neutron scattering (INS) techniques. Adsorption site occupancies are deduced with the aid of MC simulations. The expected stronger binding of N{sub 2} (compared with O{sub 2}) in LiX is evident in coadsorption spectra of N{sub 2} or O{sub 2} with H{sub 2}.

An Adult Educational Research Model for Developing an Evaluation System for Clergy

Formal job performance evaluation of a church's pastoral staff has been almost nonexistent in many churches. While business and education have been making strides in evaluation techniques during the past three decades, the church is just beginning to notice the need for this kind of accountability and ongoing professional development. In this research, the author applied the evaluation techniques of education to church pastoral staff members. Evaluation can be understood as both a formative process and a summative decision. The steps to planning an evaluation that will be both formative and summative are discussed. Qualifying the ministerial tasks through objective job descriptions will enable the church to quantify the job performance through evaluation. Suggestions are given for developing a ministerial evaluation instrument. In this research a model from educational evaluation was adapted for use in a local church setting. One denomination was selected to demonstrate the process of evaluation development. Denominational governments differ considerably. Therefore, the key stakeholders of the church for the chosen denomination were identified as pastors and church board members. These stakeholders were used as a "panel of experts." Advanced austenitic alloys for fossil power systems. CRADA final report

In 1993, a Cooperative Research and Development Agreement (CRADA) was undertaken between Oak Ridge National Laboratory and ABB Combustion Engineering t examine advanced alloys for fossil power systems. Specifically, the use of advanced austenitic stainless steels for superheater/reheater construction in supercritical boilers was examined. The strength of cold-worked austenitic stainless steels was reviewed and compared to the strength and ductility of advanced austenitic stainless steels. The advanced stainless steels were found to retain their strength to very long times at temperatures where cold-worked standard grades of austenitic stainless steels became weak. Further, the steels exhibited better long-time stability than the stabilized 300 series stainless steels in either the annealed or cold worked conditions. Type 304H mill-annealed tubing was provided to ORNL for testing of base metal and butt welds. The tubing was found to fall within range of expected strength for 304H stainless steel. The composite 304/308 stainless steel was found to be stronger than typical for the weldment. Boiler tubing was removed from a commercial boiler for replacement by newer steels, but restraints imposed by the boiler owners did not permit the installation of the advanced steels, so a standard 32 stainless steel was used as a replacement. An Advanced Control System For Fine Coal Flotation

A model-based flotation control scheme is being implemented to achieve optimal performance in the handling and treatment of fine coal. The control scheme monitors flotation performance through on-line analysis of ash content. Then, based on the economic and metallurgical performance of the circuit, variables such as collector dosage, frother dosage, and pulp level are adjusted using model-based control algorithms to compensate for feed variations and other process disturbances. Recent developments in sensor technology are being applied for on-line determination of slurry ash content. During the ninth quarter of this project, Task 3 (Model Building and Computer Simulation) and Task 4 (Sensor Testing) were nearly completed, and Task 6 (Equipment Procurement and Installation) was initiated. Previously, data collected from the plant sampling campaign (Task 2) were used to construct a population balance model to describe the steady-state and dynamic behavior of the flotation circuit. The details of this model were presented in the Eighth Quarterly Technical Progress Report. During the past quarter, a flotation circuit simulator was designed and used to evaluate control strategies.
