1998 242-A interim evaporator tank system integrity assessment plan

Portions of the 242-A Evaporator on the Hanford Site must be assessed to meet the requirements of the Washington State Department of Ecology`s Dangerous Waste Regulation, Washington Administrative Code (WAC) 173-303. The assessment is limited to the provisions of Section 173-303-640. This Integrity Assessment Plan (IAP) identifies tasks which will be performed during the assessment phase and describes the intended assessment techniques. The 242-A Evaporator facility processes waste solutions from most of the operating laboratories and plants of the Hanford Site. The waste solutions are concentrated in the evaporator to a slurry of liquid and crystallized salts. This concentrated slurry is returned to the Tank Farms at a significantly reduce volume. The water vapor from the evaporation process is condensed, filtered, and can be pumped through an ion exchange bed before transfer to a retention basin. The non-condensable portion of the vapor is filtered and continuously monitored before venting to the atmosphere. The 242-A Evaporator will be assessed as seven subsystems. Four of the subsystems store, transport or treat Washington State Dangerous wastes, the other three subsystems are integral parts of the process, however, they do not directly store, transfer, or treat listed dangerous wastes. Asymptotic persistence of collective modes in shear flows

A new nonasymptotic method is presented that reveals an unexpected richness in the spectrum of fluctuations sustained by a shear flow with nontrivial arbitrary mean kinematics. The vigor of the method is illustrated by analyzing a two-dimensional, compressible hydrodynamic shear flow. The temporal evolution of perturbations spans a wide range of nonexponential behavior from growth-cum oscillations to monotonic growth. The principal characteristic of the revealed exotic collective modes in their asymptotic persistence. {open_quotes}Echoing{close_quotes} as well as unstable (including parametrically-driven) solutions are displayed. Further areas of application, for both the method and the new physics, are outlined.

Coal and Coal Constituent Studies by Advanced EMR Techniques

Advanced electronic magnetic resonance (EMR) methods are used to examine properties of coals, chars, and molecular species related to constituents of coal. We have achieved substantial progress on upgrading the high field (HF) EMR (W-band, 95 GHz) spectrometers that are especially advantageous for such studies. Particularly, we have built a new second W-band instrument (Mark II) in addition to our Mark I. Briefly, Mark II features: (i) an Oxford custom-built 7 T superconducting magnet which is scannable from 0 to 7 T at up to 0.5 T/min; (ii) water-cooled coaxial solenoid with up to ±550 G scan under digital (15 bits resolution) computer control; (iii) custom-engineered precision feed-back circuit, which is used to drive this solenoid, is based on an Ultrastab 860R sensor that has linearity better than 5 ppm and resolution of 0.05 ppm; (iv) an Oxford CF 1200 cryostat for variable temperature studies from 1.8 to 340 K. During this grant period we have completed several key upgrades of both Mark I and II, particularly microwave bridge, W-band probehead, and computer interfaces. We utilize these improved instruments for HF EMR studies of spin-spin interaction and existence of different paramagnetic species in carbonaceous solids.

DEVELOPMENT OF AN ON-LINE COAL WASHABILITY ANALYZER

Washability analysis is the basis for nearly all coal preparation plant separations. Unfortunately, there are no on-line techniques for determining this most fundamental of all coal cleaning information. In light of recent successes at the University of Utah, it now appears possible to determine coal washability on-line through the use of x-ray computed tomography (CT) analysis. The successful development of such a device is critical to the establishment of process control and automated coal blending systems. In this regard, Virginia Tech, Terra Tek Inc., and several eastern coal companies have joined with the University of Utah and agreed to undertake the development of a x-ray CT-based on-line coal washability analyzer with financial assistance from DOE. The three-year project will cost $594,571, of which 33% ($194,575) will be cost-shared by the participants. The project involves development of appropriate software and extensive testing/evaluation of well-characterized coal samples from operating coal preparation plants. Each project participant brings special expertise to the project which is expected to create a new dimension in coal cleaning technology. The effects of ergonomic stressors on process tool maintenance and utilization

This study examines ergonomic stressors associated with front-end process tool maintenance, relates them to decreased machine utilization, and proposes solution strategies to reduce their negative impact on productivity. Member company ergonomists observed technicians performing field maintenance tasks on seven different bottleneck tools and recorded ergonomic stressors using SEMaCheck, a graphics-based, integrated checklist developed by Sandia National Laboratories. The top ten stressors were prioritized according to a cost formula that accounted for difficulty, time, and potential errors. Estimates of additional time on a task caused by ergonomic stressors demonstrated that machine utilization could be increased from 6% to 25%. Optimal solution strategies were formulated based on redesign budget, stressor cost, and estimates of solution costs and benefits

Energy efficiency and pollution prevention assessment protocol in the polymer processing industries. Final report

This report was developed from experiences with three New Jersey firms and is intended to be a guide for conducting analyses on resource (energy and raw materials) utilization and pollution (solid waste, air and water emissions) prevention in plastics processing plants. The protocol is written on the assumption that the analysis is to be done by an outside agency such as a consulting firm, but it also can be used for internal audits by plant teams. Key concepts in this analysis were adapted from life cycle analysis. Because of the small sample of companies studied, the results have to be considered high preliminary, but some of the conclusions will probably be confirmed by further work.

Environmental Measurements and Technology for Non-Proliferation Objectives. Final Report

The purpose of this study is to identify multi-disciplinary and single focus laboratories from the environmental and public health communities that can serve as technical center of opportunity for nuclear, inorganic and organic analyses. The objectives of the Office of Research and Development effort are twofold: (1) to identify the technology shortcomings and technologies gaps (thus requirements) within these communities that could benefit from state-of-the-art infield analysis technologies currently under development and (2) to promote scientist-to-scientist dialog and technical exchange under such existing US government internship programs (eg SABIT/USDOC) to improve skills and work relationships. Although the data analysis will focus on environmentally sensitive signatures and materials, the office of Research and Development wishes to further its nuclear non-proliferation objectives by assessing the current technical skill and ingenious analytical tools in less-developed countries so as to broaden the base of capability for multi-species measurement technology development.

There have been numerous developments in the current project over the last three months. The most appropriate geometries for performing the interfacial heat transfer studies have been discussed with both of our Industrial Partners. Both companies have molds which may be available for adaptation to record the thermal history during casting required for determining interfacial heat transfer coefficients. The details of what instrumentation would be the most appropriate remain to be worked out, but the instrumentation would likely include thermocoupling in the mold cavity as well as in the mold wall, as well as pressure sensors in the squeeze casting geometry molds and ultrasonic gap monitoring in the low pressure and gravity fed permanent mold geometry molds. The first advisory committee meeting was held on February 6th, and the steering committee was apprised of the objectives of the program. The capabilities of the Industrial Partners were reviewed, as well as the need for the project to make use of resources from other CMC projects. The second full Advisory Committee Meeting will be held in early May.

The coupling of laser light with plasmas is one of the key physics issues for the use of high-power lasers for inertial fusion, high-energy-density physics, and scientific stockpile stewardship. The coupling physics is extremely rich and challenging, particularly in the large plasmas to be accessed on the National Ignition Facility (NIF). The coupling mechanisms span the gamut from classical inverse bremsstrahlung absorption to a variety of nonlinear optical processes. These include stimulated Raman scattering (SRS) from electron plasma waves, stimulated Brillouin scattering (SBS) from ion sound waves, resonant decay into electron plasma and ion sound waves, and laser beam filamentation. These processes depend on laser intensity and produce effects such as changes in the efficiency and location of the energy deposition or generation of a component of very energetic electrons, which can preheat capsules. Coupling physics issues have an extremely high leverage. The coupling models are clearly very important ingredients for detailed calculations of laser-irradiated target behavior. Improved understanding and models enable a more efficient use of laser facilities, which becomes even more important as these facilities become larger and more expensive. MM-wave cavity/klystron developments using deep x-ray lithography at the Advanced Photon Source.

Recent microfabrication technologies based on LIGA (German acronym for Li thographe, G alvanoformung, und A bformung) have been applied to build high-aspect-ratio, metallic or dielectric, planar structures suitable for high frequency rf cavity structures. The cavity structures would be used as parts of linear accelerators, microwave undulators, and mm-wave amplifiers. The microfabrication process includes manufacturing of precision x-ray masks, exposure of positive resist by x-rays through the mask, resist development, and electroforming of the final microstructure. Prototypes of a 32-cell, 108-GHz constant impedance cavity and a 66-cell, 94-GHz constant-gradient cavity were fabricated using the synchrotron radiation sources at APS. Preliminary design parameters for a 91- GHz modulator klystron along with an overview of the new technology are discussed.

During the three-year funding period the author`s achievements can be summarized as follows: (1) The author has systematically studied the effect of phase modulation on bunch distribution. (2) The author has found that a frequently observed proton beam instability when the velocity of cooling electrons differs from that of protons is due to Hopf bifurcation. The equilibrium proton beam distribution becomes a limiting cycle attractor. This technique can be used to measure the temperature of cooling electrons. (3) The author has studied mechanisms of controlled bunch dilution. Evolution of beam bunch profile is measured while the beam is perturbed by the modulation of a secondary rf system. The experimental data reveal that mean square bunch length {sigma}{sup 2}(t) exhibits two characteristic time scales. He finds that overlapping parametric resonances plays an important role in beam diffusion. (4) He has studied the effects of global chaos on the halo formation of space charge dominated beams. He has analyzed the halo produced by a modulating mismatched space charge dominated beam in a uniform focusing channel. He found that the halo formation is determined by a single scaling parameter, the space charge perveance parameter divided by the phase advance per unit length. The …
