1997 project of the year, PUREX deactivation project
At the end of 1992, the PUREX and UO{sub 3} plants were deemed no longer necessary for the defense needs of the United States. Although no longer necessary, they were very costly to maintain in their post-operation state. The DOE embarked on a deactivation strategy for these plants to reduce the costs of providing continuous surveillance of the facilities and their hazards. Deactivation of the PUREX and UO{sub 3} plants was estimated to take 5 years and cost $222.5 million and result in an annual surveillance and maintenance cost of $2 million. Deactivation of the PUREX/UO{sub 3} plants officially began on October 1, 1993. The deactivation was 15 months ahead of the original schedule and $75 million under the original cost estimate. The annual cost of surveillance and maintenance of the plants was reduced to less than $1 million.

Accelerated Cleanup Risk Reduction
There is no proven technology for remediating contaminant plume source regions in a heterogeneous subsurface. This project is an interdisciplinary effort to develop the requisite new technologies so that will be rapidly accepted by the remediation community. Our technology focus is hydrous pyrolysis/oxidation (HPO) which is a novel in situ thermal technique. We have expanded this core technology to leverage the action of steam injection and place an in situ microbial filter downstream to intercept and destroy the accelerated movement of contaminated groundwater. Most contaminant plume source regions, including the chlorinated solvent plume at LLNL, are in subsurface media characterized by a wide range in hydraulic conductivity. At LLNL, the main conduits for contaminant transport are buried stream channels composed of gravels and sands; these have a hydraulic conductivity in the range of 10{sup -1} to 10{sup -2} cm/s. Clay and silt units with a hydraulic conductivity of 10{sup -1} to 10{sup -6} cm/s bound these buried channels; these are barriers to groundwater movement and contain the highest contaminant concentrations in the source region. New remediation technologies are required because the current ones preferentially access the high conductivity units. HPO is an innovative process for the in situ destruction of …

Acceptable knowledge summary report for combustible/noncombustible, metallic, and HEPA filter waste resulting from {sup 238}Pu fabrication activities
All transuranic (TRU) waste must be sufficiently characterized and certified before it is shipped to the Waste Isolation Pilot Plant (WIPP). The US Environmental Protection Agency (EPA) allows use of acceptable knowledge (AK) for waste characterization. EPA uses the term AK in its guidance document and defines AK and provides guidelines on how acceptable knowledge should be obtained and documented. This AK package has been prepared in accordance with Acceptable Knowledge Documentation (TWCP-QP-1.1-021,R.2). This report covers acceptable knowledge information for five waste streams generated at TA-55 during operations to fabricate various heat sources using feedstock {sup 238}Pu supplied by the Savannah River Site (SRS). The {sup 238}Pu feedstock itself does not contain quantities of RCRA-regulated constituents above regulatory threshold limits, as known from process knowledge at SRS and as confirmed by chemical analysis. No RCRA-regulated chemicals were used during {sup 238}Pu fabrication activities at TA-55, and all {sup 238}Pu activities were physically separated from other plutonium processing activities. Most of the waste generated from the {sup 238}Pu fabrication activities is thus nonmixed waste, including waste streams TA-55-43, 45, and 47. Acceptance test report 2721-Z upgrades
This test procedure provides instructions for acceptance testing of modifications to the 2721-Z diesel-generator system made by Project C-189. The modifications include (1) replacing the generator NUMA-LOGIC controller with connection to the PFP distributed control system (DCS), (2) replacing ATSI with a breaker switching scheme for 2736-ZB backup power and (3) providing a method for generator load and system testing.

The water vapor content for air in drier ducts, ovens, furnaces and the like is determined by a measurement of sound speed which is done by measuring the time difference between sound pulses reflected by two reflectors spaced a known distance apart in a guide tube. The transmitter-receiver is located at one end of the tube. The tube has enough number of holes to allow the hot moist air to get into the probe tube. A non-porous tube containing dry air placed in the same duct provides a similar measurement of dry-sound speed. The ratio of the two speeds of sound or the two measured time intervals is a simple function of the water vapor content practically independent of temperature thereby providing a very accurate measurement of water vapor content over an extremely wide range of temperatures. The sensor is accurate, immune to harsh environments, has an extremely low time constant, has absolutely no hysteresis and needs no calibration.

Active neutron interrogation for verification of storage of weapons components at the Oak Ridge Y-12 Plant
A nuclear weapons identification system (NWIS), under development since 1984 at the Oak Ridge Y-12 Plant and presently in use there, uses active neutron interrogation with low-intensity {sup 252}Cf sources in ionization chambers to provide a timed source of fission neutrons from the spontaneous fission of {sup 252}Cf. To date, measurements have been performed on {approximately}15 different weapons systems in a variety of configurations both in and out of containers. Those systems included pits and fully assembled systems ready for deployment at the Pantex Plant in Amarillo, Texas, and weapons components at the Oak Ridge Y-12 Plant. These measurements have shown that NWIS can identify nuclear weapons and/or components; nuclear weapons/components can be distinguished from mockups where fissile material has been replaced by nonfissile material; omissions of small amounts (4%) of fissile material can be detected; changes in internal configurations can be determined; trainer parts can be identified as was demonstrated by verification of 512 containers with B33 components at the Y-12 Plant (as many as 32 in one 8-hour shift); and nonfissile components can be identified.
