The Au Pair Program

Legislation passed late in the 103rd Congress granted the U.S. Information Agency (USIA) authority to design and implement more rigorous rules regulating the au pair program. In 1997, the au pair program received considerable media attention as a result of the Louise Woodward court case regarding possible involvement of an au pair in the death of a child in Massachusetts. The U.S. Information Agency amended existing federal regulations for the au pair program in September 1997 to underscore the cultural exchange aspect of the program and strengthen au pair recruiting and training.

The "Son of Sam" Case: Legislative Implications

In Simon & Schuster, Inc. v. Members of the new York State Crime Victims Board, the U.S. Supreme Court held that New York State's "Son of Sam" law was inconsistent with the First Amendment's guarantee of freedom of speech and press. This report examines the Supreme Court decision and then considers whether its rationale renders the federal law unconstitutional. Concluding that it likely does, the report considers whether it would be possible to enact a constitutional Son-of-Sam statute. Finally, the report takes note of some state Son-of-Sam statutes that have been enacted since the Supreme Court decision.

Development and Testing of Industrial Scale Coal Fired Combustion System, Phase 3

Coal Tech Corp's mission is to develop, license & sell innovative, lowest cost, solid fuel fired power systems & total emission control processes using proprietary and patented technology for domestic and international markets. The present project 'DEVELOPMENT & TESTING OF INDUSTRIAL SCALE, COAL FIRED COMBUSTION SYSTEM, PHASE 3' on DOE Contract DE-AC22-91PC91162 was a key element in achieving this objective. The project consisted of five tasks that were divided into three phases. The first phase, 'Optimization of First Generation 20 MMBtu/hr Air-Cooled Slagging Coal Tech Combustor', consisted of three tasks, which are detailed in Appendix 'A' of this report. They were implemented in 1992 and 1993 at the first generation, 20 MMBtu/hour, combustor-boiler test site in Williamsport, PA. It consisted of substantial combustor modifications and coal-fired tests designed to improve the combustor's wall cooling, slag and ash management, automating of its operation, and correcting severe deficiencies in the coal feeding to the combustor. The need for these changes was indicated during the prior 900-hour test effort on this combustor that was conducted as part of the DOE Clean Coal Program. Spent nuclear fuel project product specification

Product specifications are limits and controls established for each significant parameter that potentially affects safety and/or quality of the Spent Nuclear Fuel (SNF) packaged for transport to dry storage. The product specifications in this document cover the spent fuel packaged in MultiCanister Overpacks (MCOs) to be transported throughout the SNF Project. The SNF includes N Reactor fuel and single-pass reactor fuel. The FRS removes the SNF from the storage canisters, cleans it, and places it into baskets. The MCO loading system places the baskets into MCO/Cask assembly packages. These packages are then transferred to the Cold Vacuum Drying (CVD) Facility. After drying at the CVD Facility, the MCO cask packages are transferred to the Canister Storage Building (CSB), where the MCOs are removed from the casks, staged, inspected, sealed (by welding), and stored until a suitable permanent disposal option is implemented. The key criteria necessary to achieve these goals are documented in this specification.

Two listed toxic chemicals were used at the Hanford Site above established activity thresholds: phosphoric acid and chlorine. Because total combined quantities of chlorine released, disposed, treated, recovered through recycle operations, co-combusted for energy recovery, and transferred to off-site locations for the purpose of recycle, energy recovery, treatment, and/or disposal, amounted to less than 500 pounds, the Hanford Site qualified for the alternate one million pound threshold for chlorine. Accordingly, this Toxic Chemical Release Inventory includes a Form A for chlorine, and a Form B for phosphoric acid.

National Environmental Policy Act source guide for the Hanford Site

This Source Guide will assist those working with the National Environmental Policy Act (NEPA) of 1969 to become more familiar with the environmental assessments (EA) and environmental impact statements (EIS) that apply to specific activities and facilities on the Hanford Site. This document should help answer questions concerning NEPA coverage, history, processes, and the status of many of the buildings and units on and related to the Hanford Site. This document summarizes relevant EAs and EISs by briefly outlining the proposed action of each document and the decision made by the US Department of Energy (DOE) or its predecessor agencies, the US Atomic Energy Commission (AEC) and the US Energy Research and Development Administration (ERDA). The summary includes the proposed action alternatives and current status of the proposed action. If a decision officially was stated by the DOE, as in a finding of no significant impact (FONSI) or a record of decision (ROD), and the decision was located, a summary is provided. Not all federal decisions, such as FONSIs and RODS, can be found in the Federal Register (FR). Accelerating cleanup: Paths to closure

This document was previously referred to as the Draft 2006 Plan. As part of the DOE`s national strategy, the Richland Operations Office`s Paths to Closure summarizes an integrated path forward for environmental cleanup at the Hanford Site. The Hanford Site underwent a concerted effort between 1994 and 1996 to accelerate the cleanup of the Site. These efforts are reflected in the current Site Baseline. This document describes the current Site Baseline and suggests strategies for further improvements in scope, schedule and cost. The Environmental Management program decided to change the name of the draft strategy and the document describing it in response to a series of stakeholder concerns, including the practicality of achieving widespread cleanup by 2006. Also, EM was concerned that calling the document a plan could be misconstrued to be a proposal by DOE or a decision-making document. The change in name, however, does not diminish the 2006 vision. To that end, Paths to Closure retains a focus on 2006, which serves as a point in time around which objectives and goals are established.
