324 Building liquid waste handling and removal system project plan

This report evaluates the modification options for handling radiological liquid waste generated during decontamination and cleanout of the 324 Building. Recent discussions indicate that the Hanford site railroad system will be closed by the end of FY 1998 necessitating the need for an alternate transfer method. The issue of handling of Radioactive Liquid Waste (RLW) from the 324 Building (assuming the 340 Facility is not available to accept the RLW) has been examined in at least two earlier engineering studies (Parsons 1997a and Hobart 1997). Each study identified a similar preferred alternative that included modifying the 324 Building RLWS to allow load-out of wastewater to a truck tanker, while making maximum use of existing piping, tanks, instrumentation, controls and other features to minimize costs and physical changes to the building. This alternative is accepted as the basis for further discussion presented in this study. The goal of this engineering study is to verify the path forward presented in the previous studies and assure that the selected alternative satisfies the 324 Building deactivation goals and objectives as currently described in the project management plan. The Addition of a Second Lanthanide Ion to Increase the Luminescence of Europium(III) Macrocyclic Complexes

At present, the microscopic visualization of luminescent labels containing lanthanide(III) ions, primarily europium(III), as light-emitting centers is best performed with time-gated instrumentation, which by virtually eliminating the background fluorescence results in an improved signal to noise ratio. However, the use of the europium(III) macrocycle, Quantum Dye{trademark}, in conjunction with the strong luminescence enhancing effect (cofluorescence) of yttrium(III) or gadolinium(III), can eliminate the need for such specialized instrumentation. In the presence of Gd(III), the luminescence of the Eu(III)-macrocycles can be conveniently observed with conventional fluorescence instrumentation at previously unattainable low levels. The Eu(III) {sup 5}D{sub 0} {r_arrow} {sup 7}F{sub 2} emission of the Eu(III)-macrocycles was observed as an extremely sharp band with a maximum at 619 nm and a clearly resolved characteristic pattern. At very low Eu(III)-macrocycle concentrations, another sharp emission was detected at 614 nm, arising from traces of Eu(III) present in even the purest commercially available gadolinium products. Discrimination of the resolved emissions of the Eu(III)-macrocycle and Eu(III) contaminant should provide a means to further lower the limit of detection of the Eu(III)-macrocycle.

Bedrock geologic Map of the Central Block Area, Yucca Mountain, Nye County, Nevada

Bedrock geologic maps form the foundation for investigations that characterize and assess the viability of the potential high-level radioactive waste repository at Yucca Mountain, Nevada. As such, this map focuses on the central block at Yucca Mountain, which contains the potential repository site. The central block is a structural block of Tertiary volcanic rocks bound on the west by the Solitario Canyon Fault, on the east by the Bow Ridge Fault, to the north by the northwest-striking Drill Hole Wash Fault, and on the south by Abandoned Wash. Earlier reconnaissance mapping by Lipman and McKay (1965) provided an overview of the structural setting of Yucca Mountain and formed the foundation for selecting Yucca Mountain as a site for further investigation. They delineated the main block-bounding faults and some of the intrablock faults and outlined the zoned compositional nature of the tuff units that underlie Yucca Mountain. Scott and Bonk (1984) provided a detailed reconnaissance geologic map of favorable area at Yucca Mountain in which to conduct further site-characterization studies. Of their many contributions, they presented a detailed stratigraphy for the volcanic units, defined several other block-bounding faults, and outlined numerous intrablock faults. Bosnia Stabilization Force (SFOR) and U.S. Policy

In December 1995, a NATO-led implementation force (IFOR) was deployed to Bosnia to enforce the military aspects of the Bosnian peace agreement. After fierce debate, the House and Senate passed separate resolutions in December 1995 expressing support for the U.S. troops in Bosnia, although not necessarily for the mission itself. Legislative efforts to bar funds for the deployment of U.S. troops to Bosnia were narrowly rejected. In the 105th Congress, similar efforts to bar a U.S. deployment after June 1998 were also rejected, although the FY 1998 defense authorization and appropriations laws contain reporting requirements that must be fulfilled before an extended deployment may take place. The defense appropriation measure requires the President to seek a supplemental appropriation for any deployment after June 1998.

Calculation of Upper Subcritical Limits for Nuclear Criticality in a Repository

The purpose of this document is to present the methodology to be used for development of the Subcritical Limit (SL) for post closure conditions for the Yucca Mountain repository. The SL is a value based on a set of benchmark criticality multiplier, k{sub eff} results that are outputs of the MCNP calculation method. This SL accounts for calculational biases and associated uncertainties resulting from the use of MCNP as the method of assessing k{sub eff}. The context for an SL estimate include the range of applicability (based on the set of MCNP results) and the type of SL required for the application at hand. This document will include illustrative calculations for each of three approaches. The data sets used for the example calculations are identified in Section 5.1. These represent three waste categories, and SLs for each of these sets of experiments will be computed in this document. Future MCNP data sets will be analyzed using the methods discussed here. The treatment of the biases evaluated on sets of k{sub eff} results via MCNP is statistical in nature. This document does not address additional non-statistical contributions to the bias margin, acknowledging that regulatory requirements may impose additional administrative penalties. Potentially, …

Clean Water Act Reauthorization in the 105th Congress

In the 105th Congress, legislation to reauthorize the Clean Water Act was not been introduced, and no major House or Senate committee activity occurred. EPA and states' water quality inventories have identified wet weather flows (including agricultural runoff, urban storm water, and sewer overflows) as the largest remaining threat to water quality. EPA's clean water programs are now focusing to a large extent on solving wet weather pollution problems. These issues may be addressed legislatively, as well. At issue is whether and how to detail wet weather programs in the Act versus allowing flexibility that recognizes the site-specific nature of intermittent wet weather pollution.

Critical analysis of the Hanford spent nuclear fuel project activity based cost estimate

In 1997, the SNFP developed a baseline change request (BCR) and submitted it to DOE-RL for approval. The schedule was formally evaluated to have a 19% probability of success [Williams, 1998]. In December 1997, DOE-RL Manager John Wagoner approved the BCR contingent upon a subsequent independent review of the new baseline. The SNFP took several actions during the first quarter of 1998 to prepare for the independent review. The project developed the Estimating Requirements and Implementation Guide [DESH, 1998] and trained cost account managers (CAMS) and other personnel involved in the estimating process in activity-based cost (ABC) estimating techniques. The SNFP then applied ABC estimating techniques to develop the basis for the December Baseline (DB) and documented that basis in Basis of Estimate (BOE) books. These BOEs were provided to DOE in April 1998. DOE commissioned Professional Analysis, Inc. (PAI) to perform a critical analysis (CA) of the DB. PAI`s review formally began on April 13. PAI performed the CA, provided three sets of findings to the SNFP contractor, and initiated reconciliation meetings. During the course of PAI`s review, DOE directed the SNFP to develop a new baseline with a higher probability of success. The contractor transmitted the new baseline, …

Development of an inventory/archive program for the retention, management, and disposition of tank characterization samples at the 222-S laboratory

The Hanford Tank Waste Remediation Systems (TWRS) Characterization Program is responsible for coordinating the sampling and analysis of the 177 large underground storage tanks at the Hanford site. The 222-S laboratory has been the primary laboratory for chemical analysis of this highly-radioactive material and has been accumulating these samples for many years. As part of the Fiscal Year 1998 laboratory work scope, the 222-S laboratory has performed a formal physical inventory of all tank characterization samples which are currently being stored. In addition, an updated inventory/archive program has been designed. This program defines sample storage, retention, consolidation, maintenance, and disposition activities which will ensure that the sample integrity is preserved to the greatest practical extent. In addition, the new program provides for continued availability of waste material in a form which will be useful for future bench-scale studies. Finally, when the samples have exceeded their useful lifetime, the program provides for sample disposition from,the laboratory in a controlled, safe and environmentally compliant manner. The 222-S laboratory maintains custody over samples of tank waste material which have been shipped to the laboratory for chemical analysis. Disaster recovery plan for HANDI 2000 business management system

The BMS production implementation will be complete by October 1, 1998 and the server environment will be comprised of two types of platforms. The PassPort Supply and the PeopleSoft Financials will reside on LNIX servers and the PeopleSoft Human Resources and Payroll will reside on Microsoft NT servers. Because of the wide scope and the requirements of the COTS products to run in various environments backup and recovery responsibilities are divided between two groups in Technical Operations. The Central Computer Systems Management group provides support for the LTNIX/NT Backup Data Center, and the Network Infrastructure Systems group provides support for the NT Application Server Backup outside the Data Center. The disaster recovery process is dependent on a good backup and recovery process. Information and integrated system data for determining the disaster recovery process is identified from the Fluor Daniel Hanford (FDH) Risk Assessment Plan, Contingency Plan, and Backup and Recovery Plan, and Backup Form for HANDI 2000 BMS.

Dynamic magnetic compaction of porous materials

IAP Research began development of the Dynamic Magnetic Compaction (DMC) process three years before the CRADA was established. IAP Research had experimentally demonstrated the feasibility of the process, and conducted a basic market survey. IAP identified and opened discussions with industrial partners and established the basic commercial cost structure. The purpose of this CRADA project was to predict and verify optimum pressure vs. time history for the compaction of porous copper and tungsten. LLNL modeled the rapid compaction of powdered material from an initial density of about 30% theoretical maximum to more than 90% theoretical maximum. The compaction simulations were benchmarked against existing data and new data was acquired by IAP Research. The modeling was used to perform parameter studies on the pressure loading time history, initial porosity and temperature. LLNL ran simulations using codes CALE or NITO and compared the simulations with published compaction data and equation of state (EOS) data. This project did not involve the development or modification of software code. CALE and NITO were existing software programs at LLNL. No modification of these programs occurred within the scope of the CRADA effort.

The economic impact of Los Alamos National Laboratory on north-central New Mexico and the state of New Mexico fiscal year 1997

Los Alamos National Laboratory (LANL) is a multidisciplinary, multiprogram laboratory with a mission to enhance national military and economic security through science and technology. Its mission is to reduce the nuclear danger through stewardship of the nation`s nuclear stockpile and through its nonproliferation and verification activities. An important secondary mission is to promote US industrial competitiveness by working with US companies in technology transfer and technology development partnerships. Los Alamos is involved in partnerships and collaborations with other federal agencies, with industry (including New Mexico businesses), and with universities worldwide. For this report, the reference period is FY 1997 (October 1, 1996, through September 30, 1997) and includes two major impact analysis: the impact of LANL activities on north-central New Mexico and the economic impacts of LANL on the state of New Mexico. Total impact represents both direct and indirect respending by business, including induced effects (respending by households). The standard multipliers used in determining impacts result from the inter-industry, input-output models developed for the three-county region and the state of New Mexico. 5 figs., 12 tabs.

The economic impact of Sandia National Laboratories on central New Mexico and the state of New Mexico fiscal year 1997

Sandia National Laboratories (SNL) was established in 1949 to perform the engineering development and ordnance responsibilities associated with nuclear weapons. By the early 1960`s the facility had evolved into an engineering research and development laboratory and became a multiprogram laboratory during the 1970s. Sandia is operated for the US Department of Energy by the Sandia Corporation, a wholly-owned subsidiary of Lockheed Martin, Incorporated. For several years, the US Department of Energy (DOE) Albuquerque Operations Office (AL) and New Mexico State University (NMSU) have maintained an inter-industry, input-output model with capabilities to assess the impacts of developments initiated outside the economy such as federal DOE monies that flow into the state, on an economy. This model will be used to assess economic, personal income and employment impacts of SNL on central New Mexico and the state of New Mexico. For this report, the reference period is FY 1997 (October 1, 1996, through September 30, 1997) and includes two major impact analyses: the impact of SNL activities on central New Mexico and the economic impacts of SNL on the state of New Mexico.
