Agricultural Research, Education, and Extension Issues in the 105th Congress

The public agricultural research, education, and extension system is comprised of a nationwide network of federal and state agricultural research laboratories and departments, land grant Colleges of Agriculture, colleges of forestry and veterinary medicine, and the nationwide Cooperative Extension System. Although the basic authority to conduct agricultural research and extension programs is permanent, Congress since 1977 has provided funding authority and policy guidance for USDA's in-house research programs, and for federal support for cooperative research, higher education, and extension programs in the states, through a title contained in omnibus farm legislation. This report discusses specific pieces of such legislation and details certain agricultural and food-related appropriations.

Application of Integrated Reservoir Management and Reservoir Characterization to Optimize Infill Drilling.

A total of 18 wells, 14 producers and 4 injection wells, were drilled and completed during the Field Demonstration portion of the project. These 18 wells are all currently in service, with the producing wells going on-line between May and September 1996, and the injection wells going into service between August and December 1996. Current Unit production is approximately 3,100 BOPD, of which approximately 800 BOPD is being contributed from the 14 Project 10-acre producing wells (Figure 1). A revision in the Statement of Work was approved to allow for the drilling of additional 10-acre infill wells or injection well conversions as budget constraints allow.

[Calibration methods for neutron diagnostics at Omega]. DOE/NLUF final report

The investigation of Calibration Methods for Neutron Diagnostics at Omega is still underway. The data shown here is a compilation of measurements taken at Omega during the time of the grant. The data set has been updated with additional information taken this year. The neutron yield from an ICF event was determined by measuring the activity of an aluminum sample activated by target-produced DT neutrons. The radioactive nuclei {sup 24}Na and {sup 27}Mg, which were produced via the {sup 27}Al(n,{alpha}){sup 24}Na and {sup 27}Al(n,p){sup 27}Mg direct reactions, beta decay to excited states of {sup 24}Mg and {sup 27}Al respectively. These excited states then emitted gamma rays as the nuclei de-excite to their respective ground states. The gamma rays are detected and counted. From their numbers the neutron yield is determined.

In the third quarter of calendar year 1997, 10 days of tests on the 20 MMBtu/hr combustor-boiler facility were performed. The total test days on the Philadelphia facility to the end of September 1997 was 93, of which 19 tests were implemented as part of another DOE project. This exceeds the planned 63 test days for this project. Key project objectives have been exceeded, including NO emissions as low as 0.07 lb/MMBtu and SO emissions as low as 0.2 x 2 lb/MMBtu. The tests in the present quarter focussed on further optimizing post-combustion sorbent injection for SO2 and NOx control processes. The results were in the same range as in previous tests. In addition, initial tests of Coal Tech�s post-combustion NOx control process were implemented on a 100 MW and a 37 MW utility boiler, and NOx reductions as high as 40% were measured in the latter boiler.

This Mitigation Action Plan Annual Report (MAPAR) has been prepared by the US Department of Energy (DOE) as part of implementing the Dual Axis Radiographic Hydrodynamic Test Facility (DARHT) Mitigation Action Plan (MAP). This MAPAR provides a status on specific DARHT facility design- and construction-related mitigation actions that have been initiated in order to fulfill DOE`s commitments under the DARHT MAP. The functions of the DARHT MAP are to (1) document potentially adverse environmental impacts of the Phased Containment Option delineated in the Final EIS, (2) identify commitments made in the Final EIS and ROD to mitigate those potential impacts, and (3) establish Action Plans to carry out each commitment (DOE 1996). The DARHT MAP is divided into eight sections. Sections 1--5 provide background information regarding the NEPA review of the DARHT project and an introduction to the associated MAP. Section 6 references the Mitigation Action Summary Table which summaries the potential impacts and mitigation measures; indicates whether the mitigation is design-, construction-, or operational-related; the organization responsible for the mitigation measure; and the projected or actual completion data for each mitigation measure. Following the testing of the Cat-Tec handling system, detail design work commenced both at the Catalytic Industrial Systems (CIS) Kansas facility and at the Cat-Tec offices in Minneapolis for the mating of the heating and handling system elements of the catalytic infrared particulate dryer. A used equipment looped handling system designed to feed and recirculate the test material was procured and shipped to CIS in anticipation of the on-site testing. Evaluation of the findings of the test results led the joint CIS-Cat-Tec design team to conclude that the unit to be provided to Lignetics for testing needed to have approximately 120 square feet of agitation bed and approximately 100 feet of infrared generation surfaces. The overall size was thus increased approximately 50% from the initial test unit.

Environmental-performance research priorities: Wood products. Final report

This report describes a research plan to establish environmental, energy, and economic performance measures for renewable building materials, and to identify management and technology alternatives to improve environmental performance in a cost-effective manner. The research plan is designed to: (1) collect environmental and economic data on all life-cycle stages of the materials, (2) ensure that the data follows consistent definitions and collection procedures, and (3) develop analytical procedures for life-cycle analysis to address environmental performance questions. The research will be subdivided into a number of individual project modules. The five processing stages of wood used to organize the research plan are: (1) resource management and harvesting; (2) processing; (3) design and construction of structures; (4) use, maintenance, and disposal; and (5) waste recycling. Individual research module descriptions are provided in the report, as well as assessment techniques, research standards and protocol, and research management. 13 refs., 5 figs., 3 tabs.
