Conceptual design of the inner cryostat support and jack
The Endcap Cryostat will be supported by the End Barrel Tilecalorimeter at four points. The outer support points will be carried by a structure that is external to the End Barrel modules while the inner support points will be directly on the modules. This paper concerns the design of these inner support points. The design parameters for the inner support points are: (1) must be able to support twice the front load from the Endcap Cryostat (70 tons); (2) the support point must make contact on the inner radius surface provided on the Endcap Cryostat; (3) vertical adjust must be allowed of up to {+-} 6mm; (4) the support must be a simple support; (5) the support must be contained within the envelope of one End Barrel submodule.

Fatigue of Composite Material Beam Elements Representative of Wind Turbine Blade Substructure
The database and analysis methods used to predict wind turbine blade structural performance for stiffness, static strength, dynamic response,and fatigue lifetime are validated through the design, fabrication, and testing of substructural elements. We chose a test specimen representative of wind turbine blade primary substructure to represent the spar area of a typical wind turbine blade. We then designed an I-beam with flanges and web to represent blade structure, using materials typical of many U.S.-manufactured blades. Our study included the fabrication and fatigue testing of 52 beams and many coupons of beam material. Fatigue lifetimes were consistent with predictions based on the coupon database. The final beam specimen proved to be a very useful tool for validating strength and lifetime predictions for a variety of flange and web materials, and is serving as a test bed to ongoing studies of structural details and the interaction between manufacturing and structural performance. Th e beam test results provide a significant validation of the coupon database and the methodologies for predicting fatigue of composite material beam elements.

Sea Breeze Regimes in the New York City Region - Modeling and Radar Observations
The evolution of the sea breeze front in the region where New York and New Jersey meet can be different from that in adjacent regions. Bornstein (1994) and Reiss et al. (1996) have reported observations that show the sea breeze front advancing more slowly in this region than over Long Island and central New Jersey. While in the southern section of New Jersey a single, classical sea breeze development occurs. This paper presents results from model simulations, surface observations and remote sensing using the Weather Surveillance Radar-1988 Doppler (WSR-88D).

Analysis of the e-beam evaporation of titanium and Ti-6Al-4V
An experimental and finite element analysis was performed for the electron-beam evaporation of Ti and Ti-6Al-4V from a bottom-feed system. The bulk evaporation rate was measured by feed consumption, and the pool elevation was held constant by adjusting the feed rate in a closed-loop control system. The instantaneous titanium and aluminum evaporation rates were determined by laser absorption in the vapor plume. Water temperature rises in cooling water circuits provided heat flows, and post-run cross sections revealed the location of the solidification zone. The MELT finite element code was applied to model the steady-state two-dimensional fluid flow and energy transport in the rod. There was good agreement between model and measured values of the heat flows and solidification boundaries for Ti. Measured bulk evaporation rates were similar for Ti and Ti-6-4 with greater variation observed for the Ti values. The model evaporation rates were higher than the measured values, but a similar linear dependence on e-beam power was observed in all cases. In a Ti-6-4 evaporation experiment with steady process conditions, laser absorption measurements showed much larger fluctuations in the evaporation rate for Al than Ti.

The Budget Enforcement Act: Its Operation Under a Budget Surplus
The Budget Enforcement Act was enacted in 1990 in an effort to control future budgetary actions. It did this through two separate, but related, mechanisms: limits on discretionary spending, and the pay-as-you-go process to require that any legislative action on direct spending or revenues which would increase the deficit be offset. These procedures currently would apply through FY2002 (for legislation enacted before October 1, 2002, for measures affecting direct spending or revenues), regardless of whether the budget is in deficit or surplus.

Conformal Field Theories: From Old to New
In a short review of recent work, we discuss the general problem of constructing the actions of new conformal field theories from old conformal field theories. Such a construction follows when the old conformal field theory admits new conformal stress tensors in its chiral algebra, and it turns out that the new conformal field theory is generically a new spin-two gauge theory. As an example we discuss the new spin-two gauged sigma models which arise in this fashion from the general conformal non-linear sigma model.
