324 Facility B-Cell quality process plan

B-Cell is currently being cleaned out (i.e., removal of equipment, fixtures and residual radioactive materials) and deactivated. TPA Milestone M-89-02 dictates that all mixed waste and equipment be removed from B-Cell by 5/31/99. The following sections describe the major activities that remain for completion of the TPA milestone. This includes: (1) Size Reduce Tank 119 and Miscellaneous Equipment. This activity is the restart of hotwork in B-Cell to size reduce the remainder of Tank 119 and other miscellaneous pieces of equipment into sizes that can be loaded into a grout container. This activity also includes the process of preparing the containers for shipment from the cell. The specific activities and procedures used are detailed in a table. (2) Load and Ship Low-Level Waste. This activity covers the process of taking a grouted LLW container from B-Cell and loading it into the cask in the REC airlock and Cask Handling Area (CHA) for shipment to the LLBG. The detailed activities and procedures for this part of cell cleanout are included in second table.

1998 report on Hanford Site land disposal restrictions for mixed waste

This report was submitted to meet the requirements of Hanford Federal Facility Agreement and Consent Order (Tri-Party Agreement) Milestone M-26-01H. This milestone requires the preparation of an annual report that covers characterization, treatment, storage, minimization, and other aspects of managing land-disposal-restricted mixed waste at the Hanford Facility. The US Department of Energy, its predecessors, and contractors on the Hanford Facility were involved in the production and purification of nuclear defense materials from the early 1940s to the late 1980s. These production activities have generated large quantities of liquid and solid mixed waste. This waste is regulated under authority of both the Resource Conservation and Recovery Act of l976 and the Atomic Energy Act of 1954. This report covers only mixed waste. The Washington State Department of Ecology, US Environmental Protection Agency, and US Department of Energy have entered into the Tri-Party Agreement to bring the Hanford Facility operations into compliance with dangerous waste regulations. The Tri-Party Agreement required development of the original land disposal restrictions (LDR) plan and its annual updates to comply with LDR requirements for mixed waste. Adiabatic interpretation of particle creation in a de Sitter universe

The choice of vacuum state for a quantum scalar field propagating in a de Sitter spacetime (massive and arbitrarily coupled to the gravitational field) is discussed. The problem of finite-time initial conditions for the mode functions is analyzed, as well as how these determine the vacuum state of the quantum system. The principle guiding the choice of vacuum state is the following: one wants the vacuum contribution to the energy-momentum tensor to contain all the ultraviolet divergent terms, so that the particle creation terms are finite, and covariantly conserved. There is a suitable set of modes (instantaneous adiabatic basis) in which this splitting of the expectation value of the energy-momentum tensor can be carried out. Numerical results are presented for different finite-time initial conditions (m = 0.6, {zeta} = 1/6). The nature of the particle creation effect is described and its relationship to the concept of a horizon crossing time is shown. These numerical results imply that back-reaction can be important and should be the subject of further research.

Advanced cell technology for high performance Li-A1/FeS{sub 2} secondary batteries.

In early 1993. Argonne National Laboratory (ANL) initiated a major R and D effort to develop bipolar Li-Al/LiCl-LiBr-KBr/FeS{sub 2} batteries for electric vehicles, targeting the USABC Long-Term Goals. Significant advancements were achieved in the areas of (i) chemical purity, (ii) electrode and electrolyte additives, and (iii) peripheral seals. It was determined that key chemical constituents contained undesirable impurities. ANL developed new chemical processes for preparing Li{sub 2}S, FeS, and CoS{sub 2} that were >98.5% pure. We evaluated a large variety of electrode and electrolyte additives for reducing cell area specific impedance (ASI). Candidate positive electrode additives offered increased electronic conductivity, enhanced reaction kinetics, and/or improved porous electrode morphology. CoS{sub 2}, CuFeS{sub 2}, MgO, and graphite (fibers) were identified as the most beneficial impedance-reducing positive electrode additives. Although electronically conductive carbon and graphite additives produced measurable ASI reductions in the negative electrode, they degraded its structural integrity and were deemed impractical. Lil and LiF were identified as beneficial electrolyte additives, that enhance positive electrode kinetics. ANL refined its baseline metal/ceramic peripheral seal and increased its strength by a factor of three (achieving a safety factor >10). In parallel, ANL developed a high-strength advanced metal/ceramic seal that offers appreciable cost reductions.

Advanced fuel cells for transportation applications. Final report

This Research and Development (R and D) contract was directed at developing an advanced technology compressor/expander for supplying compressed air to Proton Exchange Membrane (PEM) fuel cells in transportation applications. The objective of this project was to develop a low-cost high-efficiency long-life lubrication-free integrated compressor/expander utilizing scroll technology. The goal of this compressor/expander was to be capable of providing compressed air over the flow and pressure ranges required for the operation of 50 kW PEM fuel cells in transportation applications. The desired ranges of flow, pressure, and other performance parameters were outlined in a set of guidelines provided by DOE. The project consisted of the design, fabrication, and test of a prototype compressor/expander module. The scroll CEM development program summarized in this report has been very successful, demonstrating that scroll technology is a leading candidate for automotive fuel cell compressor/expanders. The objectives of the program are: develop an integrated scroll CEM; demonstrate efficiency and capacity goals; demonstrate manufacturability and cost goals; and evaluate operating envelope. In summary, while the scroll CEM program did not demonstrate a level of performance as high as the DOE guidelines in all cases, it did meet the overriding objectives of the program.
