Determination of the radionuclide release factor for an evaporator process using nondestructive assay

The 242-A Evaporator is the primary waste evaporator for the Hanford Site radioactive liquid waste stored in underground double-shell tanks. Low pressure evaporation is used to remove water from the waste, thus reducing the amount of tank space required for storage. The process produces a concentrated slurry, a process condensate, and an offgas. The offgas exhausts through two stages of high-efficiency particulate air (HEPA) filters before being discharged to the atmosphere 40 CFR 61 Subpart H requires assessment of the unfiltered exhaust to determine if continuous compliant sampling is required. Because potential (unfiltered) emissions are not measured, methods have been developed to estimate these emissions. One of the methods accepted by the Environmental Protection Agency is the measurement of the accumulation of radionuclides on the HEPA filters. Nondestructive assay (NDA) was selected for determining the accumulation on the HEPA filters. NDA was performed on the HEPA filters before and after a campaign in 1997. NDA results indicate that 2.1 E+4 becquerels of cesium-137 were accumulated on the primary HEPA 1700 filter during the campaign. The feed material processed in the campaign contained a total of 1.4 E+l6 Bq of cesium-137. The release factor for the evaporator process is 1.5 E-12. …

Tobacco Price Support: An Overview of the Program

Over 93% of U.S. tobacco production is flue-cured and burley (both being cigarette tobacco types). These crops are particularly important to the agriculture of North Carolina (where flue-cured is grown) and Kentucky (where burley is grown). Together, these two states produce 65% of the total U.S. tobacco crop. The federal tobacco price support program is designed to support and stabilize prices for farmers. It operates through a combination of mandatory marketing quotas and nonrecourse loans. Marketing quotas limit the amount of tobacco each farmer can sell, which indirectly raises market prices. The loan program establishes guaranteed minimum prices. The law requires that the loan program operate at no net cost to the federal government. Apart from year-to-year budget impacts, no-net-cost provisions of the law are intended to assure that all loan principal plus interest will be recovered

Waste feed delivery environmental permits and approvals plan

This document describes the range of environmental actions, including required permits and other agency approvals, that may affect waste feed delivery (WFD) activities in the Hanford Site`s Tank Waste Remediation System (TWRS). This plan expands on the summary level information in the Tank Waste Remediation System Environmental Program Plan (HNF 1773) to address requirements that are most pertinent to WFD. This plan outlines alternative approaches to satisfying applicable environmental standards, and describes selected strategies for acquiring permits and other approvals needed for WFD to proceed. Appendices at the end of this plan provide preliminary cost and schedule estimates for implementing the selected strategies. The rest of this section summarizes the scope of WFD activities, including important TWRS operating information, and describes in more detail the objectives, structure, and content of this plan.

Error analysis for fast scintillator-based ICF burn history measurements

Plastic scintillator material acts as a neutron-to-light converter in instruments that make ICF burn history measurements. Light output for a detected neutron has a fast rise time (420 ps) and a relatively long decay constant (1.2 ns). For a burst of neutrons whose duration is much shorter than the decay constant, instantaneous light output is approximately proportional to the integral of the neutron interaction rate with the scintillator material. Burn history is obtained by deconvolving the exponential decay from the recorded signal.

NIF optical specifications - the importance of the RMS gradient specification

The performance of the National Ignition Facility (NIF), especially in terms of laser focusability, will be determined by several key factors. One of these key factors is the optical specification for the thousands of large aperture optics that will comprise the 192 beamlines. We have previously reported on the importance of the specification of the power spectral density (PSD) on NIF performance. Recently, we have been studying the importance of long spatial wavelength (>33 mm) phase errors on focusability. We have concluded that the preferred metric for determining the impact of these long spatial wavelength phase errors is the rms phase gradient. In this paper, we outline the overall approach to NIF optical specifications, detail the impact of the rms phase gradient on NIF focusability, discuss its trade-off with the PSD in determining the spot size and review measurements of optics similar to those to be manufactured for NIF.

Microbunch Temporal Diagnostic by Compton Scattering in Interfering Laser Beams.

The exact solution of the classical nonlinear equation of motion for a relativistic electron in the field of two electromagnetic (EM) waves is obtained. For the particular case of the linearly polarized standing EM wave in the planar optical cavity, the intensity of the nonlinear Compton scattering, the time of flight, and the momentum variation after the relativistic electron passes along the cavity axis are calculated in weak and strong field limits. The extent of these effects depends on the initial phase of the EM wave when the electron enters the cavity. This can be used for the production, diagnosis, and acceleration of relativistic electron (positron) microbunches.

Practical Approach to Monochromatic Lwfa.

Dependence of the LWFA performance upon the laser wavelength is applied to optimization of the plasma-channeled standard LWFA operating in a linear regime. Electron beam energy spread, emittance and luminosity depend upon the proportion of the electron bunch size to the plasma wavelength. This proportion tends to improve with the laser wavelength increase. We propose the two-stage {approximately}1 GeV LWFA with the controlled energy spread and emittance based on realistic capabilities of the BNL ATF that features: picosecond terawatt CO{sub 2} laser and a high-brightness electron gun.
