In February 1997, the Clinton Administration submitted the second of five annual reports on the Administration's Comprehensive Trade and Development Policy for Africa as required by section 134 of the Uruguay Round Agreements Act (House Document 103-3415, Vol. 1.). On April 24, 1997, members of the African Trade and Investment Caucus introduced a bill, H.R. 1432, on U.S.-Africa trade and investment issues. In his State of the Union address in January 1998, President Clinton called on Congress to pass the trade legislation.

Contamination effects on optical damage

The development and construction of high fluence lasers for inertial confinement fusion such as the National Ignition Facility (NIF) at Lawrence Livermore National Laboratory (LLNL) or the Laser Megajoule in France continues to generate strong interest in the behavior of optical components under intense laser irradiation. the design of such lasers has created significant technological challenges in the area of laser glass, KDP crystal growth, surface finishing, and fused silica damage in the ultraviolet (UV). The damage of fused silica lenses at 355 nm is of particular concern since the optical design requires peak fluences that are very close to the damage threshold of the most resistant fused silica lenses available today.

Effects of stress waves on cells

Laser induced stress waves are being used in a variety of medical applications, including drug delivery and targeted tissue disruption. Stress waves can also be an undesirable side effect in laser procedures such as ophthalmology and angioplasty. Thus, a study of the effects of stress waves on a cellular level is useful. Thermoelastic stress waves were produced using a Q-switched frequency-doubled Nd:YAG laser (@.=532nm) with a pulse duration of 4 ns. The laser radiation was delivered to an absorbing media. A thermoelastic stress wave was produced in the absorbing media and propagated into plated cells. The energy per pulse delivered to a sample and the spot size were varied. Stress waves were quantified. We assayed for cell viability and damage using two methods. The laser parameters within which cells maintain viability were investigated and thresholds for cell damage were defined. A comparison of cell damage thresholds for different cell lines was made.

Electronic full-image reports at Los Alamos National Laboratory

Los Alamos National Laboratory is a Department of Energy laboratory operated by the University of California. There are over 10,000 laboratory employees and contractors, many engaged in a variety of scientific and technical research. The laboratory covers forty-three square miles in northern New Mexico, one hundred miles from the nearest city which might reasonably be expected to meet the needs of the researchers. Because of the remoteness of the institution, the Research Library is a vital source for scientific and technical information. Due to the size of the institution, access to the physical library is difficult. These barriers, along with advances in technology, have led the Research Library to provide desktop access to all formal, unlimited Los Alamos reports. Older reports have been scanned and newer ones are received in electronic format. Currently over 10,000 reports are available in portable document format (PDF) via the World Wide Web (http://lib-www.lanl.gov). Researchers can search the library Web catalog (on a Z39.50 server), find a report, and click on a link to automatically bring up the report. This has been an extremely successful project as shown by the high usage, over 3,000 files retrieved per month in 1997 compared with around 100 for …

This report analyzes those bills. HR. 2351 was introduced on July 31, 1997 and S. 1180 on September 16, 1997. Each bill is discussed under various topic headings. The Senate bill will be described first, since it has been reported.

Environmental Quality Incentives Program (EQIP): Status and Issues

The Environmental Quality Incentives Program (EQIP) provides farmers with financial and technical assistance to plan and implement soil and water conservation practices. EQIP was enacted in 1996 and most recently amended by the Farm Security and Rural Investment Act of 2002 (Section 2301 of P.L. 107-171). It is a mandatory spending program (i.e., not subject to annual appropriations), administered by the Natural Resources Conservation Service (NRCS). EQIP is guaranteed a total of $6.1 billion from FY2002 through FY2007 from the Commodity Credit Corporation (CCC), making it the largest conservation cost-sharing program.

Investigations of plutonium immobilization into the vitreous compositions

Disposal of radioactive waste is a central problem and among the most important concerns of the nuclear fuel cycle.The Russian concept of nuclear fuel-cycle management is aimed at reprocessing spent fuel with the maximum, economically justified extraction of useful components for their recycling. The technology currently used in Russia for reprocessing spent nuclear fuel gives rise to liquid high- level waste (HLW) with minor concentrations of valuable components such as uranium (U) and plutonium (Pu) [1]. The liquid radioactive wastes formed in the course of reprocessing are converted into the solid forms suitable for the transportation, storage, and burial. Of special importance is management of high-level waste (HLW). Although various technological approaches underlying the processes for the solidification or immobilization of liquid HLW are used at the research institutes of the MINATOM RF [1-5], all these approaches have in common the idea of a strong bonding of radionuclides in the resulting solid matrices. Therefore, development of solidification technologies must include the mandatory stages of investigating the behavior of HLW components during the immobilization process and in the prepared solidified compositions and characterizing their properties under conditions for subsequent transportation, storage, and burial. New six degree of freedom position sensor greatly improves flexible manufacturing -- but will manufacturers adapt?

The manufacturing industry needs better multi-dimensional position sensors to keep pace with increased speed and capabilities of automated equipment and robots. The market for laser and vision sensors is growing at a rapid speed; however, most of the robot- mounted sensors are one or two dimensional, three dimensional at most, while the robotics industry has progressed to 6-axis machines, leaving a gross mismatch in its capability to perform and sense the required task. A new laser sensor provides information. on up to six degrees of position, enabling robots to sense as well as it can physically manipulate, and opening the door to vast improvements in flexible manufacturing. To expedite these improvements, the manufacturing industry should take a lead and not let an outdated norm hinder implementation.
