This report outlines the activities conducted to place the facility in a safe and environmentally sound condition for transfer to DOE`s Office of Environmental Restoration Program (EM-40). This report provides profile of Bldg. 3030 before and after deactivation activities. Turnover items, such as the Postdeactivation Surveillance & Maintenance Plan, remaining hazardous materials, radiological controls, Safeguards and Security, QA, facility operations, and supporting documentation provided in the Office of Nuclear Materials and Facility Stabilization Program (EM-60) Turnover package are discussed. Building 3030 will require access to facilitate required S&M activities to maintain the building safety envelope. Building 3030 was stabilized during deactivation so that when transferred to the EM-40 program, only a minimal S&M effort would be required to maintain the building`s safety envelope. Other than the minimal S&M activities, the building will be unoccupied and the exterior doors locked to prevent unauthorized access. The building will be entered only for required S&M. Final environmental assessment for off-site transportation of low-level waste from four California sites under the management of the U.S. Department of Energy Oakland Operations Office

The Department of Energy Oakland Operations Office (DOE/OAK) manages sites within California that generate Low Level Waste (LLW) in the course or routine site operations. It is the preference of the DOE to dispose of LLW at federally owned and DOE-operated disposal facilities; however, in some circumstances DOE Headquarters has determined that disposal at commercial facilities is appropriate, as long as the facility meets all regulatory requirements for the acceptance and disposal of LLW, including the passage of a DOE audit to determine the adequacy of the disposal site. The DOE would like to ship LLW from four DOE/OAK sites in California which generate LLW, to NRC-licensed commercial nuclear waste disposal facilities such as Envirocare in Clive, Utah and Chem Nuclear in Barnwell, South Carolina. Transportation impacts for shipment of LLW and MLLW from DOE Oakland sites to other DOE sites was included in the impacts identified in the Department`s Waste Management Programmatic Environmental Impact Statement (WM-PEIS), published in May, 1997, and determined to be low. The low impacts for shipment to commercial sites identified herein is consistent with the WM-PEIS results.

The DOE Notice of Availability for this environmental impact statement was published in the Federal Register on Friday, October 18, 1996 (61 FR 54437). The final environmental impact statement identifies potential adverse effects resulting from the four use alternatives evaluated and discusses measures that DOE considered for the mitigation of these potential adverse effects. The Secretary of Energy signed the Record of Decision on the management and operation of the Nevada Test Site and other DOE sites in the state of Nevada on December 9, 1996. These decisions will result in the continuation of the multipurpose, multi-program use of the Nevada Test Site, under which DOE will pursue a further diversification of interagency, private industry, and public-education uses while meeting its Defense Program, Waste Management, and Environmental Restoration mission requirements at the Nevada Test Site and other Nevada sites, including the Tonopah Test Range, the Project Shoal Site, the Central Nevada Test Area, and on the Nellis Air Force Range Complex. The Record of Decision also identifies specific mitigation actions beyond the routine day-to-day physical and administrative controls needed for implementation of the decisions. The Plasma Hearth Process (PHP) Technology Development Project was established to develop, test, and evaluate a new concept for treating mixed waste. The new concept uses direct current (dc) transferred-arc plasma torch technology to process mixed waste into a glass-like end-product. Under the cognizance of the US Department of Energy (DOE) Office of Technology Development (OTD) Mixed Waste Focus Area (MWFA), the technology is being explored for its potential to treat mixed waste. Because it is a mature technology, well-understood and commercially available, it is expected to develop rapidly in this new application. This report summarizes the radioactive bench-scale system activities funded under PHP Sole Source Contract DE-AC07-94ID13266 through the end of the contract.

Final report for reciprocating rod pump seal assembly (R.R.P.S.A.)

This technology provides a simple yet clever idea for preventing oil and saltwater polluting spills by sucker rod pumping oil wells, as well as prolonging the life of the stuffing box seals and pressure lubricating the polished rod. This objective is accomplished by introducing a non-polluting, food grade, high viscosity lubricant into the void space between two sets of seals in a typical stuffing box. This safe-fluid acts as a sacrificial fluid that will be the fluid that is exposed to the atmosphere when the primary seal in the stuffing box leaks for any reason. In addition, the pressure on this sacrificial safe-fluid is maintained at the same pressure as the pressure on the produced fluid in the flow line at the pumping tee, thereby equalizing the pressure across the secondary seal in the stuffing box that separates the safe-fluid from the produced fluid. The unique feature, of equalizing the pressure across the secondary seal, is accomplished by using a pressure transmitter which is monitoring the pressure in the flow line (which is the fluid under the secondary seal) and transmitting that pressure to the safe-fluid (which is the fluid above the secondary seal) thereby equalizing the pressure across this …

This document discusses the construction of the Central Mercury Treatment System (CMTS) in Building 9623 at the Y-12 Plant, the remediation activities involved, waste generated from the project, and the monitoring schedule of the CMTS. As part of the Reduction of Mercury in Plant Effluent Program, the project treats groundwater contaminated with mercury from Buildings 9201-4, 9201-5, and 9204-4 at the Y-12 Plant to meet National Pollutant Discharge Elimination System (NPDES) Permit limits for discharge to East Fork Poplar Creek. The CMTS, located in Building 9623, will treat water from the sumps of buildings in which mercury was used in operations and which have been shown to be significant contributors to the overall levels of mercury in plant effluents. This project was anticipated when the NPDES Permit was issued, and the contamination limits and frequency of monitoring for the system discharge are detailed in the permit as Outfall 551. This project was performed as an Incentive Task Order and included the advance procurement of the carbon columns, removal of existing equipment in Building 9623, and system installation and checkout. This report supplements the final safety evaluation report (FSER) for the US Advanced Boiling Water Reactor (ABWR) standard design. The FSER was issued by the US Nuclear Regulatory Commission (NRC) staff as NUREG-1503 in July 1994 to document the NRC staff`s review of the US ABWR design. The US ABWR design was submitted by GE Nuclear Energy (GE) in accordance with the procedures of Subpart B to Part 52 of Title 10 of the Code of Federal Regulations. This supplement documents the NRC staff`s review of the changes to the US ABWR design documentation since the issuance of the FSER. GE made these changes primarily as a result of first-of-a-kind-engineering (FOAKE) and as a result of the design certification rulemaking for the ABWR design. On the basis of its evaluations, the NRC staff concludes that the confirmatory issues in NUREG-1503 are resolved, that the changes to the ABWR design documentation are acceptable, and that GE`s application for design certification meets the requirements of Subpart B to 10 CFR Part 52 that are applicable and technically relevant to the US ABWR design.

The proposed reclamation would allow Atlas to (1) reclaim the tailings pile for permanent disposal and long-term custodial care by a government agency in its current location on the Moab site, (2) prepare the site for closure, and (3) relinquish responsibility of the site after having its NRC license terminated. The Financial Statistics of Major US Investor-Owned Electric Utilities publication presents summary and detailed financial accounting data on the investor-owned electric utilities. The objective of the publication is to provide Federal and State governments, industry, and the general public with current and historical data that can be used for making policy and decisions relating to investor-owned electric utility issues. The US electric power industry is a combination of electric utilities (investor-owned, publicly owned, Federal, and cooperatives) and nonutility power producers. Investor-owned electric utilities account for over three-fourths of electric sales and revenue. Historically, the investor-owned electric utilities have served the large consolidated markets. There is substantial diversity among the investor-owned electric utilities in terms of services, size, fuel usage, and prices charged. Most investor-owned electric utilities generate, transmit, and distribute electric power. Investor-owned electric utilities operate in all States except Nebraska; Hawaii is the only State in which all electricity is supplied by investor-owned electric utilities. 5 figs., 57 tabs.

The objective of the publication is to provide Federal and State governments, industry, and the general public with current and historical data that can be used for policymaking and decisionmaking purposes related to publicly owned electric utility issues. Finding of no significant impact for the joint DOE/EPA program on national industrial competitiveness through energy efficiency and economics (NICE{sup 3})

The Department of Energy (DOE) has prepared a Programmatic Environmental Assessment (PEA), to assess the environment impacts associated with a joint DOE/EPA cost-sharing grant program named National Industrial Competitiveness through Energy Efficiency, Environment and Economics (NICE{sup 3}). The purpose of the NICE{sup 3} Program is to encourage waste minimization technology in industry by funding projects that develop activities and process improvements to conserve energy and reduce pollution. The proposed action would provide Federal financial assistance in the form of grants to industry in order to promote pollution prevention, energy efficiency, and cost competitiveness. Based on the analysis presented in the PEA, DOE has determined that the proposed action (providing NICE{sup 3} grants for projects which are consistent with the goals of the PPA and EPACT) does not constitute a major Federal action significantly affecting the quality of the human environment within the meaning of NEPA. Therefore, the preparation of an Environmental Impact Statement is not needed and the Department is issuing this Finding of No Significant Impact.

Fiscal year 1996 progress in implementing Section 120 of the Comprehensive Environmental Response, Compensation, and Liability Act. Tenth annual report to Congress

Congress passed the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) (Public Law 96-510), commonly known as Superfund, in 1980. The Superfund Amendments and Reauthorization Act (SARA) (Public Law 99-499), which amended CERCLA in 1986, added Section 120 regarding the cleanup of contaminated sites at Federal facilities. Under Section 120(e)(5) of CERCLA, each department, agency, or instrumentality of the Federal government responsible for compliance with Section 120 must submit an annual report to Congress concerning its progress in implementing the requirements of Section 120. The report must include information on the progress in reaching Interagency Agreements (IAGs), conducting remedial investigation and feasibility studies (RI/FSs), and performing remedial actions. Federal agencies that own or operate facilities on the National Priorities List (NPL) are required to begin an RI/FS for these facilities within 6 months after being placed on the NPL. Remediation of these facilities is addressed in an IAG between the Federal agency, the US Environmental Protection Agency (EPA), and in some instances the state within which the facility is located.

This report summarizes the well installation activities conducted during the federal fiscal year (FY) 1996 drilling program at the Oak Ridge Y-12 Plant, Oak Ridge Tennessee. Synopses of monitoring well construction/well development data, well location rationale, geological/hydrological observations, quality assurance/quality control methods, and health and safety monitoring are included. Two groundwater monitoring wells were installed during the FY 1996 drilling program. One of the groundwater monitoring wells was installed in the Lake Reality area and was of polyvinyl chloride screened construction. The other well, installed near the Ash Disposal Basin, was of stainless steel construction.
