Audit of departmental receipt of final deliverables for grant awards
To help meet legislatively mandated and programmatic mission requirements, the Department of Energy (DOE) awards grants to colleges and universities, state and local governments, individuals, small businesses, and non-profit corporations. As of July 15, 1996, the DOE was responsible for administering over 7,400 grants with purposes ranging from basic research to weatherizing homes. The Government`s share of these grants was about $8 billion. The objective of this audit was to determine whether the DOE received final deliverables, detailing grantee accomplishments and expenditure of funds, in accordance with Federal and Departmental policies and procedures. The Code of Federal Regulations requires that grants benefit the general public. This is demonstrated through technical and/or financial reports that each grantee is usually required to deliver. These reports describe the final results of the grant effort. In spite of this requirement, many grantees did not provide final technical and/or financial reports. For example, at the five procurement offices audited, it is projected that the Department had not received final deliverables on 718 inactive grants valued at about $232 million. In other cases, officials inappropriately extended performance periods so that the grant instrument would continue to be classified as active. This non-reporting occurred because the Department …

From HERA to the Tevatron: A scaling law in hard diffraction
Results on hard diffraction from CDF are reviewed and compared with predictions based on the diffractive structure function of the proton measured in deep inelastic scattering at HERA. The predictions are generally larger than the measured rates by a factor of {approximately} 6, suggesting a breakdown of conventional factorization. Correct predictions are obtained by scaling the rapidity gap probability distribution of the diffractive structure function to the total integrated gap probability. The scaling of the gap probability is traced back to the pomeron flux renormalization hypothesis, which was introduced to unitarize the soft diffraction amplitude.

Hydrogen production costs -- A survey
Hydrogen, produced using renewable resources, is an environmentally benign energy carrier that will play a vital role in sustainable energy systems. The US Department of Energy (DOE) supports the development of cost-effective technologies for hydrogen production, storage, and utilization to facilitate the introduction of hydrogen in the energy infrastructure. International interest in hydrogen as an energy carrier is high. Research, development, and demonstration (RD and D) of hydrogen energy systems are in progress in many countries. Annex 11 of the International Energy Agency (IEA) facilitates member countries to collaborate on hydrogen RD and D projects. The United States is a member of Annex 11, and the US representative is the Program Manager of the DOE Hydrogen R and D Program. The Executive Committee of the Hydrogen Implementing Agreement in its June 1997 meeting decided to review the production costs of hydrogen via the currently commercially available processes. This report compiles that data. The methods of production are steam reforming, partial oxidation, gasification, pyrolysis, electrolysis, photochemical, photobiological, and photoelectrochemical reactions.
