The authors describe and test spai_1.1, a parallel MPIimplementation of the sparse approximate inverse (SPAI) preconditioner.They show that SPAI can be very effective for solving a set of very largeand difficult problems on a Cray T3E. The results clearly show the valueof SPAI (and approximate inverse methods in general) as the viablealternative to ILU-type methods when facing very large and difficultproblems. The authorsstrengthen this conclusion by showing that spai_1.1also has very good scaling behavior.

Time domain reflectometry (TDR) instrumentation used for in-situ plasma vitrification

An application of TDR (Time Domain Reflectometry) was developed and demonstrated for use with the in-situ plasma vitrification (ISPV) environmental restoration project. The technique was simple, using an inexpensive sacrificial TDR probe made out of ordinary coaxial cable. This technique proved its viability for field operation in support of the vitrification process. This presentation will detail the design, construction, operation and field results of the TDR instrumentation that was developed and used in this project. Other practical applications of this technology will be suggested.

The Hanford Facility Dangerous Waste Permit Application is considered to be a single application organized into a General Information Portion (document number DOE/RL-91-28) and a Unit-Specific Portion. The scope of the Unit-Specific Portion is limited to Part B permit application documentation submitted for individual, operating treatment, storage, and/or disposal units, such as the PUREX Storage Tunnels (this document, DOE/RL-90-24). Both the General Information and Unit-Specific portions of the Hanford Facility Dangerous Waste Permit Application address the content of the Part B permit application guidance prepared by the Washington State Department of Ecology (Ecology 1996) and the US Environmental Protection Agency (40 Code of Federal Regulations 270), with additional information needs defined by the Hazardous and Solid Waste Amendments and revisions of Washington Administrative Code 173-303. Mixed Waste Focus Area Working Group: An Integrated Approach to Mercury Waste Treatment and Disposal. Revision 1

May 1996, the U.S. Department of Energy (DOE) Mixed Waste Focus Area (MWFA) initiated the Mercury Work Group (HgWG). The HgWG was established to address and resolve the issues associated with Mercury- contaminated mixed wastes (MWs). During the initial technical baseline development process of the MWFA, three of the top four technology deficiencies identified were related to (1) amalgamation, (2) stabilization, and (3) separation and removal for the treatment of mercury and mercury-contaminated mixed waste (MW). The HgWG is assisting the MWFA in soliciting, identifying, initiating, and managing efforts to address these needs.

Development of Novel Activated Carbon-Based Adsorbents for Control of Mercury Emission From Coal-Fired Power Plants

The overall objective of this study is to evaluate pertinent design and operational parameters that would enable successful application of activated carbon adsorption for the reduction of mercury emissions from coal-fired power plants. The study will evaluate the most suitable impregnate such as sulfur, chloride and other chelating agents for its ability to enhance the adsorptive capacity of activated carbon for mercury vapor under various process conditions. The main process variables to be evaluated include temperature, mercury concentration and speciation, relative humidity, oxygen content, and presence of SO2 and NOx in the flue gas. The optimal amount of impregnate for each of these carbons will be determined based on the exhibited performance. Another important parameter which governs the applicability of adsorption technology for the flue gas clean up is the rate at which vapor phase mercury is being removed from the flue gas by activated carbon. Therefore, the second part of this study will evaluate the adsorption kinetics using the impregnated activated carbons listed above. The rate of mercury uptake will also be evaluated under the process conditions that are representative of coal-fired power plants. Efforts to Reduce the Impacts of Hydroelectric Power Production on Reservoir Fisheries in the United States.

Research into the environmental effects of hydroelectric power production in the United States has focused increasingly on resident and migratory fish populations. Hydropower dams and reservoirs can block fish movements in both upstream and downstream directions. These movements are essential for important stocks of anadromous and catadromous fish. In addition, some strictly freshwater fish may move long distances within a river during their life cycle.A dam can pose an impassable barrier for fish trying to move upstream unless mitigation measures in the form of ladders or lifts are provided. Fish moving downstream to the sea may become disoriented when they encounter static water within a reservoir. Both resident and migratory fish may be injured or killed by passing through the turbine or over the spillway. In the United States, a variety of organizations conduct applied research and development of measures to (1) enhance fish passage, (2) reduce the numbers of fish that are drawn into the turbine intakes, and (3) reduce the injury and mortality rates of fish that pass through the turbines. Examples of these efforts from a variety of river systems and hydroelectric power plants are described.
