Holocene Paleohydrology of the tropical andes from lake records
Two century-scale time series in northern Bolivia constrain the ages of abrupt changes in the physical, geochemical, and biological characteristics of sediments obtained from lakes that formed during deglaciation from the late Pleistocene glacial maximum. The watersheds of Laguna Viscachani (16{degrees}12`S, 68{degrees}07`W, 3780m) and Lago Taypi Chaka Kkota (16{degrees}13`S, 68{degrees}21`W, 4300m), located on the eastern and western slopes of the Cordillera Real, respectively, contain small cirque glaciers. A high-resolution chronology of the lake sediments is provided by 23 AMS {sup 14}C dates of discrete macro-fossils. Late Pleistocene glaciers retreated rapidly, exposing the lake basins between 10,700 and 9700 {sup 14}C yr B.P. The sedimentary facies suggest that after 8900 {sup 14}C B.P. glaciers were absent from the watersheds and remained so during the middle Holocene. An increase in the precipitation-evaporation balance is indicated above unconformities dated to about 2300 {sup 14}C yr B.P. in both Lago Taypi Chaka Kkota and Laguna Viscachani. An abrupt increase in sediment accumulation rated after 1400 {sup 14}C yr B.P. signals the onset of Neoglaciation. A possible link exists between the observed millennial-scale shifts in the regional precipitation- evaporation balance and seasonal shifts in tropical insolation.

The ATLAS level 2 trigger supervisor.
This paper presents an overview of the hardware and software proposed for the ATLAS level 2 Trigger ROI Builder/Supervisor. The essential requirements of this system are that it operate at the design Level 1 Trigger rate of 100kHz and that it support the technical requirements of the architectures suggested for the ATLAS Level 2 Trigger. Commercial equipment and software support are used to the maximum extent possible, with support from dedicated hardware. Timing requirements and latencies are discussed and simulation results are presented.

Stabilization of in-tank residual wastes and external-tank soil contamination for the tank focus area, Hanford Tank Initiative: Applications to the AX tank farm
This report investigates five technical areas for stabilization of decommissioned waste tanks and contaminated soils at the Hanford Site AX Farm. The investigations are part of a preliminary evacuation of end-state options for closure of the AX Tanks. The five technical areas investigated are: (1) emplacement of cementations grouts and/or other materials; (2) injection of chemicals into contaminated soils surrounding tanks (soil mixing); (3) emplacement of grout barriers under and around the tanks; (4) the explicit recognition that natural attenuation processes do occur; and (5) combined geochemical and hydrological modeling. Research topics are identified in support of key areas of technical uncertainty, in each of the five areas. Detailed cost-benefit analyses of the technologies are not provided. This investigation was conducted by Sandia National Laboratories, Albuquerque, New Mexico, during FY 1997 by tank Focus Area (EM-50) funding.

Agriculture and Fast Track Trade Legislation

Agriculture and Fast Track Trade Legislation
Senate and House committees in October reported legislation for new fast track authority enabling the Administration to negotiate trade agreements with foreign countries and to submit them to Congress for consideration under expedited procedures. Many agricultural and food industry interests are among the export-dependent enterprises that support new fast track authority, arguing that foreign trading partners will not seriously negotiate with an Administration that lacks it. However, some agricultural groups argue that fast track provides them with inadequate opportunities for dealing with their issues, and that it ultimately will lead to new agreements that benefit foreign more than U.S. producers, at least in some commodity sectors. Neither bill was taken to the floor in 1997 because of insufficient votes for passage in the House. However, the President is expected to seek approval in 1998.

Metrology of 13-nm optics for extreme ultraviolet lithography
This report documents activities carried in support of the design and construction of an ultra-high precision measuring machine intended for the support of Extreme Ultraviolet Lithography development (for semiconductor fabrication). At the outset, this project was aimed at the overall fabrication of such a measuring machine. Shortly after initiation, however, the scope of activities was reduced and effort was concentrated on the key technical advances necessary to support such machine development: high accuracy surface sensing and highly linear distance interferometry.

Participatory ergonomics for ergonomists
This paper makes a case for the use of participatory ergonomics by and for ergonomists. A strategy for using participatory ergonomics in a conference workshop format is described. The process could be used as a tool for issues of common concern among ergonomists. it would also offer an experience of the participatory ergonomics process. An example workshop on quantifying costs and benefits of ergonomics is discussed.

TRANSIMS software architecture for IOC-1
This document describes the TRANSIMS software architecture and high-level design for the first Interim Operational Capability (IOC-1). Our primary goal in establishing the TRANSIMS software architecture is to lay down a framework for IOC-1. We aim to make sure that the various components of TRANSIMS are effectively integrated, both for IOC-1 and beyond, so that TRANSIMS remains flexible, expandable, portable, and maintainable throughout its lifetime. In addition to outlining the high-level design of the TRANSIMS software, we also set forth the software development environment and software engineering practices used for TRANSIMS.

Methodology for the relative risk assessment in the LDF safety analysis report
This document provides the methodology used for the relative risk assessment performed in the LDF Safety Analysis Report. The safety analysis for a facility of the hazard level of the LDF Complex (Buildings 490L, 492 are low hazard) should be mostly qualitative. This was the approach taken for the LDF risk assessment, where qualitative descriptors were assigned to event consequences and frequencies. The event consequences and frequencies were then combined using a risk matrix to obtain an assessment of the relative risk presented by each event to LDF workers and to the public. The development of the risk matrices is the main subject of this report. The matrices have been applied in the LDF SAR (LLNL, 1997).

Precision manufacturing using advanced optical interference lithography. Final report
Goal was to develop interference lithography (IL) as a reliable process for patterning large-area, deep-submicron scale field emission arrays for field emission display (FED) applications. We have developed a system based on IL which can easily produce an array of 0.2-0.5 micron emitters over large area (up to 400 sq. in. to date) with better than 5% height and spacing uniformity. Process development as a result of this LDRD project represents a significant advance over the current state of the art for FED manufacturing and is applicable to all types of FEDs, independent of the emitter material. Ability of IL to pattern such structures simultaneously and uniformly on a large format has application to other technology areas, such as dynamic random access memory (DRAM) production and magnetic media recording.
