3-D spectral IP imaging: Non-invasive characterization of contaminant plumes. Annual progress report, September 15, 1996--September 14, 1997

'The objective of this project is to develop the scientific basis for characterizing contaminant plumes in the earth''s subsurface using field measurements of induced polarization (IP) effects. The first-year accomplishments are (1) laboratory experiments on fluid-saturated sandstones quantifying the dependence of spectral IP responses on solution chemistry and rock micro-geometry; (2) library research on the current understanding of electromagnetic coupling effects on IP data acquired in the field: and (3) development of prototype forward modeling and inversion algorithms for interpreting IP data in terms of 3-D models of complex resistivity.'

24 M Meteorological Tower Data Report Period: January Through December, 1995

This report was prepared by the Desert Research Institute (DRI) for the US Department of Energy (DOE). It summarizes meteorological data collected at the 24 meter tower at the Nevada Test Site Hazardous Material Spill Center (HAZMAT) located at Frenchman Flat near Mercury, Nevada, approximately 75 miles northwest of Las Vegas, Nevada. The tower was originally installed in July, 1993 to characterize baseline conditions for an EPA sponsored experimental research program at the HAZMAT. A previous report reported monitoring results for 1994. This report presents results of the monitoring for January--December, 1995, providing: a status of the measurement systems (including any quality assurance activities) during the report period and a summary of the meteorological conditions at the HAZMAT during the report period. The scope of the report is limited to summary data analyses and does not include extensive meteorological analysis. The tower was instrumented at 8 levels. Wind speed, wind direction, and temperature were measured at all 8 levels. Relative humidity was measured at 3 levels. Solar and net radiation were measured at 2 meters above the ground. Barometric pressure was measured at the base of the tower and soil temperature was measured near the base of the tower.

200-Area plateau inactive miscellaneous underground storage tanks locations

Fluor Daniel Northwest (FDNW) has been tasked by Lockheed Martin Hanford Corporation (LMHC) to incorporate current location data for 64 of the 200-Area plateau inactive miscellaneous underground storage tanks (IMUST) into the centralized mapping computer database for the Hanford facilities. The IMUST coordinate locations and tank names for the tanks currently assigned to the Hanford Site contractors are listed in Appendix A. The IMUST are inactive tanks installed in underground vaults or buried directly in the ground within the 200-East and 200-West Areas of the Hanford Site. The tanks are categorized as tanks with a capacity of less than 190,000 liters (50,000 gal). Some of the IMUST have been stabilized, pumped dry, filled with grout, or may contain an inventory or radioactive and/or hazardous materials. The IMUST have been out of service for at least 12 years.

A collaboration from KEK, INS, Osaka, TRIUMF, Princeton, and BNL is currently running E787 at the AGS. The experiment is designed primarily to search for the rare decay K{sup +} {yields} {pi}{sup +}{nu}{bar {nu}}, with an expected branching ratio of {approximately} 10{sup {minus}10}. The authors report evidence that they have observed this decay. They also discuss the future outlook for the experiment.

1997 Pacific Northwest Loads and Resources Study.

The 1997 White Book is presented in two documents: (1) this summary of Federal system and Pacific Northwest region loads and resources; and (2) a technical appendix detailing the loads and resources for each major Pacific Northwest generating utility. Data detailing Pacific Northwest non-utility generating (NUG) resources is also available upon request. This analysis updates the 1996 pacific Northwest Loads and Resources Study, published in December 1996. In this loads and resources study, resource availability is compared with a medium forecast of electricity consumption. This document analyzes the Pacific Northwest`s projected loads and available generating resources in two parts: (1) the loads and resources of the Federal system, for which BPA is the marketing agency; and (2) the larger Pacific Northwest regional power system which includes loads and resources in addition to the Federal system. This study presents the Federal system and regional analyses for the medium load forecast. This analysis projects the yearly average energy consumption and resource availability for Operating Years (OY) 1998--99 through 2007--08.

Ab initio calculation of tight-binding parameters

We calculate ab initio values of tight-binding parameters for the f- electron metal Ce and various phases of Si, from local-density functional one-electron Hamiltonian and overlap matrix elements. Our approach allows us to unambiguously test the validity of the common minimal basis and two-center approximations as well as to determine the degree of transferability of both nonorthogonal and orthogonal hopping parameters in the cases considered.

Accelerator Transmutation of Waste Blanket Considerations

Accelerator transmutation of waste (ATW) is one approach for reducing the amount of actinides and long-lived fission products that eventually will be sent to a repository. The ATW accelerator generates high-energy protons, which strike a target and produce spallation neutrons. The spallation neutrons transmute waste in a region that surrounds the spallation target. It is desirable for the waste transmutation region (WTR) to have significant neutron multiplication (a factor of 10 or higher) to keep the required accelerator size reasonable. The WTR is subcritical and is thus not required to generate a self-sustaining fission reaction in the waste. The elimination of this requirement allows the ATW system to be optimized for reducing the hazard from nuclear waste without the concerns associated with safely maintaining criticality. Subcritical operation allows waste compositions with positive prompt reactivity feedback coefficients to be considered, allows waste forms optimized for processing to be considered, and allows additional design flexibility. The WTR will be designed so that criticality cannot be achieved during any credible accident scenario. The primary advantage of the ATW approach is thus the design and operational flexibility gained from subcritical operation. Acoustic energy-driven fluid pump and method

Bulk fluid motion is promoted in a gaseous fluid contained within a conduit system provided with a diffuser without the need for a mean pressure differential across the conduit system. The contacting of the gaseous fluid with unsteady energy at a selected frequency and pressure amplitude induces fluid flow through the conical diffuser. The unsteady energy can be provided by pulse combustors, thermoacoustic engines, or acoustic energy generators such as acoustic speakers.

Adaptation of a commercially available 200 kW natural gas fuel cell power plant for operation on a hydrogen rich gas stream

International Fuel Cells (IFC) has designed a hydrogen fueled fuel cell power plant based on a modification of its standard natural gas fueled PC25{trademark} C fuel cell power plant. The natural gas fueled PC25 C is a 200 kW, fuel cell power plant that is commercially available. The program to accomplish the fuel change involved deleting the natural gas processing elements, designing a new fuel pretreatment subsystem, modifying the water and thermal management subsystem, developing a hydrogen burner to combust unconsumed hydrogen, and modifying the control system. Additionally, the required modifications to the manufacturing and assembly procedures necessary to allow the hydrogen fueled power plant to be manufactured in conjunction with the on-going production of the standard PC25 C power plants were identified. This work establishes the design and manufacturing plan for the 200 kW hydrogen fueled PC25 power plant.

Advanced Direct Liquefaction Concepts for PETC Generic Units - Phase II

The results of Laboratory and Bench-Scale experiments and supporting technical and economic assessments conducted under DOE Contract No. DE-AC22-91PC91040 are reported for the period July 1, 1997 to September 30, 1997. This contract is with the University of Kentucky Research Foundation which supports work with the University of Kentucky Center for Applied Energy Research, CONSOL, Inc., LDP Associates, and Hydrocarbon Technologies, Inc. This work involves the introduction into the basic two stage liquefaction process several novel concepts which include dispersed lower-cost catalysts, coal cleaning by oil agglomeration, and distillate hydrotreating and dewaxing. Results are reported from experiments in which various methods were tested to activate dispersed Mo precursors. Several oxothiomolybdates precursors having S/Mo ratios from two to six were prepared. Another having a S/Mo ratio of eleven was also prepared that contained an excess of sulfur. In the catalyst screening test, none of these precursors exhibited an activity enhancement that might suggest that adding sulfur into the structure of the Mo precursors would be beneficial to the process. This objective is being accomplished by conducting research in four areas: (1) extensive characterization of the reservoirs, (2) experimental studies of crude oil/brine/rock (COBR) interaction in the reservoirs, (3) analytical and numerical simulation of Spraberry reservoirs, and, (4) experimental investigations on CO{sub 2} gravity drainage in Spraberry whole cores. The Buena Vista Hills field is located about 25 miles southwest of Bakersfield, in Kern County, California, about two miles north of the city of Taft, and five miles south of the Elk Hills field. The Antelope Shale zone was discovered at the Buena Vista Hills field in 1952, and has since been under primary production. Little research was done to improve the completion techniques during the development phase in the 1950s, so most of the wells are completed with about 1000 ft of slotted liner. The proposed pilot consists of four existing producers on 20 acre spacing with a new 10 acre infill well drilled as the pilot CO{sub 2} injector. Most of the reservoir characterization of the first phase of the project will be performed using data collected in the pilot pattern wells. This is the first annual report of the project. It covers the period February 12, 1996 to February 11, 1997. During this period the Chevron Murvale 653Z-26B well was drilled in Section 26-T31S/R23E in the Buena Vista Hills field, Kern County, California. The Monterey Formation equivalent Brown and Antelope Shales were continuously cored, the zone was logged with several different kinds of wireline logs, and …

Los Alamos National Laboratory summary plan to fabricate mixed oxide lead assemblies for the fissile material disposition program

This report summarizes an approach for using existing Los Alamos National Laboratory (Laboratory) mixed oxide (MOX) fuel-fabrication and plutonium processing capabilities to expedite and assure progress in the MOX/Reactor Plutonium Disposition Program. Lead Assembly MOX fabrication is required to provide prototypic fuel for testing in support of fuel qualification and licensing requirements. It is also required to provide a bridge for the full utilization of the European fabrication experience. In part, this bridge helps establish, for the first time since the early 1980s, a US experience base for meeting the safety, licensing, safeguards, security, and materials control and accountability requirements of the Department of Energy and Nuclear Regulatory Commission. In addition, a link is needed between the current research and development program and the production of disposition mission fuel. This link would also help provide a knowledge base for US regulators. Early MOX fabrication and irradiation testing in commercial nuclear reactors would provide a positive demonstration to Russia (and to potential vendors, designers, fabricators, and utilities) that the US has serious intent to proceed with plutonium disposition. This report summarizes an approach to fabricating lead assembly MOX fuel using the existing MOX fuel-fabrication infrastructure at the Laboratory.

Alternative calcination development status report

The Programmatic Spent Nuclear Fuel and (INEEL) Environmental Restoration and Waste Management Programs Environmental Impact Statement Record of Decision, dated June 1, 1995, specifies that high-level waste stored in the underground tanks at the ICPP continue to be calcined while other options to treat the waste are studied. Therefore, the High-Level Waste Program has funded a program to develop new flowsheets to increase the liquid waste processing rate. Simultaneously, a radionuclide separation process, as well as other options, are also being developed, which will be compared to the calcination treatment option. Two alternatives emerged as viable candidates; (1) elevated temperature calcination (also referred to as high temperature calcination), and (2) sugar-additive calcination. Both alternatives were determined to be viable through testing performed in a lab-scale calcination mockup. Subsequently, 10-cm Calciner Pilot Plant scoping tests were successfully completed for both flowsheets. The results were compared to the standard 500 C, high-ANN flow sheet (baseline flowsheet). The product and effluent streams were characterized to help elucidate the process chemistry and to investigate potential environmental permitting issues. Several supplementary tests were conducted to gain a better understanding of fine-particles generation, calcine hydration, scrub foaming, feed makeup procedures, sugar/organic elimination, and safety-related issues. The United States Nuclear Regulatory Commission`s Office for Analysis and Evaluation of Operational Data (AEOD) has published reports of its activities since 1984. The first report covered January through June of 1984, and the second report covered July through December of 1984. After those first two semiannual reports, AEOD published annual reports of its activities from 1985 through 1993. Beginning with report for 1986, AEOD Annual Reports have been published as NUREG-1272. Beginning with the report for 1987, NUREG-1272 has been published in two parts, No. 1 covering power reactors and No. 2 covering nonreactors (changed to `nuclear materials` with the 1993 report). Application of 2-D simulations to hollow z-pinch implosions

The application of simulations of z-pinch implosions should have at least two goals: first, to properly model the most important physical processes occurring in the pinch allowing for a better understanding of the experiments and second, provide a design capability for future experiments. Beginning with experiments fielded at Los Alamos on the Pegasus 1 and Pegasus 2 capacitor banks, the authors have developed a methodology for simulating hollow z-pinches in two dimensions which has reproduced important features of the measured experimental current drive, spectrum, radiation pulse shape, peak power and total radiated energy. This methodology employs essentially one free parameter, the initial level of the random density perturbations imposed at the beginning of the 2-D simulation, but in general no adjustments to other parameters are required. Currently the authors are applying this capability to the analysis of recent Saturn and PBFA-Z experiments. The code results provide insight into the nature of the pinch plasma prior to arrival on-axis, during thermalization and development after peak pinch time. Among other things, the simulation results provide an explanation for the production of larger amounts of radiated energy than would be expected from a simple slug-model kinetic energy analysis and the appearance of multiple …
